1 SHIPLEY S CHOICE DAM REHABILITATION COMMUNITY MEETING MINUTES A community meeting was held on September 13, 2018 at the Shipley s Choice Elementary School. County staff from the Watershed Protection and Restoration Program (WPRP) discussed the upcoming construction for the Shipley s Choice Dam Rehabilitation Project. Anne Arundel County Staff in Attendance: Larry Mathena Project Manager, WPRP (Presenter) Greg LeBlanc Assistant Project Manager, WPRP The meeting was called to order at 7:03 pm. Mr. Mathena opened the meeting with an introduction and project background, and then provided an overview of the Shipley s Dam Project construction with a PowerPoint presentation. The presentation included information on: Project Background - Shipley s Choice Dam was built in 1981, and in recent years has experience seepage and settlement issues. County repairs did not fix the problems, and the Maryland Department of the Environment deemed the dam unsafe and ordered the County to remove the dam. - The County hired an engineering consultant (JMT) to complete the design of the dam removal project, which is now complete. The County awarded the construction contract to Paydirt, LLC. Preconstruction Activities - The overhead line along West Benfield Road must be relocated to allow room for crane access during culvert construction and move a utility pole away from a new storm drain. BGE has completed electric line relocation, moving the lines to new poles placed north of the roadway. - Relocation of Comcast and Verizon overhead lines are ongoing. All overhead lines will be replaced along the roadway after culvert construction. Construction Phase 1 - Construction will begin with Phase 1 work along West Benfield Road to include the following features: installation of Erosion & Sediment Control (ESC) measures and a stream diversion, bypasses for numerous public utilities (gas, water, force main, sanitary/storm sewers), removal of the existing 66 culvert and installation of a new 7 x10 concrete box culvert. There will be no interruption in service for the impacted utilities. - The Phase 1 culvert construction requires pile driving, since the culvert will rest on soft material. A total of 78 concrete piles will be driven into the ground during daylight hours. Pile driving was explained as was the loud noise associated with this. Vibration levels will be monitoring during pile driving to ensure vibrations do not reach an unsafe level. 1

2 - Phase 1 construction also includes in stream grading upstream and downstream of the new culvert, and rock installed to stabilize the channel. West Benfield Road Closure - Phase 1 construction requires the closing of West Benfield Road. Installation of the utility bypass lines, removal of the existing culvert and installation of the new culvert require a large, deep excavation in the roadway. - West Benfield Road will closed in both directions between Pixie and Severnside Drive. The road will be closed for approximately 6 months. The Detour Plan was presented. - The Construction Contractor has proposed installing a precast concrete culvert in lieu of the cast-in-place culvert shown on the contract drawings. This change could reduce the time need to install the culvert and reduce the road closure duration. - Once West Benfield Road is closed, the County will observe traffic in the area. The County Traffic Engineer may approve signal changes to alleviate congestion. Construction Phase 2 - After completion of Phase 1 construction, the Contractor will begin Phase 2 construction which includes removal of the Shipley s Choice Dam. After installing filter logs, silt fence, and other ESC features, the Contractor will construct a haul road from the Oak Stump cul-de-sac down to the dam site. The earth embankment dam will be removed, with majority of the earth fill placed on the hillside just east of the dam. - A drain will be installed to intercept flow from the east hillside, and the Bear Branch channel will be restored after the dam and outlet works are removed. Planting Plan - Phase 1 and 2 construction requires earth disturbance and tree removal. After construction, all disturbed areas will be stabilized and seeded. - To replace trees and shrubs removed during construction, the Contractor will plant 141 trees, 493 shrubs, and 1676 live stakes along the streambanks. Construction Schedule - The following tentative schedule was presented: Oct 2018 Winter Spring 2019 Summer Late Fall 2019 Phase 1 Construction begins w/ ESC measures, Utility Relocations & Road Closure Phase 1 Culvert Installation Phase 1 Culvert completed & Road reopened Phase 2 Dam Removal begins Phase 2 Construction completed - The Contractor will provide a detailed construction schedule prior to starting work. 2

3 Project Updates - The County has been ing monthly updates on the Shipley s Dam Project to Homeowners Associations and will continue this during construction. - Project updates will also be posted on the Shipley s Dam Project website which can be found on the County website at: Capital_Projects/shipleys-choice-dam-rehabilitation - Minutes for this community meeting will be prepared and distributed to all attendees and all residents within 300 feet of the project site. For questions that went unanswered at the meeting, answers are provided in italics. 1. Question: What was the construction and total cost for the project? Answer: The construction cost per Paydirt s winning bid is $4.2 million. I do not recall the exact total project cost, which would include design costs and the County s costs. The total project cost, which includes construction and inspection costs as well as costs for design, right of way, County project management & administration is $7.1 million. 2. Question: Does the sewer interceptor get moved? Answer: Yes, the sewer interceptor that runs parallel to Bear Branch will be relocated around the new culvert along West Benfield Road. 3. Question: Will the sewer main be extended for future use? Answer: No, the sewer main along West Benfield Road will not be extended. It will be bypassed during culvert construction, then replaced back in the road after construction. 3

4 4. Question: What is the pile depth? Answer: The piles under the new culvert are approximately 20 feet long. 5. Question: Is the proposed culvert similar to box culverts constructed in other areas? Answer: I m not familiar with the other box culverts that the County has constructed. The County has constructed box culverts similar to the one proposed in the Shipley s Dam Project, but the other culverts did not include piles. 6. Question: How much more flow [capacity] will the new culvert have vs. the existing culvert? Answer: The new culvert is 3 times larger than the existing culvert, so the capacity is greatly increased. Not sure what the exact increase in flow capacity is. The new 10 x7 box culvert will have a flow capacity approximately 3 times greater than the existing 66 corrugated metal culvert. 7. Question: After the project is constructed, will more sediment be carried downstream? Answer: Removal of the dam could lead to increased erosion and sedimentation downstream due to higher flows after the dam is removed. The rock to be placed in stream and along the floodplain during construction will help to minimize erosion and sedimentation after dam removal, as will grading at the dam and culvert sites. 8. Question: Are there weirs [to be constructed]? Answer: There are rock sills that will be constructed along Bear Branch, but these are not the same as weirs. The rock sills to be constructed along Bear Branch will include buried rock, with top of rock even with the stream bottom. These sills act as grade controls, and will extend from the stream into the floodplain. Rock weirs typically extend above the stream bottom, are used to direct flow, and are contained within the channel. 9. Question: How long will it take to install the piles [for the culvert]? Answer: We estimate the pile driving will take approximately 2 weeks. 10. Question: What about homes that were not surveyed? [To assess preconstruction conditions and help determine if future damage may have been caused by pile driving] Answer: Homes located within 500 feet of the new culvert where piles will be driven were selected for a preconstruction survey. This is the maximum distance where significant vibration from pile driving would be expected. If a homeowner believes their house or property has been damaged from pile driving or other construction activities, they should 4

5 contact Larry Mathena. This applies to all homeowners, even those who did not receive a preconstruction survey. 11. Question: Will the road be open during construction? Answer: Once West Benfield Road is closed to traffic, it will remain closed until utilities are relocated and the culvert is installed. Due to the depth and extent of the excavation required to do this work and the steep banks along the road, it is not possible to leave one lane open during construction. 12. Question: Do you realize the volume of traffic that uses West Benfield Road? Was a traffic study conducted to determine the impacts? Answer: Yes I do. I will work with the Contractor to complete the culvert installation and reopen the road ASAP. I do not believe a traffic study was conducted. 13. Question: What about the school buses? I don t believe the bus companies are aware of the upcoming road closure. Answer: I am working with County Public Affairs to notify the schools, Fire, Police, and other entities of the road closure. Schools and other entities were notified of the road closure during the week of September 17 th. 14. Question: A temporary traffic light should be considered. What is the cost for a temporary light? Answer: I have discussed the road closure with the County Traffic Engineer. We will monitor traffic during the first couple of weeks after the road is closed, and notify the Traffic Engineer if signal changes should be considered to alleviate traffic. The County Traffic Engineer is not currently considering installation of a temporary light at West Benfield Road and Benfield Boulevard. Residents can drive to the intersection of Scarlett Oak Drive and Benfield Boulevard, which has a traffic signal. If traffic conditions warrant, a temporary light will be considered in the future. 15. Question: The road project on West Benfield Road (west end by new High s Store) has not been completed. The final asphalt top layer has not been placed, and the bike lane was not marked. Answer: I am not familiar with that project. I will check with the County Roads Department regarding that project. Work along West Benfield Road adjacent to the new High s Store is not completed. The following work remains: storm drain and guard rail installation, milling and overlaying the 5

6 existing pavement, striping the road and marking the bike lane. This work will be completed after BGE installs the power for the new traffic signalization. 16. Question: Where will the construction trailer be placed? Answer: The Contractor will place a construction trailer on County right-of-way on the east end of West Benfield Boulevard. The trailer will sit on the empty lot near the intersection with Benfield Boulevard. The trailer will be placed back from the intersection and away from the existing shrubs and will not obstruct sight lines at the intersection. 17. Question: Where will construction parking be for the dam portion? Answer: The Contractor will need to park vehicles at the end of the cul-de-sac on Oak Stump Drive, just above the dam site. They will be directed not to block driveways and avoid parking in front of homes. 18. Question: Will you place a steeper slope [at the dam]? Answer: Fill from the dam removal will be placed on the east hillside, just below Oak Stump Drive. The new slope will not be as steep as the existing slope, and a drain will be added to collect runoff from the slope and carry it to the bottom of the slope. 19. Question: What is intended with regard to construction oversight? Answer: The County has hired the engineering firm RK&K to provide construction oversight. An RK&K construction inspector will be onsite during all times that the Construction Contractor is working. 20. Question: Will the trees and shrubs to be planted [as part of the culvert construction and dam removal] be native species? Answer: I believe the plants specified in the drawings are native species. I have the drawings which include a planting plan listing all species to be planted, if anyone would like to review the plan. 21. Question: Will treatment grasses be planted? Answer: The Contractor is required to seed and stabilize all disturbed areas, but no special grasses are proposed. 22. Question: Was a concrete dam looked at to replace the existing dam? Answer: I am not sure if a replacement dam was considered. I doubt it, since a new concrete dam would be very expensive. I was told that the problems with the existing earth dam were caused by improper construction. We will have good construction oversight on the dam removal project. 6

7 23. Question: Has testing been done for existing sediments [behind the dam]? Answer: The existing dam does not have a permanent pool behind it. It only impounds water during a large rain event. There should not be a large amount of sediment that is washed downstream after the dam is removed. 24. Question: A County Contractor is cutting brush and trees downstream from West Benfield Road, and they left the branches along the streambank. These will be washed into the stream. Answer: I am not familiar with that maintenance project. I will check with others at the County regarding this. 25. Question: Did you consider starting construction in the summer? Answer: We intended to start construction in June However, the contractor bids came in much higher than the engineer s construction estimate. This delayed award of the construction contract. 26. Question: Are there contractor incentives to open the road quickly? Answer: There are no contractual incentives for the Contractor completing construction in less time than the contract duration [which is 440 calendar days]. The construction contract does include a value engineering clause, which allows the Contractor to submit a design change to save money. The Contractor will propose installation of a precast concrete culvert, which should be less expensive than a cast-in-place culvert and require less time to install. 27. Question: There were issues last year with getting snow cleared along West Benfield Road. One jurisdiction thought the other had it. There could be issues with snow clearing with the road closed. Answer: I will check with the appropriate County Office regarding snow clearing along West Benfield Road. Snow removal for West Benfield Road is serviced entirely by the County s Northern Road District. I alerted them to the road closure, and they stated that the snow removal will still occur but may take longer. If there are issues with snow removal, the Northern Road District can be reached at (410) Question: Is there a similar County culvert replacement project to look at? There was a $1 million dam replacement project, and the Shipley s Dam Replacement project costs $6 million. Answer: I am not familiar with another dam removal project that the County recently completed. Do you know the name of the other dam that was removed? My supervisor did investigate the design and costs for other culvert replacement projects in the County. She found that the other projects did not include piles, but utilized spread footings under the 7

8 culvert. We had the engineering consultant consider elimination of the piles, but the soft material under West Benfield Road requires the piles to support the large culvert. 29. Question: Won t a 7 x 10 culvert will allow people and animals to enter it? Answer: Yes, it is large enough for people and animals to enter. It is also designed for fish passage. 30. Question: Are piles driven to a specific resistance? Answer: They are. 31. Question: Please include a pdf of the presentation in the Shipley s Dam update. Answer: I will include the presentation pdf file in the update and the project website. 32. Question: The path near Oakshade Court that leads to Rustling Oaks Drive should be maintained. Children use the path to travel to Shipley s Choice Elementary School. Answer: This path lies within the project limits for the Bear Branch stream restoration project, which is separate from the Shipley s Choice Dam Rehabilitation. The Bear Branch project is currently under design. The County will discuss maintenance of the path with the engineering firm working on the design. The meeting adjourned at 8:20 pm.
