1 Terms f Reference fr GEF 5 1 Terms f Reference India Prpsed GEF-funded Sustainable Urban Transprt Prject Cnsultancy fr Prject Preparatin fr GEF5 Prject n Efficient & Sustainable City Bus Transprt (SCBT) The terms f reference (TOR) listed belw refer t a cnsultancy service t be undertaken fr preparing the SCBT prject prir t the Glbal Envirnment Facility (GEF) wrk prgram entry. 1. Backgrund: Prpsed GEF-funded Sustainable City Bus Transprt (SCBT) Gvernment f India (GI) has recgnized the need t tackle the issue f the tremendus increase in private mdes f transprt (tw and fur wheel vehicles) as a result f increasing incme levels and grwth in the size f cities. Cngestin, Rad Safety and envirnmental pllutin as a result f transprt have increased due the rapidly develping reliance n use f persnalized mtr vehicles. The pr quality f public transprt cntribute t traffic cngestin, increased air pllutin levels and rad safety prblems n rads in mst f the Indian metrplitan cities. Under bth Natinal Urban Transprt Plicy (NUTP, 2006) and Natinal Envirnment Plicy (2006) actin plans have been prepared and implemented fr majr cities t reduce urban transprt emissin. The main bjective f NUTP is t prvide sustainable urban transprt which will help t reduce Green Huse Gas (GHG) emissins. Urban transprt has als been given pririty in the Jawaharlal Nehru Natinal Urban Renewal Missin (JnNURM), thrugh which GI will finance up t 50% f the ttal cst fr urban infrastructure investment prjects in 61 selected cities. T fster a lng-term partnership between GI and state/lcal gvernments in the implementatin f a greener envirnment under the umbrella f the NUTP, GI in 2008 initiated the Sustainable Urban Transprt Prject (SUTP) with the supprt f the Glbal Envirnment Facility (GEF). GI has launched the Natinal Missin fr Sustainable Habitat (NMSH) as ne f the eight missins f the Natinal Actin Plan n Climate Change (NAPCC) t prmte sustainability f habitats, and ne f the key platfrms fr this is thrugh mdal shift twards public transprt and resurce cnservatin. Urban transprt demand in Indian cities is met by a range f mdes. While the high incme grup has access t cars, the middle-incme and lwer- incme grup depends n public transprt services, 2-wheelers and nn-mtrized mdes such as walking and cycling. The lng term sustainability f cities depends n prmting walking, cycling and public transprt services. Public Transprt carries mre peple, is less plluting and takes up less rad space than the equivalent number f persnal vehicles. City bus services can meet the public transprt needs f mst cities in a cst effective and efficient manner. Cities in India d nt, in general, have gd quality public bus systems. Structured bus services, which frm the essential requisite f meeting the transprt demand in urban sectrs in Indian cities with mre than 0.5 millin peple, are ften fund t be absent. Public Transprt services are cnsidered as unreliable in mst cities. Accrding t Traffic & Transprtatin Plicies and Strategies in Urban Areas which is a study undertaken by the Ministry f Urban Develpment, public transprt mde shares have generally dwindled ver the last cuple f
2 decades and fleet sizes in nearly all public bus cmpanies declined rather than keep pace with demand. 2. Intrductin: On-ging initiatives I. JnNURM In an attempt t discurage the usage f private vehicles and prmte public transprt GI under the secnd stimulus package, n 2 January 2009 annunced that states wuld be prvided with financial assistance under the Jawaharlal Nehru Natinal Urban Renewal Missin (JnNURM) fr the purchase f buses fr their urban transprt systems. Under this prgramme, the GI prvided funding fr purchase f buses in 61 cities acrss India with the fllwing bjectives: a. Prvide new, cleaner, mre user friendly buses t cities in rder t prvide a higher level f service and cnvenience fr passengers. b. Assist in the implementatin f public transprt institutinal and service refrms, including setting up SPV s fr managing and perating JnNURM financed buses, changes in rute and netwrk structure, peratins and maintenance practices, etc. Accrdingly under the scheme launched by the MUD, a ttal f 15,260 buses have been sanctined t 61 JnNURM cities at a ttal cst f Rs Crre ut f which ttal Admissible Central Assistance (ACA) wuld be Rs Crre and the remaining wuld cme as the cunterpart share frm state and city gvernments. This funding did nt include any ther additinal funding frm GI. The state/city s share f funding shall include their cunterpart share in the bus funding scheme under JnNURM and in-kind assistance. These cities either had a ppulatin f ver ne millin r were capitals f the state gvernments r had sme ther turist/heritage interest. II. SUTP The Sustainable Urban Transprt Prject (SUTP) fr India delivered under GEF4 is an umbrella prgramme fcused n develping the necessary natinal, state and city level capacity in urban transprt planning and kick starting the prcess thrugh sme high impact demnstratin prjects n Bus Rapid Transit, Nn-mtrized Transprt and ITS in five cities. Althugh the prject was nt designed t directly address city bus services and peratins in majr cities but it did supprt develpment f a sustainable urban transprt system hlistically. 3. GEF5 Prject n Efficient & Sustainable City Bus Transprt (SCBT) Taking frward the initiatives taken under JnNURM & SUTP, in rder t help mdernize and imprve/ launch sustainable bus services at city level there is need fr: a. Operatinalizatin f an institutinal mechanism and the refrm agenda b. Up-gradatin f physical infrastructure such as terminals, depts, bus shelters c. Driver training and imprved maintenance practices fr buses, via dept mdernizatin and recrd keeping, fr imprved fuel efficiency (better kmpl). d. ITS supprt such as PIS, fleet management, scheduling, AFC fr imprved peratins, user respnsiveness and mde integratin 2
3 e. Rute planning and ratinalizatin fr integratin with ther mdes and user respnsive service planning f. Private peratins cntracting and mnitring g. Fare management and financial planning fr imprved bttm lines At Natinal / State level there are crss cutting issues f: Regulatry and institutinal framewrk fr city bus services Tax burden n buses Guidelines fr efficient peratins - fuel savings etc. Thus, this prpsal takes frward the earlier initiative fr prmting public transprt by fcusing mre cmprehensively n efficient city bus transprt and treating the multiple issues viz - peratinal, financial, regulatry, fiscal, lack f infrastructure and mdern & efficient technlgies, driver training; thrugh city bus mdernizatin. 4. Prject Cmpnents It is envisaged that the prject will include the fllwing three cmpnents: Cmpnent 1: Natinal / State Level Technical Assistance (TA) n plicy, regulatry, fiscal Issues and Capacity Building Review plicy, legislative and regulatry cnstraints t prmting efficient and quality city bus public transprt including mdernizatin f State Transprt Undertakings (STUs), decentralizatin t city gvernments, private sectr participatin and the taxatin burden n public transprt vehicles vis-à-vis persnal vehicles and develp plicy ntes t assist ndal gvernment departments at the natinal and state level t address identified issues; Assist STUs and private bus cmpanies in adptin f imprved techniques thrugh training f drivers and maintenance persnnel and imprved vehicle maintenance t imprve fuel efficiency; Cnduct wrkshps t disseminate experience f these cities and prpagate the use f fuel cnserving practices amng STUs and private bus cmpanies; Creatin f curricula/training prgramme in Centres f Excellence; Cmpnent 2: City Demnstratin Prjects Technical Assistance (TA) and Capacity Building Cnduct pilt prjects in 4 cities with (i) existing bus services and (ii) where mdern bus services are planned t be intrduced. This will invlve assistance t imprve their quality f service thrugh technical assistance in fcus areas such as Rute ratinalizatin, Greater private participatin, Imprved branding and ver all financial sustainability, Driver training and vehicle maintenance, verall financial sustainability and refrm implementatin. It will als include assistance capacity building thrugh cnducting wrkshps, training events, Cmpnent 3: Preparatin and Implementatin f Demnstratin Prjects - Physical Imprvements Cnduct pilts t mdernize bus services in the 4 cities chsen in Cmpnent cities where they already exist and intrduce mdern bus services in 1-2 cities where such services d nt exist. This will invlve assistance t imprve their quality f
4 service thrugh physical investments in gds and equipment in bus shelters,, dept and maintenance equipment, ITS enabled passenger infrmatin, scheduling, fleet management and peratins management and fare cllectin systems, increased private participatin,; 5. Expected prject utcmes and activities The expected utcmes and activities t achieve the same are as fllws; I. Sustainable transprt and urban plicy and regulatry framewrks adpted and implemented. II. Increase the mde share f buses and make buses a preferred ptin especially amngst the wmen, students, yuth and middle aged persns acrss India thereby reducing GHG emissins. III. Brand building and awareness campaign t persuade a shift frm persnal mdes t public transprt. Reduce by 20% GHG emissins and achieve energy savings by prviding ITS, prper maintenance scheduling & driver training. IV. Increased investment in less-ghg intensive transprt and urban systems. V. Awareness creatin and Capacity building f cncerned stakehlders. VI. Dcumentatin, knwledge prducts, case studies, develpment f radmap and guidelines. 6. Objective f the Prject Preparatin Cnsultancy The main bjectives f the cnsultancy are: i) Detail ut the exact scpe f wrk invlved in each cmpnent f the Prject and develp standard dcumentatin t be used by all implementing agencies during preparatin and implementatin phase i.e. terms f reference, peratins manual, prject agreements, with a view t streamlining activities fr PMU versight ii) During prject preparatry stage:- a) Assist PMU in reviewing preparatin dcuments submitted by selected cities/ states and prviding necessary advice b) Develpment f Terms f Reference and RFPs fr cmpnent 1 & 2; and ; c) Preparing Prject Infrmatin and Prject Appraisal dcuments fr GEF Scpe f the Cnsultancy The cnsultant is expected t carry ut the fllwing fur streams f tasks: i) Task 1: Preparatin fr the Cmpnent 1 f the SCBT, ii) 1. Describe scpe f technical assistance t be prvided t the GOI in develping and institutinalizing a lng-term partnership between GOI and states/cities fr sustainable city bus transprt. 2. Develp terms f reference fr key tasks defined and agreed in the scpe. 3. Define the capacity building prgram fr prmting fuel efficiency and ther aspects. Task 2: Preparatin fr the Cmpnent 2 and 3 f the SCBT, which shuld: 4

Define a cmprehensive and integrated prcess (including key requirements) t be endrsed by the GOI and participating states fr planning, identifying, preparing, and implementing Sustainable City Bus Transprt Prjects, based n internatinal gd practices; 5. Define and tabulate city selectin prcess fr selecting three demnstratins cities t prvide assistance fr capacity building & develping technical assistance activities. 6. Define capacity building prgramme and fcus areas 7. Define fcus areas where technical assistance is required. 8. Develp a package f mdel TRs and estimated csts fr key tasks t be carried ut during the abve prcess fr preparatin and implementatin f varius types f demnstratin Sustainable City bus transprt prjects and institutinal strengthening activities; 9. Assist PMU during prject preparatry stage with reviewing prpsed institutinal develpment activities f selected cities; 10. Define a cmprehensive and integrated prcess (including key requirements) t be endrsed by the GOI and participating states fr planning, identifying, preparing, and implementing Sustainable City bus transprt prjects, based n internatinal gd practices; 11. Assist PMU during prject preparatry stage with review f DPRs including technical, scial and envirnmental aspects, prcurement and financial management and ther dcuments prepared by selected cities fr infrastructure develpment activities during the preparatin phase. iii) Task 4: Technical Assistance t the Prject Management Unit (PMU) in preparatin and apprvals fr SCBT. 8. Detailed Tasks and Activities Task 1: Preparatin fr the Cmpnent 1 f the SCBT: Task 1-1: Define and illustrate key prblems in regulatry, financing and institutinal arrangements and taxatin fr city bus transprt develpment in India; Task 1-2: Articulate the rles f natinal gvernment and lcal gvernments (including bth state and city gvernments) in urban transprt develpment and the need fr establishing a lng-term and functining natinal partnership prgramme fr sustainable city bus transprt, learning frm internatinal experience in cuntries with similar plitical and institutinal structures; Task 1-3: Explre ptins t supprt existing natinal capacity building prgrammes thrugh the cmpnent 1 f the SCBT; Task 1-4: Cnsult key stakehlders and t define scpe f activities t be undertaken under the Cmpnent 1 f the SCBT;
6 Task 1-5: Prepare a detailed Terms f Reference fr the Cmpnent 1 f the SCBT. Task 2: Preparatin fr the Cmpnent 2 and 3 f the SCBT: i) Task 2-1: Define and illustrate key prblems in financing and institutinal arrangements fr city bus transprt develpment in India at city level bus peratins; ii) iii) iv) Task 2-2: Review the prcess and key activities fr develping fcus areas fr Technical assistance and investment activities and capacity building prgramme fr Sustainable City Bus Transprt Prjects. Internatinal gd practices have demnstrated that a cmprehensive and integrated planning prcess is required t facilitate the ratinal identificatin and subsequent preparatin and implementatin f sustainable transprt prjects. The prcess nrmally need t cmprise, inter alia, the fllwing key activities: Cmprehensive City Public Transprt Plans which supprt implementatin f the respective city develpment plans (CDP) thrugh envirnmentally friendly urban transprt measures; Alternative Analysis; Preliminary engineering, and envirnmental and scial impact assessments; Ecnmic Analysis; Financial Analysis; Detailed engineering design, Prcurement plans and dcumentatin; Institutinal Strengthening; Prject Implementatin Arrangements; Supervisin and Mnitring. This has already been develped as part f SUTP and the cnsultants will be required t review and custmize the prcess fr SCBT. Technical assistance activities culd be taken up in a variety f areas either directly related t further preparatin f designs, fr hiring f prject management cnsultants etc. and als fr undertaking plicy, financial and business planning studies, PPP cntracting ptins etc. Task 2-3: Custmize / Develp a package f mdel TORs fr the abve key activities. The mdel TRs shuld cver all key activities identified based n thse described in the paragraph abve fr all types f Sustainable City bus transprt prjects but nt limited t the same (listed in the Annex1). These mdel TRs, after sme adjustment t reflect lcal cntext, will be utilized under the task 3 f the SCBT fr preparing and implementing demnstratin prjects using existing SUTP dcuments. Fr the case f Cmpnent 2, cnsultants shall prepare mdel TRs in required areas such as rute structuring and ratinalizing; city bus service 5 year business plan including financial analysis; private cntracting f infrastructure and peratins; prject management cnsultants etc. Task 2-5: Draft a mdel Participatin Agreement (PA) t be endrsed by the GOI and states which are interested in participating with SCBT prgramme. The PA shuld include: Objectives f the SCBT; Key requirements fr Identificatin, Preparatin and Implementatin f demnstratin prject packages under the SCBT; Institutinal and financing arrangements fr prject preparatin and implementatin, etc. Again, dcuments already available frm SUTP maybe updated fr this Prject. v) Task 2-6: Present the cncept f the SCBT and the cmprehensive prcess fr preparing and implementing Sustainable City Bus Transprt Prjects in the frm f an infrmatin package apprpriate fr 4-6 half-day reginal r state wrkshps with selected states and cities. These wrkshps will be rganized by the MUD. The cnsultant is required t (i) prepare presentatins; (ii) facilitate the wrkshps; (iii) seek feedback frm states/cities; and iv) help mdifying and finalizing 6
7 vi) vii) viii) ix) the Participatin Agreement (PA) t be signed between GOI and states interested in participating in the SUTP/SCBT. Task 2-7: Assist Prject Management Unit (PMU) in reviewing preparatin dcuments submitted by participating states and handhlding them thrugh preparatin. The cnsultant is expected t assist selected cities/states prepare and finalize their dcuments in line with Wrld Bank requirements. These shall include but nt be limited t DPR, scial and envirnment assessment and implementatin plans, financial and prcurement assessments, prcurement plans, bidding dcuments; Task 2-8: Explre ptins t supprt existing State & City level capacity building prgrammes thrugh the cmpnent 2 f the SCBT; Task 2-9: Cnsult key stakehlders and scpe activities t be undertaken under the Cmpnent 2 f the SCBT; Task 2-10: Based n internatinal gd practices cnsultant wuld define a cmprehensive and integrated prcess t be endrsed by the GOI and participating states fr planning, identifying, preparing, and implementing Sustainable City bus transprt prjects, including: a. Amending the Mdel Participatin Agreement fr individual states and Mdel TORs fr shrtlisted demnstratin prjects t reflect the specific lcal cntext; b. Preparing/ updating prcurement guidance dcuments, peratins dcument, envirnment & scial management framewrk, financial manual, etc. fr each cmpnent f the SCBT; c. Preparatin f Prject infrmatin dcument & assistance with Prject Appraisal Task 3: Assisting the Prject Management Unit (PMU) in preparatin f the SCBT, including x) Task 3-1: Prviding training t PMU staff xi) xii) Task 3-2: Assist PMU in day-t-day functining and crdinatin activities Task 3-3: Assist in prcurement f Prject Management Cnsultants (PMC) including preparatin f tender dcuments. 9. Cnsultant Team Requirements It is expected that the cnsultancy will require the service f a team f experts with skills and experience in urban/public transprt plicy analysis and develpment, urban public bus transprt planning/prject preparatin and public administratin. All team members are required fr at least ne in-cuntry missins backed up by hme activity fr preparatin and fllw up. The Team Leader shuld be physically present in Delhi n less than fur mnths ver the perid f the cnsultancy service.
8 The specialist appinted as Team Leader shall have specific experience in wrking with and managing multi-disciplinary teams and/r planning in develping cuntries. Wrking experience in India is a plus. Fluency in written and spken English is mandatry. The minimum requirements f key cre staff likely t be invlved in the main cntract cmpnents are indicated belw. The Team Leader shuld be a urban public bus transprt specialist r a Prject Appraisal Specialist. Psitin & N. 1. Prject Appraisal Specialist City Bus Transprt Specialist Transprt Ecnmist - 1 Man Mnths Years f Exp 6 15 years 6 15 years 2 10 years Specific Experience The Prject Appraisal specialist shall have a degree relevant t urban transprt prject appraisal (Ecnmics, Civil Engineering, Transprtatin, Urban Planning, Plicy studies etc.) with a minimum f 15 years experience in the transprtatin sectr, with at least 10 years appraising urban transprt prjects fr Public transprt n behalf f a natinal gvernment agency. The ideal candidate wuld have experience in frmulating and implementing urban transprt appraisal guidelines n behalf f a natinal-level gvernment transprt agency and had experience in training/infrming lcal agencies n prject frmulatin cnsistent with thse appraisal guidelines. The Urban Bus Transprt Operatins and Planning Specialist shall have at least 15 years f experience in mdernizatin f urban public bus transprt systems.. Thugh a gd understanding (and preferably experience with) the frmal urban transprt planning prcess (the furstep prcess) is required, the intentin is nt t find a mdeller. Rather, the ideal candidate will have a gd understanding f urban public bus transprt The ideal specialist wuld als have experience in prject frmulatin, financing and implementatin at the lcal urban level. The candidate shuld have experience in Public Transprt planning & peratins. The Transprt Ecnmist shall have a graduate degree in ecnmics with 10 years f experience in the transprt sectr. The candidate must have experience in varius ecnmic analyses fr plicy making, prject planning, mnitring and evaluatin in the transprt sectr fr gvernment agencies. The ideal candidate must have experience in preparing financial mdels / preparing self sustaining mdels fr public transprt peratins. 8

He/She shuld have handled prcurement functin fr at least ne Wrld Bank funded prject in the last 5 years, and shuld be fully cnversant with Wrld Bank Prcurement prcedures and Guidelines The financial analyst shall have a Masters Degree in Business Management (Finance) / Cmmerce r equivalent and will have at least 8 years experience with financial mdelling, financial auditing and Wrld Bank prcedures. The Scial Safeguards Specialist shall have a technical backgrund in scial plicies, laws and at least 10 years f experience in frmulating and generating urban transprt prjects and plicies. The ideal candidate shuld have a gd understanding f the GEF plicies & prcedures and cmprehensive planning apprach encmpassing technical, financial, scial and envirnmental aspects fr public transprt prjects. The Envirnment Specialist shall have a technical backgrund in envirnmental science/engineering and at least 10 years f experience in frmulating and generating urban transprt prjects and plicies. The ideal candidate shuld have a gd understanding f the GEF plicies & prcedures and cmprehensive planning apprach encmpassing technical, financial, scial and envirnmental aspects fr public transprt prjects. 10. It must be nted that the cpyright fr all the manuals, plans and reprts and ther intellectual prperty created as a part f this prject will vest exclusively with the Gvernment f India (MUD) which wuld be free t use all such material, withut restrictins, in any f its training prgrams r fr any ther purpses. 11. Review, Reprting and Evaluatin This cnsultancy is managed by the Prject Management Unit, GEF-SUTP. The cnsultant shuld reprt directly t the Natinal Prject Manager (NPM) f the PMU which is established at MUD. Fr further details visit 10
