2 Three Recent Developments 1. UK Peterborough prison pilot began last spring. 2. Funding proposed in President Obama s February 2011 budget. 3. Massachusetts (A&F) has issued an RFI as the first step toward testing this approach. Related activity in Maryland and Minnesota.

3 Motivation for Using this New Funding Tool 1. Improving performance and lowering costs. 2. Accelerating adoption of new solutions, particularly preventive solutions. 3. More rapid learning about what works and what doesn t.

4 Social Finance estimates that if this intervention is successful and scaled across the UK, reductions in incarceration costs would more than cover the cost of the services. UK Peterborough Prison Pilot A short-sentence prison in Peterborough, England with one-year recidivism rate of around 60 percent. UK Justice Ministry has contracted with a nonprofit intermediary named Social Finance to deliver services to prevent recidivism. The government will make payments to Social Finance only if the reoffending rate falls by at least 7.5 percent compared to the recidivism rate in a group of similar prisons. If payments are earned, they will be made in the fourth, sixth, and eighth years based on outcomes achieved in working with prisoners during three consecutive two-years periods. Social Finance has raised $8 million from social investors to finance service delivery by another nonprofit, the St. Giles Trust.

7 Motivation for Using this New Funding Tool 1. Improving performance and lowering costs. Payment is based on achieving outcome targets. Focuses government agencies and social service providers on achieving program objectives and improving performance in a way that is transparent to taxpayers. 2. Accelerating adoption of new solutions. Government pays only if program delivers on its promised impact. Shifts risk of failure (and of wasting taxpayer dollars on programs that don t work) to private sector. Can also break down the budget silos that hinder investment in prevention. 3. More rapid learning about what works and what doesn t. Ongoing measurement of a program s impact is a fundamental component of this approach.

8 Criteria for Successful Application of this Approach 1. A potential for high net benefits. 2. Measurable outcomes. 3. A well-defined treatment population. 4. A reliable comparison group or counterfactual. 5. Safeguards against harming the treatment population.

9 Illustrative Potential Areas of Application 1. Corrections, including juvenile justice. 2. Services for at-risk youth such as those in the foster care system. 3. Homelessness prevention. 4. Employment services. 5. Preventive health care interventions. 6. Kindergarten readiness/third grade reading levels.

10 Federal Support for Testing this Approach President s budget proposes spending up to $100 million to test pay for success bonds. Funding is in seven program areas including workforce development, education, juvenile justice, and care for children with disabilities.
