3 1. Intrductin This dcument utlines the prject applicatin prcess t the Special Prgramme. It aims t assist develping cuntries taking int accunt special needs f least develped cuntries and small island develping States, and cuntries with ecnmies in transitin t develp prjects t supprt institutinal strengthening at the natinal level fr implementatin f the Basel, Rtterdam, and Stckhlm Cnventins, the Minamata Cnventin, and the Strategic Apprach t Internatinal Chemicals Management (SAICM). Within the guidelines, sectins 1 t 8 describe the Special Prgramme and hw the Special Prgramme prject applicatin can be develped. Sectins 9 t 10 prvide guidance fr Gvernments t develp the Special Prgramme prject applicatins fr the third rund f applicatins. Sectin 11 infrms f the next steps nce the prject applicatin is submitted t the Special Prgramme Secretariat. The dcument als includes a schematic n the Special Prgramme prject applicatin develpment prcess and the Terms f Reference fr the Special Prgramme. The applicatin guidelines supersede the previus applicatin guidelines launched during the 2 nd rund f applicatins by taking n bard the cmments prvided by prpnents f previus applicatins and thse prvided by the Executive Bard f the Special Prgramme at their 3 rd meeting held frm 2 t 3 December 2017 in Nairbi, Kenya. The present dcument is an unedited advance cpy and will be made available fr the launch n 23 February 2018 with the deadline f 21 June An edited versin f the applicatin guidelines, tgether with language versins in Arabic, French and Spanish will be available n the Special Prgramme website by mid-march What is the Special Prgramme? The Special Prgramme aims t supprt develping cuntries and cuntries with ecnmies in transitin in strengthening institutinal capacity fr the implementatin f the Basel, Rtterdam and Stckhlm Cnventins, the Minamata Cnventin and SAICM. The first sessin f the United Natins Envirnment Assembly (UNEA-1) in June 2014 adpted in its reslutin 1/5 Annex II the Terms f Reference fr the Special Prgramme i t supprt institutinal strengthening at the natinal level fr implementatin f the Basel, Rtterdam and Stckhlm cnventins, the Minamata Cnventin and the Strategic Apprach t Internatinal Chemicals Management. As stated in Annex I f Reslutin 1/5 f UNEA-1, the three cmpnents f an integrated apprach t financing sund management f chemicals and waste (adpted by UN Envirnment (UNEP) Gverning Cuncil in its decisin 27/12 in 2013) are, mainstreaming in natinal budgets and develpment assistance plans, industry invlvement including designating the respnsibilities f industry and the wider business cmmunity and dedicated external finance such as supprt frm the Glbal Envirnment Facility (GEF) i Annex II (UNEA-1 Reslutin 1/5, Annex II) 3

4 and by the UNEA-1 established special prgramme, are mutually reinfrcing and are all crucial fr the financing f the sund management f chemicals and waste at all levels. The expected utcme f the measures supprted by the Special Prgramme is that strengthened natinal institutins in the area f chemicals and waste wuld have the capacity t develp and mnitr the implementatin f natinal plicies, strategies, prgrammes and legislatin fr the sund management f chemicals and wastes, t prmte the adptin, mnitring and enfrcement f legislatin and regulatry framewrks and t prmte the mainstreaming f the sund management f chemicals and wastes int natinal develpment plans, natinal budgets, plicies, legislatin and implementatin framewrks at all levels. Glbal scene setting Strengthened sund management f chemicals and wastes in the lng term is essential fr sustainable develpment. The 2030 Agenda fr Sustainable Develpment and its 17 Sustainable Develpment Gals (SDGs) were adpted by the General Assembly f the United Natins in September The integratin f sund management f chemicals and waste ii in the 2030 Agenda fr Sustainable Develpment is a majr achievement. By fundamentally linking chemicals and waste management with the ecnmic, envirnmental and scial develpment agenda, it created a new impetus fr the implementatin f internatinal chemicals and waste agreements, i.e. multilateral envirnmental agreements (MEAs) n chemicals and waste, ntably the Basel, Rtterdam and Stckhlm Cnventins, the Mntreal Prtcl and the Minamata Cnventin, as well as ther relevant internatinal cmmitments and plicy framewrks, including the Strategic Apprach t Internatinal Chemicals Management (SAICM). ii Here understd as hazardus waste. 5 Objective and Strategic Pririties f the Special Prgramme The bjective f the Special Prgramme is t supprt cuntry-driven institutinal strengthening at the natinal level, in the cntext f an integrated apprach t address the financing f the sund management f chemicals and wastes, taking int accunt the natinal develpment strategies, plans and pririties fr each cuntry, t increase sustainable public institutinal capacity fr the sund management f chemicals and wastes thrughut their life cycle. Institutinal strengthening under the Special Prgramme will facilitate and enable the implementatin f the Basel, Rtterdam and Stckhlm cnventins, the Minamata Cnventin and the Strategic Apprach t Internatinal Chemicals Management (hereinafter referred t as the Instruments ). Fr the purpses f the Special Prgramme, institutinal strengthening is defined as enhancing the sustainable institutinal capacity f Gvernments t develp, adpt, mnitr and enfrce plicy, legislatin and regulatin, as well as t gain access t financial and ther resurces fr effective framewrks fr the implementatin f the Instruments fr the sund management f chemicals and wastes thrughut their life cycle. Expected utcme f the Special Prgramme is t strengthen natinal institutins capacities t d the fllwing: (a) Develp and mnitr the implementatin f natinal plicies, strategies, prgrammes and legislatin fr the sund management f chemicals and waste; (b) Prmte the adptin, mnitring and enfrcement f legislatin and regulatry framewrks fr the sund management f chemicals and waste; (c) Prmte the mainstreaming f the sund management f chemicals and waste int natinal develpment plans, natinal budgets, plicies, legislatin and implementatin framewrks at all levels, including addressing gaps and aviding duplicatin; (d) Wrk in a multisectral, effective, efficient, transparent, accuntable and sustainable manner in the lng term; (e) Facilitate multisectral and multi-stakehlder cperatin and crdinatin at the natinal level; (f) Prmte private sectr respnsibility, accuntability and invlvement; (g) Prmte the effective implementatin f the Basel, Rtterdam and Stckhlm cnventins, the Minamata Cnventin and the Strategic Apprach; (h) Prmte cperative and crdinated implementatin f the Instruments at the natinal level. 5

6 The Special Prgramme will be administered by UN Envirnment wh will prvide the Special Prgramme trust fund and a secretariat t deliver administrative supprt t the Prgramme. 3. Wh can apply t the trust fund? Gvernments Develping cuntries, taking int accunt the special needs f least develped cuntries and small island develping States, and cuntries with ecnmies in transitin are eligible fr supprt. The Gvernments here refer t the natinal gvernment department in charge f chemicals and waste agenda at the natinal level. The affiliatins f gvernments and lcal gvernments are nt eligible. 6

7 As requested in Frm IA, the Official fcal pint, is required t endrse the applicatin n behalf f the Gvernment (see page 6 f Frm IA) befre the Gvernment applies. Endrsement letter frm the Official fcal pint shuld be sent t the secretariat at the time f submissin f the applicatin. 5. What measures and activities can be funded? Measures and activities falling within the bjective f the Special Prgramme (paragraph 1 f the Terms f Reference). Sectin IV iii f the Terms f Reference f the Special Prgramme prvides the scpe f the Special Prgramme. The terms f reference stipulate that the Special Prgramme shuld avid duplicatin and prliferatin f funding mechanisms and assciated administratin, and shuld fund activities that fall utside the mandate f the GEF. 6. What amunt f supprt is available? The Special Prgramme Trust Fund may prvide supprt frm US$ 50,000 t US$ 250,000 per prject prpsal, including pssible administratin fees and mnitring and evaluatin and financial audit. In exceptinal circumstances, an applicant cuntry may request up t a maximum f US$ 500,000. Prject requesting mre than US$ 250,000 shuld adhere t the fllwing criteria, amng thers: (1) All relevant sectrs are invlved in prject implementatin e.g. envirnment, health, agriculture, custms, labur, etc. The rles and respnsibilities f the relevant sectrs in prject implementatin shuld be clearly defined and letters f supprt frm the relevant Ministries shuld be included as part f the applicatin package; (2) Institutinal actrs including, but nt limited t, private sectr and civil scieties are invlved. Rles and respnsibilities f the relevant stakehlders in prject implementatin shuld be clearly defined. Letters f supprt frm these stakehlders shuld be included as part f the applicatin package; (3) Builds n circular and/r green ecnmy initiatives. The prject shuld demnstrate hw the prject s utcmes and utputs encurage sustainable cnsumptin and efficient use f resurces, as well as, hw the prject aims t achieve sustainable develpment; (4) Links with investment and develpment banks fr investment pprtunity are highlighted at the glbal, reginal and natinal levels as apprpriate. Prvide infrmatin hw these investment pprtunities can fster lng-term sustainability f the Special Prgramme prject. iii Annex I, page ii 7

8 (5) Demnstrate mainstreaming and verall integratin at the natinal level, and hw these effrts can be scaled up at the reginal level in a synergistic manner The prject shuld list activities that can be up scaled frm natinal t reginal level, and areas f cperatin at the reginal level that are r can be synergistic. (6) Builds n existing prjects frm ther prgrammes and bligatins under relevant MEAs. The prject shuld demnstrate hw it builds upn the utcmes f previus r nging prjects, and hw these utcmes will enhance the bjectives f the Special Prgramme prject. 7. What is the maximum duratin f a prject? Prjects shuld be fully cmpleted within three years. 8. When are the applicatin deadlines? The 3 nd rund f applicatins has a mandatry deadline f 21 June Applicants are encuraged t submit their applicatin packages in English nly as early as pssible in advance f the deadline in rder fr the secretariat t review them fr cmpleteness and eligibility, and prvide guidance. T meet the deadline, advance cpies f applicatins signed by the applicant and the Official fcal pint can be sent t the secretariat by , and riginal shuld be submitted t the secretariat by pst. 9. 9 Cmplete and sign the applicatin frm The applicatin frm is available n the Special Prgramme website: The applicatin frms must be cmpleted in English nly, and submitted electrnically with a scanned signature. The riginal signed applicatin frms shuld als be submitted t the Special Prgramme secretariat as part f the applicatin package. It includes prpsals fr measures fr financing necessary administratin activities in this regard. 4. IOMC Tlbx: a409bb9e45ae The IOMC Tlbx is a prblem slving tl that enables cuntries t identify the mst apprpriate and efficient natinal actins t address specific natinal prblems related t chemicals management. 5. The Strategic Apprach t Internatinal Chemicals Management: SAICM verall bjective is the achievement f the sund management f chemicals thrughut their life cycle s that by the year 2020, chemicals are prduced and used in ways that minimize significant adverse impacts n the envirnment and human health. 6. The Glbal Envirnmental Fund: The fllwing ntes prvide guidance n filling ut the frms. This guidance and prject applicatin frms are als available in Arabic, French and Spanish. An elearning tl will als be available in the near future t assist applicants with the develpment f the applicatin. Please refer t the Special Prgramme website fr updates n these additinal resurces. 10. Hw t fill the prject applicatin frms? I. Prject Applicatin Frm IA (Prject Prpsal Summary) The prject summary shuld include: 1.1 The title f the prject 1.2 Duratin: Indicate the prpsed prject duratin expressed in number n mnths (nting that the maximum duratin fr a prject is 36 mnths) 1.3 Cuntry Status: Please indicate the status f yur cuntry cntaining the infrmatin as fllws: Develping cuntries (indicating whether the applicant is a least develped cuntry r a small island develping State), and cuntries with ecnmies in transitin; Party t ne f the relevant cnventins. 10

11 Demnstrated that it is in the prcess f preparing fr ratificatin f any ne f the cnventins. 1.4 Prject Executive Summary: Present a brief utline f prject, its bjectives and utcme iv (apprximately 250 wrds). 1.5 Prpsed Measures: List cncretely and clearly the measures/utputs v which are prpsed fr financial supprt in line with the bjective f the Special Prgramme (paragraph 1 f the terms f reference). The prpsed measures shuld be cnsistent in sectins 1.5, 5.1 and in The prpsed measures shuld clearly demnstrate hw they supprt the ratificatin f relevant MEAs and their amendments and/r meet the cuntry s bligatins under the relevant MEAs. In additin, the prject shuld build upn lessns learned and results frm previus prjects f similar scpe e.g. Natinal Implementatin Plans f the Stckhlm Cnventin, Quick Start Prgramme f SAICM and related GEF prjects. 1.5 PROPOSED MEASURES In line with the bjectives f the Special Prgramme, the prpsed measures include: 1) Establishment f a prject management unit t supprt implementatin f the prject 2) Undertake a cmprehensive gap analysis n existing institutinal capacity 3) Imprve the cuntry s reprting under the chemicals and waste MEAs 4) Cnduct capacity building activities including training f trainers r develpment f training mdules 5) Mnitring, evaluatin and financial audit (this prpsed measure is mandatry) Bx 1: Examples f prpsed measures in line with the Special Prgramme bjectives 1.6 Explain hw each prpsed measure will address institutinal strengthening at the natinal level: demnstrate cncretely hw each f the prpsed measures listed in sectin 1.5 abve will strengthen the cuntry s institutinal capacity t meet its bligatins under the Basel, Rtterdam and Stckhlm cnventins, the Minamata Cnventin and SAICM. 1.7 Assciated dmestic measures: List cncretely the assciated dmestic measures that are in place r t be taken t ensure the sustainability f natinal institutinal capacity strengthening by the prject. 12 Administrative and institutinal structures put in place fr the sund management f chemicals and waste; Nminatin f permanent staff in relevant ministries and authrities respnsible fr the sund management f chemicals and waste; Related budgetary allcatins fr structures, persnnel, etc.; Regulatry framewrks in place that will be implemented by the respnsible structures and institutins. 1.7 ASSOCIATED DOMESTIC MEASURES The fllwing assciated dmestic measures will be implemented in parallel t the prject implementatin t ensure the sustainability f the prject utcmes and utputs. 1. The prcess fr frmalizing the prject management unit as a permanent unit within the Gvernment will be initiated including, integrating the budget fr the prject management unit int the verall Ministry budgeting prcesses. 2. Cmmitment t regularly reprt under the chemicals and waste MEAs is prvided. 3. The implementing agency will cntinue t engage with private sectr and civil sciety actrs. 4. Natinal budgetary prvisin t sustain prject utcmes, will be put in place including ther cst recvery measures. Bx 2: Examples f assciated dmestic measures in line with the prpsed measures listed in sectin 1.5 and the Special Prgramme bjectives 1.8 Explain hw the assciated dmestic measures will address the sustainability f institutinal strengthening at the natinal level supprted by the prject: demnstrate cncretely hw each f the assciated dmestic measures listed in sectin 1.7 abve will strengthen the cuntry s institutinal capacity t meet its bligatins under the Basel, Rtterdam and Stckhlm cnventins, the Minamata Cnventin and SAICM. 1.9 Summary f Overall Cuntry Apprach t Institutinal Strengthening: describe hw yur cuntry is strengthening r intends t strengthen its institutinal capacity fr the sund management f chemicals and waste in all relevant sectrs (e.g. envirnment; health; agriculture; custms; labur, etc.), including decisins and measures taken r freseen. A clear descriptin f hw the prject will fit int the verall cuntry apprach t institutinal strengthening shuld be elabrated fr prjects requesting an exceptinal allcatin, which exceeds the maximum limit f US$ 250,000. The lng-term sustainability f the prject shuld be highlighted, using cncrete examples n what actins will be undertaken at the natinal level t ensure lng-term sustainability f the prject and its utcmes Budget and Funding summary: List the prject budget fr each prpsed measure as presented in sectin 1.5. The budget and funding summary presents the requested amunt frm the Special Prgramme Trust Fund and the beneficiary cntributin (cash and/r in-kind cntributin). 12

If cntributins f cash r in kind supprt have been cnfirmed, please nte the amunts r value f in-kind supprt. Evidence f gvernment cntributins r ther funding needs t be included in the applicatin package, fr example in the frm f written pledges r depsits received. 2. Cntact Details 2.1 Applicant: Prvide details f the respnsible fficer and rganizatin/institutin submitting the supprt request. 13

14 2.2 Prject Implementing Organizatin/Institutin: If relevant, prvide details f the respnsible fficer and rganizatin/institutin fr the implementatin f the prject vi. Crrect cntact details are essential fr efficient fllw-up. If it is the same as the applicant, please state clearly in this sectin that they are the same. Please nte that if the prject implementing rganizatin/institutin is nt a Gvernment r UN Agency then a due diligence will be carried ut in accrdance with UN Envirnment s Partnership Plicy, prir t the time f develping the legal agreement with the entity. Adequate time needs t be factred int the prject develpment perid fr this prcess. 2.3 Prject Partners: Prvide details f the intergvernmental rganizatin(s), r gvernmental entity(ies), r nn-gvernmental rganizatin(s), reginal centres established under the Instruments, private sectr rganizatin(s), academic r research rganizatin(s) acting in partnership with the implementing rganizatin/institutin t prepare the prject prpsal and/r implement the prject. Please prvide letters f supprt frm all prject partners and submit them tgether with the rest f the applicatin package. Fr prjects requesting fr mre than US$ 250,000, letters f supprt frm Ministries and stakehlders invlved in the prject implementatin is a mandatry requirement. 2.4 Independent mnitring and evaluatin f the prject: Prvide cntact details fr the persn wh will undertake the independent mnitring and evaluatin f the prject. The independent mnitring and evaluatin shuld be undertaken by a persn r an rganisatin, which has n ties t the prject develpment and implementatin vii (see als the separate guidelines fr independent mnitring and evaluatin and sectin Evaluatin Plan f sectin III Prject Descriptin ). Mnitring and evaluatin shuld be listed as a separate utput in the wrk plan and budget. The budget fr mnitring, evaluatin and audit shuld nt be higher than a maximum ttal f US$ 15, Financial Audit: In the case f prjects withut an intergvernmental rganizatin acting as executing agency, applicants are required t identify an external auditing firm r entity. The auditr wuld be required t make an audit reprt f prject expenditures after cmpletin f the prject. As nted abve, the budget fr mnitring, evaluatin and audit shuld nt be higher than a maximum ttal f US$ 15, Applicatin package checklist Please review the list and check all relevant bxes befre sending the applicatin. Applicants are invited t nte that budget, annexes, beneficiary cntributin letter, and letters f supprt including the endrsement letter frm the fficial fcal pint are mandatry requirements f the applicatin and withut which applicatins will be cnsidered incmplete. vi It is understd that the applicant s rganisatin, agency r ministry shuld be the implementing agency f the prject since it will have the verall respnsibility and will be the main crdinatr f the prject. Prject Applicatin Frm IB (Prject Descriptin) This sectin is an essential part f the applicatin package. It needs t be develped by the applicant and must include the fllwing elements: 5. Prject Descriptin 5.1 Detailed Descriptin f Each Prpsed Measure (see Frm IA Sectin 1.5): Explain cncretely, in detail and in a clearly structured manner each ne f the prpsed measures t be supprted and hw the measures and activities prpsed will lead t lng term institutinal capacity and sustainability. The prpsed measures shuld clearly demnstrate hw they supprt the ratificatin f relevant MEAs and their amendments and/r meet the cuntry s bligatins under the relevant MEAs. The prpsed measures are expected t lead t strengthened natinal institutins in line with the expected utcmes n institutinal strengthening n the Special Prgramme as set ut in paragraph 3 f the terms f reference f the Special Prgramme. The prpsed measures may encmpass the activities listed in paragraph 5 f the Terms f Reference (Annex I) ix. In additin, all stakehlders, including rganizatins, Ministries r Departments invlved under each prpsed measures must be clearly identified. Define the rle and respnsibilities f natinal and internatinal implementing partners. Where apprpriate, the multi-stakehlder and multi-sectral aspects f the prject implementatin shuld be clearly identified. The relevant knwledge, experiences r cmpetency pssessed by different actrs in rder t deliver the prject successfully shuld be stressed. In explaining the prpsed measures, please make sure that it is clear hw these measures will be sustainable in rder t ensure lng term institutinal capacity at the natinal level. The PMU will be a multi-stakehlder bdy cmprising f representatives f key participating ministries and public and private rganizatins. The PMU will play an active rle in prject, and will be respnsible fr prviding leadership as well as verall strategic guidance n the executin f the prject at the natinal level. The PMU meet bi-annually t facilitate stakehlder invlvement, t assess the prgress f the prject twards the prject gals and bjectives, t determine the necessary crrective actins t be taken in case f diversin and t mainstream the findings and utcmes f the prject within the respective sectrs and grups they represent. - Organize the Inceptin Wrkshp - Establish Prject Management Unit and agree n its mandate 2) Undertake a cmprehensive gap analysis n crdinatin fr sund management f chemicals; The establishment f the Natinal Crdinatin Mechanism (NCM) fr chemicals management will ensure sustainability f existing crdinatin mechanisms in chemicals management by building capacities f the stakehlders wh have previusly participated in the management f chemicals and by invlving new stakehlders that will bring new skills and expertise. In ding s, this prject measure aims at strengthening capacity while capitalizing n existing knwledge and expertise. It is envisaged under this measure, that a cmprehensive gap analysis f the existing institutinal capacities t identify the weaknesses and key areas f interventin will be undertaken. - The NCM cmprising f representatives frm key ministries is frmed. - Draft mandate f NCM is circulated and agreed amngst the line ministries - The list f members and the mandate f the NCM is apprved thrugh a MEnv rder 16

17 3) Imprve the cuntry s reprting under the chemicals and waste MEAs This measure is aimed at imprving the cuntry s reprting under the relevant MEAs will cntribute t systematic changes in waste management thrugh the intrductin f inventry and prcessing f data n hazardus and ther wastes, awareness raising and capacity building in the waste management. - Methdlgy fr inventry f waste using the best internatinal practice is develped - Hazardus Waste inventry fr reference is develped 4) Cnduct capacity building activities including training-f-trainers The capacity building activities will include a training f trainers cmpnent, with the aim f replicating and building upn the training during and beynd the duratin f the prject. - Establishment f a training f trainers prgramme - First training f trainers wrkshp held 5) Mnitring, evaluatin and financial audit This measure will identify the steps fr mnitring and evaluatin. The evaluatin plan will be based n the prject wrkplan and prpsed measures (1 4 abve). Prject activities and prgress will be mnitred and the utcmes will be reprted n. - A mnitring and evaluatin plan is develped - Prgress and utcme reprts are prepared and submitted t the secretariat. The implementing agency will start the prcess f applying t include the prject management unit as a permanent unit within the gvernment. Fllwing the initial prject-based establishment f the prject management unit (Chemicals Unit) in the implementing agency, effrts will be made t establish the unit as a frmal cmpnent f the implementing agency s internal structures t ensure that the Gvernment can address the sund management f chemicals in the lng-term. The Chemicals Unit will prvide dedicated services fr strengthening chemical management in the cuntry. 2. The implementing agency will submit prpsed secndary legislatin t the gvernment. 17

18 Thrugh this prject, the newly established Chemicals Unit will wrk t ensure that draft secndary legislatin is bth technically viable and feasible, and cmpliant with the legal and cnstitutinal requirements f the cuntry. Once the secndary legislatin is submitted t the relevant Ministry, it will then g thrugh varius stages befre finalizatin. Implementatin and applicatin f this secndary legislatin n chemical management will ensure the crdinatin between a number f line Ministries fllwing the cmpletin f the prject. 3. The implementing agency will cntinue t engage with private sectr and civil sciety actrs. The Chemicals Unit will take respnsibility fr establishing and maintaining the cnnectin between implementing agency with the private sectr and civil sciety actrs. 4. A stable resurce base t sustain prject utcmes will be put in place including ther cst recvery measures. Market-based incentives will be part f the cnsideratin f the chemicals and wastes cst recvery measures that will be investigated, and if apprpriate will be legislated. Funds generated frm newly instituted cst recvery measures will cntribute t the maintenance f the crdinating mechanism peratins. This will significantly cntribute t sustainability f the Special Prgramme prject. Bx 4: Example f detailed descriptin f assciated dmestic measures in line with the assciated dmestic measures listed in sectin 1.7 and the Special Prgramme s bjectives 5.3 Detailed Infrmatin n Prject Management and Implementatin: Indicate the rganizatin/institutin respnsible fr prject management and hw the prject is managed. Present the prject implementatin structure thrugh an rganizatinal diagram. One f the main bjectives f the prject is t develp an understanding by the Parties and stakehlders n the issue f gender equality. In particular, within the cntext f Stckhlm and Rtterdam Cnventins, activities such as analyzing issues in the scpe f the Stckhlm Cnventins frm a gender perspective, including identifying vulnerable grups and different impacts f hazardus chemicals and wastes n men and wmen, bys and girls will be undertaken. The activities will prmte the cnsideratin f gender issues in hazardus chemicals and waste management at the natinal and reginal levels, which is a unique initiative undertaken at the cuntry level thrugh this prject. Gender awareness and gender analysis prgrams are rarely funded by Gvernment budgets r prvided n a regular basis t train new staff r build existing gender mainstreaming capacity. This activity will help build new capacity and prmte inclusin f gender equality related perspectives in plicies and prgrams at natinal level. 2. Raising awareness f the health impacts f chemical expsure n wmen and children as vulnerable ppulatins, including creating pprtunities fr training, sharing experiences and cllecting relevant sex disaggregated data. 3. Prmting wmen s engagement and leadership in decisin making prcesses at natinal and glbal levels. Bx 9: Example f the prject gender cnsideratin/ mainstreaming cmpnent 22

23 In relatin t the invlvement f wmen and vulnerable grups, UNDP s guidance n Chemicals and Gender i recmmends tw verarching interventins t guide gender mainstreaming in chemical management: a) Prmte a multi-stakehlder apprach t ensure the participatin f wmen and vulnerable ppulatins in plicy develpment and decisin-making prcesses. b) Raise awareness f the linkages between chemical expsures, the effects n human health and the envirnment, and gender differences in risks and impact Attentin shuld therefre be paid t gender issues in the prject in the Special Prgramme n the basis f tw perspectives. One is in institutinal develpment and the ther is differences in risks when wmen and men are expsed t chemicals and waste. With regard t institutinal develpment, the systems shuld as far as pssible be designed s that an even general distributin and equality at the wrkplace can be attained. In many cuntries there is a relatively large grup f wmen wh have relevant training t wrk in the area and there are gd prspects fr a gd balance between the institutins. Hwever, this des nt apply in all cuntries, and attentin must therefre be paid t these issues. Expsure t chemicals and affects bth wmen and men. Men s expsure t chemicals has traditinally received greater attentin, and research has been fcused t a greater extent n men and harm that can ccur in them. Despite deficiencies in the research, there is a great deal f evidence t suggest that wmen in pr cuntries are expsed t hazardus chemicals t an extent that may be just as great as in the case f men. This applies in the hme, in agriculture and t an increasing extent in industrial wrk and in wrk linked t recvery f metals frm electrnics, fr example. Wmen and men als exhibit differing sensitivity t chemicals due t physilgical differences. It is particularly serius that children and pregnant wmen are expsed t hazardus chemicals, as fetuses and children are in many cases mre prne t the effects f chemicals than adults and expsure at an early age, which may cause lasting damage fr example t the nervus system and reprductive capacity. 1 UNDP 2011, Gender Mainstreaming Guidance Series: Chemicals and gender Bx 10: Guidance n gender cnsideratins/mainstreaming 5.7 Mnitring and Evaluatin Plan and Financial Audit: The evaluatin plan shuld indicate the arrangements fr the independent mnitring and evaluatin n prject implementatin xi, determine the steps fr regular mnitring and the final evaluatin. Upn cmpletin f the prject, a final prject assessment shuld be undertaken. xii Fr prjects invlving n intergvernmental rganizatin as a prject implementing rganisatin, a final financial audit will als be required. These arrangements shuld nt represent a high percentage f the budget f the prject nr be a cmplex mechanism due t the scale f the prject.
