Name of the project: Zoning of the coastal and marine areas of the Dominican Republic, Haiti, Jamaica and Puerto Rico as an instrument of sustainable management. Description of the project: This project for the zoning of the coastal area of the Dominican Republic, Haiti, Jamaica and Puerto Rico is intended to manage the coastal area of these four countries, based on information from different public and private bodies in these countries, which will then be displayed on digitized maps thereby providing a better visual image of current uses of the coastal area and making it possible to plan for its future uses. The final product will also serve as a source of information for decision-makers and the public at large. Overall objective: To develop an instrument for the planning and management of the area: zoning of the coastal area of the countries involved in the project. The aim of the project is to classify coastal/marine areas and the resources found within them, bearing in mind their current and potential use, with a view to controlling and reducing the negative impact on them and optimizing their use. This generally gives rise to environmental impact and conflicts of use, which require an effective response to the management of these resources. Moreover, since more than one government body in each State is involved in the management of these countries coastal resources, duplication of effort occurs, giving rise to a certain amount of conflict in their use and regulation. 22 Annex III ANNEX III REPUBLIC OF NIGER MINISTRY OF CULTURE, ARTS AND COMMUNICATION Mr Koïchiro Matsuura Director-General of UNESCO 7 Place de Fontenoy F Paris 07 SP Fax: Subject: Appeal concerning draft MS/DR.79 Ref: SCG/33GC/MS/DR.79 of 1/9/2005 Sir, Further to your letter under reference informing me of the inadmissibility of the draft MS/DR.79 that I submitted by letter /MCA/C/CAB/CT of 18 August 2005, I have the honour to inform you that Niger notes this decision of the Secretariat but is taking the matter to the General Conference for a final decision. By proposing the draft resolution in question to the General Conference of UNESCO at its 33rd session, Niger attaches great significance to the organization of the Trans-Saharan Meetings, the Azalai of the Arts and Culture, and has to ensure that they succeed. Hence it is at present striving to bring together the greatest number of financial partners around this major artistic project for the Sahelian and Saharan region. Given that Niger has no artistic and cultural event on an international scale comparable to the FESPACO of Ouagadougou, the MASA of Abidjan, or, again, the Meetings on Photography of Bamako, one can quite naturally and easily understand that the country views the staging of such an event with particular interest. Our objective in submitting the draft resolution MS/DR.79 to the General Conference of UNESCO at its 33rd session is to obtain financial assistance, and, above all, moral support for the organization of these meetings from UNESCO, an organization working to safeguard, promote and disseminate the world cultural heritage. Moreover, we believe that the project, The Sahara of Cultures and Peoples, the objectives of which are noble for the Saharan region, deserves much more attention from UNESCO, with a significant budget, which could be raised from $150,000 to $250,000, to enable many more activities to be organized. I wish to draw your attention to the fact that the $100,000 allocated to the draft resolution is not intended to pay for the Azalai of the Arts and Culture, but to consolidate the subprogramme The Sahara of Cultures and Peoples, which is clearly the poor relation of all the projects established under the cross-cutting themes. I therefore have no request for specific funding under this draft resolution.
23 Annex III page 2 In any case, Niger, by the present letter, is appealing against the decision of the Secretariat of the 33rd session of the General Conference of UNESCO to declare inadmissible the draft resolution MS/DR.79 which I proposed. Niger is, once again, submitting the draft resolution and requesting its re-examination by the General Conference. The arguments put forward in support of the appeal will be submitted by the Delegation of Niger at this 33rd session. The Azalai of the Arts and Culture (Trans-Saharan Meetings) seeks to build a bridge over the greatest desert in the world in order to enable the peoples and civilizations sharing the Sahara and the Sahel to come together regularly and have exchanges so as to revive the fund of shared cultural heritage that several centuries of interchange and caravan trading have created. 2. By associating the culture of yesterday with the arts of today, the Azalai are aimed at including culture within the synergy of development by enabling the emergence of genuine vocations and channels of artistic creation, with the twofold objective of promoting and disseminating the common cultural heritage worldwide and improving the incomes of the artists and craftspeople, thus contributing to poverty alleviation. 3. This project enjoys the support of the Community of Sahelian and Saharan States (CEN- SAD), whose seventh Summit Meeting of Leaders and Heads of State requested the General Secretary to establish funding in the 2005 budget and to contribute to the mobilization of various partners, including UNESCO, so that the founding meeting envisaged for Agadez, Niger, for the spring of 2006, will be a success. 86 Annex VIII page 3 UNESCO International X-Dumbrava Sibiului Technical Heritage Prize The conceptual basis for the establishment of the UNESCO International X-Dumbrava Sibiului Technical Heritage Prize derives from the importance of monuments of popular technology which serve to reconstitute extraordinary cultural changes over time, on a macrohistorical scale, starting with technical archetypes from the Neolithic Age and the Iron Age up until the technical revolution of the Middle Ages, which generated and disseminated new mediaeval industries and the start of the modern technological revolution. The aim is to reveal on a worldwide scale the dimensions of the technical heritage as part of world culture and civilization: - the dimension of space, the environment, technical heritage sites and the relationship with sustainable development; - the universal historical dimension, the technical heritage seen as part of the cultural heritage and civilization on three levels: archaic, traditional and modern, while revealing the unity of the events and processes in which the technical heritage is inherent; - the ethno-cultural dimension of the technical heritage the unity and the diversity of the world (peoples, cultures, monographs, languages); - the universal dimension of the technical heritage (the paths of civilization and culture, the sites and mechanisms of the unity of the technical heritage); - the dimension of technical heritage civilizers; - cultural identity within the technical heritage; - generator of the intangible heritage. These are the components which underlie, in understanding, the identification and specific awareness which the technical heritage should receive, naturally in the overall context of the protection and promotion of the world cultural heritage. At the same time, the knowledge and the promotion of specific popular technical traditions of different countries are features of sustainable development which we can not ignore. The proposal to name this Prize X-Dumbrava Sibiului relates to the museum located in a place called Dumbrava Sibiului (Sibiu is the 2007 European Cultural Capital), which is unique in terms of its purpose and its capacity to illustrate Romania s traditional popular civilization, highlighting the pre-industrial technical heritage.
