1 38. TRAINING CELL 38. The world around us is witnessing rapid development in both scientific and behavioural fields. This requires every organization to keep its human resource updated in terms of their knowledge and skill levels, and this is to be done by means of capacity building of its employees both at individual and collective levels. In Rajya Sabha Secretariat, this function is carried out by the Training Cell, in the following manner: (iii) Knowledge and skill development of the staff of the Secretariat. Familiarizing Members of Parliament with their rights, duties and privileges as also with the functioning of the House so as to enable them to discharge their duties in the best interest of the nation. Developing IT Skills of the Members and their Personal staff to make them more computer savvy For the officers and staff of this Secretariat, in-house training, training at outside institutions within India and at institutions in foreign countries are organized. Exchange programmes have also been established with the Parliaments of other countries for the officers. Besides, other programmes/workshops are organized for officials of the Secretariat as well as for the Members of Rajya Sabha on specific request The details of various training courses and workshops organized by the Training Cell during the year 0 are given in the ensuing paragraphs. In all, 84 officials were imparted in-house training, 4 officials were sent for training to outside institutions within India and 36 officers were sent for overseas training/exchange pogrammes. Training Cell also extended necessary assistance to 7 Parliamentary Security Service officials who attended various training programmes in house as well as outside the Secretariat. 38. TRAINING PROGRAMMES FOR MEMBERS 38.. Orientation Programme for newly elected Members of Rajya Sabha An Orientation Programme for newly elected Members of Rajya Sabha was organized on 9 th May and 0 th May 0 in the Main Committee Room, Parliament House Annexe, New Delhi. The programme was attended by 9 Members. The programme was inaugurated by Hon ble Chairman, Rajya Sabha. The aim of the programme was to familiarize newly elected/nominated Members with various aspects of Parliamentary practice and procedure. It consisted of several discussions/ sessions/lectures on specific topics, conducted by eminent Parliamentarians. On this occasion, an exhibition on Rajya Sabha and its Working was also organized Interactive Session for Members During the Orientation programme a feedback form was circulated to the participating Members of Rajya Sabha for giving suggestions. Based on the suggestions received, the following four Interactive sessions organized for Members for further clarifications on 0 th and st September 0:- () Working of Department Related Parliamentary Standing Committees () Raising matters of public importance through Questions and other devices (3) Working of Rajya Sabha Secretariat with focus on the Sections servicing Members and Behaviour (4) Conduct of Members in the House Nine Members of Parliament attended this programme Refresher Course in IT Skills for Members of Rajya Sabha & their Personal Staff Refresher Course in IT Skills for Members and their personal staff was held as detailed below: - S. Gurgaon 'Identification and Handling of Explosives' at ITBP Academy, Total INTERNSHIP PROGRAMME Training Cell has been arranging internship programmes for Law Students on their special request. It has been the practice to attach the intern with the concerned Section, mainly Bill Office, Legislative Section and Department Related Standing Committees. After successful completion of the programme, the students are awarded a certificate by Rajya Sabha Secretariat. The following new programmes were conducted in the year 0:- For the first time, a programme titled 'Parliamentary Practice and Office Procedure' was organized for Private Secretaries and Stenographic Service from 3-7 February 0. 7 Officials attended this programme. Two training programmes for "Editorial and Translation Service" on Basic Computer Applications titled "Programme on Office Productivity Tools" were organized :- from 6-0 February 0, 7 Assistant Directors attended the above said training programme; from 9-3 April 0, 9 Assistant Directors attended the above said training programme. 3
