1 REPORT OF THE TWELVE MEETING OF ASEAN EXPERT GROUP ON FOOD SAFETY (12 TH AEGFS) 20 22OCTOBER 2015 YOGYAKARTA, INDONESIA 1. The 12 th Meeting of the ASEAN Expert Group on Food Safety (12 th AEGFS) was held on October 2015 in Yogyakarta, Indonesia. The Meeting was attended by delegates from Brunei Darussalam, Cambodia, Indonesia, Lao PDR, Malaysia, Myanmar, Philippines, and Thailand as well as representatives from invited partners of AEGFS and the ASEAN Secretariat. The list of participants appears as Annex 1. AGENDA ITEM 1: OPENING CEREMONY 2. H.E. Dr Roy Sparringa, Head of National Agency for Drug and Food Control welcomed all ASEAN Member States delegates to Yogyakarta, Indonesia for the 12 th AEGFS Meeting. The welcome remarks appear as Annex His Majesty Sri Sultan Hamengkubuwono X, further welcomed all ASEAN Member States delegates and officially opened the 12 th AEGFS Meeting. The speech of His Majesty appears as Annex For the Business Arrangement of the 12 th AEGFS Meeting, secretariat of the host country Indonesia announced the Policy on ASEAN s Smoke-Free for All Health Related Events, and other administrative arrangements for the delegates. AGENDA ITEM 2: REPORT OF OUTGOING CHAIR 5. Mr Hoksrun Aing, Chief of Food Safety Bureau, Department of Drugs and Food, Ministry of Health Cambodia, presented to the Meeting the on-going & accomplished activities by the AEGFS for the period of , and the matters that needs to be followed-up. The Meeting was also informed about the need to discuss the way forward for the on-going activities of the ASEAN Food Safety Improvement Plan II (AFSIP II) including specific follow-up activities of the ASEAN Risk Assessment Centre (ARAC), consumer participation, and for the Post-2015 activities. 2 AGENDA ITEM 3: HANDOVER OF CHAIRMANSHIP 6. Based on the TOR of the AEGFS, the Meeting elected Mr Suratmono, Deputy Chairman of Food Safety and Hazardous Substances Control, National Agency for Drug and Food Control (NADFC) Indonesia as the Chairperson. Dr Sivong Sengaloundeth, Deputy Director of Food and Drug Department, Ministry of Health Lao PDR was called upon to preside as the new Vice-chair. AGENDA ITEM 4: ADOPTION OF AGENDA 7. The Meeting reviewed the Provisional Agenda and adopt the agenda subsequently. The adopted provisional agenda appears as Annex 5. AGENDA ITEM 5: RELEVANT OUTCOMES FROM RELEVANT ASEAN MEETINGS/EVENTS & OTHER ASEAN RELATED SECTORAL BODIES AND WORKING GROUPS 5.1 ASEAN Summit & ASCC Council 8. ASEAN Secretariat presented to the Meeting key relevant documents and decisions that transpired from the 23 rd 26 th ASEAN Summits. The Meeting noted key relevant decisions by the Summits and outcomes of the recent 19 th Meeting Senior Officials for ASCC (SOCA) and 14 th Meeting of the ASCC Council that includes the endorsement of the ASCC Blueprint 2025 and the information about the implementation of the strategic measures based on a results-framework. ASEAN Secretariat s presentations appears as Annex The Meeting was informed that the 14 th ASCC Council noted that the ASEAN Food Safety Policy was already endorsed by the 10 th Senior Officials Meeting on Health Development (SOMHD) on September 2015 in Da Lat, Viet Nam; and will be subsequently endorsed at the ministerial level by the sectors of Health, Agriculture, and Economic Ministers. The Meeting was further informed that the 14 th ASCC Council further noted that the endorsement from the three ministerial levels will subsequently support the adoption of the ASEAN Food Safety Policy at the 27 th ASEAN Summit in November ASEAN Health Ministers Meeting (AHMM) and Senior Officials Meeting on Health Development (SOMHD) 10. The Meeting further noted the key outcomes that transpired from the 12 th ASEAN Health Ministers and its related Meetings, among others, the following are the key outcomes relevant with food safety: Page 2 of 22

Signing of ASEAN WHO MOU with specific areas of collaboration on the areas of healthy borders, access to quality medicines & technologies, healthy lifestyles, and emerging infectious diseases; b. Endorsement and launching of various health publications including the ASEAN Food Inspection and Certification Model Courses; c. Endorsement and launching of various official ASEAN Health websites including the ASEAN Food Safety Network; d. Adoption of Joint Statements by the 12 th AHMM, 6 th ASEAN Plus Three Health Ministers Meeting, and the 5 th ASEAN China Health Ministers Meeting; and, e. Notation of the Progress of the Plan of Action of the ASEAN China Memorandum of Understanding (MoU) on Health Cooperation that includes food safety collaborative activities. 11. ASEAN Secretariat further presented to the Meeting the updates and decision made by the 10 th SOMHD Meeting and its related Meetings held from September 2015 in Da Lat Viet Nam. The Meeting noted the following decision made by the SOMHD relevant to food safety: a. Adoption of 11 th AEGFS Meeting Report b. Notation of the progress made by the AEGFS in the implementation of AFSIP II c. Inclusion of inputs from AEGFS for the draft Regional Strategies of the Post-2015 Health Priorities d. Endorsement of Plan of Action of ASEAN China MOU on Health ASEAN Secretariat s presentation appears as Annex 7. AGENDA ITEM 6: REVIEW OF THE IMPLEMENTATION STATUS OF THE ASEAN FOOD SAFETY IMPROVEMENT PLAN II (AFSIP II) 12. ASEAN Secretariat presented the matrix of implementation status of AFSIP II. The Meeting noted that there are 35 regional activities in the AFSIP II. The completed activities are 21 (60%), and the on-going activities are 14 (40 %). There are no pending activities. 13. The Meeting further reviewed the matrix of implementation and confirmed the change of the on-going status of the Focus Area on Laboratory into completed activities. This is in consideration of the agreements made by AEGFS in the 11 th Meeting in Cambodia on October 2014 wherein this component will be undertaken by the AFTLC and that AEGFS Singapore will report the progress made by the AFTLC at the AEGFS Meetings. The Meeting further tasked ASEAN Secretariat to communicate with Singapore on the decision made by the 12 th AEGFS. Action Line: ASEAN Secretariat and Singapore Page 3 of 22

The Meeting further reiterated that the status of implementation of activities to be undertaken by ACCSQ-PFPWG on ASEAN guidelines on food security and safety, on food laboratoryies, and mapping of status of harmonization implementation are still considered to be on-going under AEGFS. This is in consideration of the implications of the outputs of these activities to the risk assessment initiatives of AEGFS through ARAC. The revised matrix of implementation status of AFSIP II appears as Annex 8. AGENDA ITEM 7: MATTERS ARISING FROM THE 11 TH MEETING OF AEGFS 15. The Meeting noted ASEAN Secretariat presentation on the follow-up matters that needs to be discussed and finalized in the relevant agenda items of the Meeting. The matrix of follow-up from the 11 th Meeting of AEGFS appears as Annex 9. AGENDA ITEM 8: REVIEW AND DISCUSSION OF THE WAYS FORWARD FOR THE AFSIP II CONSIDERING THE ONGOING ACTIVITIES BASED ON THE 11 TH AEGFS MEETING 8.1 Focus Area Legislation 16. ASEAN Secretariat presented to the Meeting that for the ASEAN Food Safety Policy the endorsement for the said document was received from SOMHD through the 10 th SOMHD Meeting. The Meeting noted that the SOM AMAF, SOMHD and SEOM already endorsed the document; and that the next steps for the progress of the ASEAN Food Safety Policy will be the endorsement by the ASEAN Economic Ministers (AEM), ASEAN Ministers for Agriculture and Forestry (AMAF), and ASEAN Health Ministers. Subsequently, the document will be elevated for adoption at the 27 th ASEAN Summit, this upcoming November 2015 by the lead sectors from the ASEAN Economic Community. ASEAN Secretariat will update the Meeting regarding the progress of the aforementioned document. Action Line: ASEAN Secretariat 17. The Meeting further noted the progress of the ASEAN Food Safety Regulatory Framework, that includes: a. The on-going consultative work of 3 experts supported by ARISE through the leadership of PFPWG in the conduct of the baseline/situational analysis in ASEAN Member States. Page 4 of 22

It is expected that by the end of October 2015 the situational analysis will be completed and by January 2016 there will be a workshop to further discuss the findings of situational analysis finalized by the consultants of ARISE. 18. The Meeting agreed that a similar support and endorsement process provided by the relevant sectors in ASEAN to the ASEAN Food Safety Policy be applied to the ASEAN Food Safety Regulatory Framework. The Meeting further agreed to undergo this process as a one of the cross-sectoral coordination and cooperation by AEGFS with the relevant sectors from the ASEAN Economic Community. ASEAN Secretariat s presentation appears as Annex Focus Area Laboratories 19. The Meeting noted the non-presence of AEGFS Singapore as the Lead Country for this focus area, and that any updates regarding this focus area will be shared through the information paper on the ASEAN Food Testing Laboratory Committee (AFTLC). 8.3 Focus Area Monitoring & Surveillance ARAC 20. The Meeting noted the presentation from Malaysia on the progress made by the ASEAN Risk Assessment Centre (ARAC) with the recent endorsement of the four (4) Standard Operating Procedures of ARAC by the 10 th SOMHD Meeting. The Meeting further noted that the 1 st Scientific Committee Meeting and launching of ARAC is tentatively scheduled in March 2016 in Malaysia. Malaysia s presentation appears as Annex Malaysia informed the Meeting that for the Scientific Committee (SC), ASEAN Member States (AMS) need to nominate one (1) scientist as their respective committee member, and nominate any number risk assessors to the Scientific Panel (SP). This is in consideration of the endorsement of the relevant SOP by the 10 th SOMHD. 22. The Meeting noted that the AEGFS will act as a governing body of ARAC, however, ARAC s focal points from the ASEAN Member States is needed to act as a link between national food safety authority in AMS and ARAC (ie.i.e. to provide data or information to ARAC Secretariat on a need basis). 23. The Meeting agreed to update their nomination to the SC, SP, and ARAC s focal points by 6 November Action Line: AEGFS Page 5 of 22

6 24. Malaysia further presented to the Meeting the draft work plan for the ARAC for Food Safety for period. The Meeting noted the vision, mission, work plans, and ways forward of ARAC.The Meeting expressed their appreciation for the progress made by the ARAC. 25. The Meeting noted the interventions for consideration in further improving the SOPs of the ARAC, among which includes the following: a. Review the SOPs on a regular basis to improve the SOPs based on the current situation. The Meeting welcomed this intervention of including the time of the review process of the SOPs for its improvement. However, the inclusion of the review process in the actual document may not be feasible at this time in consideration of the fact that the SOPs were just recently endorsed by the SOMHD; and the ARAC is yet to be launched and fully operational. The Meeting further noted the proposal to have the SOPs be revised accordingly by the by the Scientific Committee, and subsequently presented to AEGFS. b. Revise the relevant entry in the SOP on the secondment of officers to ARAC regarding their termination. The Meeting noted that the proposal to modify the termination procedure to be mutually agreed by the ARAC and the ASEAN Member States. c. Recommend to include the standardization of the report that will be publicly shared through the ARAC website and specification of who can make the comments to the reports shared. The Meeting noted this suggestion for future consideration in the improvement of the SOP on Scientific Panels. 26. The Meeting further deliberated the proposed vision, mission, work plan activities and other ways forward for the ARAC and agreed on the following: a. Ad referendum endorsement for the vision and mission. All inputs and/or endorsement for the vision and mission shall be submitted to Malaysia copy furnished ASEAN Secretariat by 30 November 2015; Action Line: AEGFS b. The pilot topics for the risk assessment to be submitted to Malaysia copy furnished ASEAN Secretariat by 30 November 2015 and this include the following lead countries and their respective topics: i. Malaysia and Indonesia will continue as the Lead Country for the Aflatoxin B1 in Corn and Peanut ii. Indonesia will take the lead for the Salmonella in Chicken in collaboration with Cambodia iii. Cyclamates as proposed by the PFPWG Page 6 of 22

7 Action Line: Indonesia, Malaysia, Cambodia, PFPWG Lead Country 27. The Meeting further agreed that the follow-up for submission of risk assessment on Cyclamates by a lead country in PFPWG will be facilitated by Indonesia as the current chair of PFPWG. Action Line: Indonesia 28. The Meeting also endorsed the proposed work plan for ARAC which includes four major activities, such as: preparatory workshop for submission of risk assessment; launching of ARAC; conduct of the 1 st Scientific Committee; and, conduct of the 1 st scientific panel meeting. The work plan will be further presented to SOMHD for their approval. The relevant concept papers including budget requirements will be submitted accordingly to AEGFS for any inputs and/or concurrence, and eventually to ARISE for possible support. The work plan is in Annex 12 Action Line: Indonesia 29. The Meeting further noted that ad referendum endorsement will be also sought for the ARAC logo before the launching of the ARAC. Malaysia will further circulate to AEGFS Focal Points the proposed Logo in due course. ASEAN Food Consumption Database Action Line: Malaysia 30. The Meeting noted Malaysia s presentation on the progress and the current status of the ASEAN Food Consumption Database. The Meeting further noted that up to October 2015 only Malaysia has submitted food consumption data based on the ASEAN Food Consumption Data template. Malaysia s presentation appears as Annex The Meeting agreed on the following: a. Brunei Darussalam, Cambodia, Myanmar, and Philippines will share their food consumption data by 31 December 2015 to Malaysia copy furnished to ASEAN Secretariat Action Line: Brunei Darussalam, Cambodia, Myanmar, and Philippines. b. Indonesia, Lao PDR, and Thailand will duly share their food consumption data based on the agreed template when it s ready. Action Line: Indonesia, Lao PDR, and Thailand Page 7 of 22

8 c. Update the list of focal points for the electronic Working Group (ewg) by the end of the 12 th AEGFS, and submit to Malaysia copy-furnish ASEAN Secretariat. Action Line: AEGFS d. ASEAN Secretariat to further communicate the decision made above to Singapore and Viet Nam respectively. Risk Communication Action Line: ASEAN Secretariat 32. The Meeting noted the presentation made by the Philippines on the conduct of the Risk Communication Workshop for Food Safety on 3 5 June 2015 in Manila, the Philippines. The Meeting further noted that AEGFS Focal Points namely Cambodia, Indonesia, Lao PDR, Malaysia, Philippines, and Viet Nam participated in the workshop. 33. The Meeting discussed the agreements made at the 11 th AEGFS Meeting that the conduct of the Risk Communication Workshop for Food Safety will utilize the Module of ASEAN Risk Communication for Communicable Diseases by the ASEAN Expert Group on Communicable Diseases (AEGC), and will be customized for food safety concerns. 34. The Meeting agreed, if applicable, to include risk communication activities for food safety in the post-2015 plans of AEGFS. The Meeting acknowledged and noted the possible hosting of Philippines of future activities on risk communication. Philippines presentation appears as Annex Focus Area on Food Safety Control System Action Line: Philippines 35. The Meeting noted the updates presented by Thailand that the questionnaire and further work plan activities on this focus area will be done in cooperation with ARISE Project on ASEAN Regulatory Framework for Food Safety as agreed by the 10 th AEGFS meeting. Therefore, this activity will be considered as one of the post 2015 continuing activities of AEGFS in line with the time frame of the ARISE project. 36. Thailand reminded the Meeting that based on the the 11 th AEGFS meeting, a project proposal on national food control system workshop will be included in the post 2015 activities of AEGFS. 9 8.5 Focus Area on Food Inspection and Certification 37. Malaysia informed the Meeting that currently the implementation food safety response system is not yet conducted. The Meeting noted that based on the agreed areas of cooperation in the ASEAN China MOU on Health, the food safety response system is identified as one of the priority areas in the plan of action. The Meeting agreed that the food safety response system in ASEAN will be considered as one of the activities for the post 2015 by AEGFS. 38. The Meeting agreed that the endorsed and launched document on ASEAN Food Inspection and Certification Model Courses will be utilized as reference for any relevant national activity. Malaysia informed the Meeting that there is a need to have a workshop to level the understanding among the AMS to utilise the Model Course for their respective national purposes. The Meeting noted the information provided by Malaysia and will be further discussed as deemed appropriate. 8.6 Focus Area Information Sharing 39. Thailand presented to the Meeting regarding the current status of AEGFS website under the ASEAN Food Safety Network (AFSN) which include the following related matters a. Updating the focal points; b. User manual; c. Mailing list system; and d. Exchange of information through the website of AEGFS. 40. The Meeting exchanged views on the information that will be shared through the AFSN. The Meeting agreed to develop a short guideline for the submission of any information by the AEGFS Focal Points that will be uploaded at the AFSN. Thailand together with ASEAN Secretariat willto draft the guideline and circulate to AEGFS copy furnished ASEAN Secretariat by 30 November ASEAN Secretariat will also share the updated list of AEGFS Focal Points for inclusion in the network. Action Line: Thailand, ASEAN Secretariat 41. The Meeting further agreed to delete the section of Strengthening ASEAN Risk Assessment Capability to Support Food Safety Measures Project in the home page of the website, when ARAC website is online. Any relevant information on ARAC will be shared subsequently to Thailand by Malaysia in due course. 42. The Meeting also noted that currently Thailand developing the questionnaire to be accomplished by the AEGFS to improveing the ASEAN Food Safety Network website. Action Line: Thailand Page 9 of 22

10 Thailand s presentation appears as Annex Focus Area Consumer Participation and Empowerment 43. Indonesia presented to the Meeting the workshop recommendations that transpired from the CPE Workshop held in Jakarta, Indonesia on 4 5 August 2015, which includes: a. CPE survey is a tool/means for country to further improvement of national CPE programme; b. Agreed on the outline of the Country profile; and c. Agreed to present preliminary report or plan to implement at the national level to the 12 th AEGFS. 44. The Meeting discussed the submission of Country Profile in consideration that some of the ASEAN Member States may need more time to finalize the document in coordination and/or cooperation with other non-health sectors. The Meeting agreed that the submission for Country profile will be extended up to the end of Further, Cambodia committed to provide the Country Profile to Indonesia by the end of October Action Line: Cambodia, Lao PDR, Malaysia, Myanmar, Philippines, Singapore, and Viet Nam 45. The Meeting also noted the challenges faced on the follow-up activities specifically for the mailing group for the CPE Project. The Meeting further agreed to follow-up matters with the participants of the workshop and utilising AEGFS Focal Points as the CPE Focal Points. The updated list of AEGFS Focal Points will be provided by ASEAN Secretariat to Indonesia. Action Line: AEGFS, ASEAN Secretariat, Indonesia 46. The Meeting further noted that ASEAN Member States are encouraged to continue the survey of CPE, if appropriate, and utilising the agreed instrument in 2016 and this activity also to be included as post-2015 activities. Indonesia s presentations attached as Annex 16. AGENDA ITEM 9: ASEAN POST-2015 HEALTH COOPERATION 9.1 Updates from the 10 th SOMHD Meeting and 4 th SOMHD Work Group Meeting 47. The Meeting noted the presentation by the ASEAN Secretariat on the current governance and implementation structure of the ASEAN Health Cooperation. The Page 10 of 22

11 Meeting further noted the progress made by the SOMHD through the 10 th SOMHD Meeting and the 4 th SOMHD Work Group Meeting last September regarding the draft proposed governance mechanism and the proposed regional strategies, targets, and indicators for Post-2015 ASEAN Health Cooperation. 48. The Meeting also noted that there will be a 2-year transition period from 2016 to 2017 for the respective Health Clusters and the Working Groups to develop their work programmes and terms of references and proposal that will include the rationale of the continuance or merging or discontinuance of the working group. ASEAN Secretariat s presentation and the documents for the governance and implementation structure and matrix of regional strategies and targets appear as Annex Malaysia shared their concern on the possible conduct of two meetings for Food Safety in 2016 through the upcoming 13 th AEGFS and the possible Health Cluster 4 meeting on Enhancing Food Safety also Malaysia proposed to streamline these activities to save on resources. The Meeting noted the proposal by Malaysia and will be further discussed for SOMHD s consideration. ASEAN Secretariat will follow-up the concern on the conduct of the Health Cluster Meeting in the upcoming 4 th SOMHD Work Group for Post 2015 in November 2015 in Bangkok, Thailand. Action Line: ASEAN Secretariat 9.2 Discussion for the Regional Strategies, Indicators and Targets of Cluster 4: Food Safety 50. The Meeting deliberated and discussed the proposed regional strategies, indicators, and targets for the Health Cluster 4 on Enhancing Food Safety. The Meeting agreed that there will be a side meeting of the core group among the AEGFS Focal Points in the 12 th AEGFS Meeting to further discuss and recommend the proposed regional strategies, indicators, and targets for AEGFS Consideration. 51. The Meeting noted that the agreed draft regional strategies, targets and indicators presented by the core group will be further finalised by the 12 th AEGFS Meeting in Day 3 for further submission to SOMHD as a collective position of AEGFS for post 2015 consideration. The clean matrix of regional strategies, indicators, and targets proposed by the core group appears as Annex 18. AGENDA ITEM 10: OVERVIEW OF ASEAN POST The ASEAN Secretariat presented to the Meeting and to all invited partners the current progress of the ASEAN Post-2015 exercise, particularly the post 2015 scenario Page 11 of 22

12 with the ASEAN Health Cooperation. The Meeting noted the information provided and will further utilise the information for the discussion on post-2015 activities in collaboration with partners. ASEAN Secretariat s presentation appears as Annex 19. AGENDA ITEM 11: UPDATES ON ACTIVITIES IMPLEMENTED BY RELEVANT SECTORAL BODIES WORKING ON FOOD SAFETY 11.1 ASEAN Sub-Committee on Food Science and Technology (SCFT) 53. The Meeting noted the presentation by the ASEAN Secretariat on behalf of Chair of SCFT at the 12 th AEGFS Meeting. The SCFT presentation appears as Annex ASEAN Task Force on Codex (ATFC) 54. The Meeting noted the information provided by the ASEAN Secretariat on the progress made by the ATFC based on the information from the desk officer of ATFC in ASEAN Secretariat. ASEAN Secretariat s presentation appears as Annex Senior Officials Meeting of the ASEAN Ministers Meeting on Agriculture and Forestry (SOM-AMAF) 11.4 ASEAN Consultative Committee on Standards and Quality (ACCSQ) Product Working Group on Prepared Foodstuff (PFPWG) 55. The Meeting noted the presentation made by the ASEAN Secretariat for the updates from the recent AMAF, SOM-AMAF, and its subsidiary bodies relevant to the work of AEGFS. The presentation appears as Annex Malaysia informed the Meeting about its concern on the timely conduct of the proposed post 2015 activity on the conduct of seminar on risk assessment as one of the activities to be undertaken under the endorsed Plan of Action of the ASEAN China MoU on Health Cooperation. The internal processes involved in the approval for the conduct of the activity under the MoU may take some time, and as such there may be a need to seek other resources for conducting this meeting. 57. ILSI informed the Meeting that in 2016 there s a planning to conduct a capacity building on risk assessment in the ASEAN region. Therefore ILSI will further coordinate and collaborate with Malaysia to conduct the seminar/training on risk assessment. The Meeting noted and welcomed ILSI s recommendation to further work with Malaysia to conduct the capacity building on risk assessment. Page 12 of 22

13 11.5 ASEAN Food Testing Laboratory Committee (AFTLC) Action Line: ILSI and Malaysia 58. The Meeting further noted the current progress made by the AFTLC as reported by the ASEAN Secretariat. The presentation attached as Annex 23. AGENDA ITEM 12: UPDATES FROM KEY DEVELOPMENT PARTNERS ON FOOD SAFETY 12.1 WHO 59. WHO representative presented to the Meeting the WHO s strategic direction on food safety as follows: a. Provide the science base for measures along the entire food-chain to decrease foodborne health risks; b. Improve international and national cross-sectoral collaboration, enhance communication and advocacy; and c. Provide leadership and assistance in the development and strengthening of risk-based, integrated national systems for food safety. 60. The Meeting noted the presentation made by WHO and the importance for national coordination among the relevant stakeholders e.g. FAO, working on food safety, in the national level, to avoid any duplication in any activities relevant with food safety. WHO s presentation appears as Annex FAO 61. There was no representative from FAO World Bank 62. There was no representative from World Bank ARISE Regional Integration Support from EU (ARISE) 63. The Meeting noted the following support/collaboration with the AEGFS: a. The assistance on the development of ASEAN Food Safety Policy; b. Experts for the mapping exercise of food regulatory in ASEAN Member States; Page 13 of 22

14 c. Expert for the Consumer Participation and Empowerment Project (CPE), including the Inception Workshop for the CPE Project. 64. ARISE representative informed the Meeting that the ARISE is due to finish in November 2016, however, consultation processes are being undertaken with EU for the extension of ARISE project up to The Meeting noted that there are also on-going internal processes to establish an ARISE Plus programme that can be tentatively be the platform of ASEAN EU Cooperation relevant food safety priorities. 65. The Meeting noted that the ASEAN EU Cooperation planning meeting will be held on the 2 nd week of December. Relevant stakeholders, sectoral-bodies, and the ASEAN Secretariat will be invited to the meeting. This meeting will serve as a planning meeting for future cooperation of ASEAN and EU. 66. ARISE also reiterated that activities related to the launching and further operation of ARAC will be supported in principle by the current fund allocation within their programme. Further discussion will be made by ARISE with lead country Malaysia regarding the implementation of the four major activities in the ARAC Work Plan. ARISE s presentation appears as Annex European Commission (Directorate General for Health and Consumer, South East Asia) 67. There was no representative from DG SANCO International Life Science Institute South East Asia Region (ILSI-SEAR) 68. ILSI representative informed the Meeting their current priority and proposed activities in the region relevant to food safety, and these are: a. ASEAN Food Consumption Database; b. ASEAN Risk Profiling Workshop; and c. ASEAN Technical Guidance on Food Additives and Flavourings. 69. ILSI further reiterated their commitment to support the conduct of risk assessment seminar in 2016 in collaboration with AEGFS and PFPWG. The Meeting further noted that ILSI-SEAR will continue to support the AEGFS and other relevant sectoral-bodies work for food safety. 70. Indonesia emphasised to the Meeting that due to different level of understanding among the ASEAN Member States on the risk profiling, the proposed activity by ILSI on the ASEAN Risk Profiling Workshop is critically important to be participated by the ASEAN Member States. The Meeting noted that the workshop on risk profiling in March 2016 is an initiative of ILSI-SEAR with invitation and supporting documents to be circulated by their office to the relevant focal points or representatives from AMS on Page 14 of 22

15 food safety. The Meeting further noted that the workshop on technical guidance on food additives and flavourings was presented and noted also by the PFPWG with further request to ILSI SEAR to have it share with AEGFS for possible participation by its focal points. Appropriate communication will be done by ILSI SEAR. ILSI s presentation appears as Annex ASEAN Food and Beverage Alliance (AFBA) 71. The Meeting noted the AFBA s representative presentation on the partnership for effective advocacy including the background information and the partnership mechanism of AFBA. 72. The Meeting noted the mandate, priorities and current initiatives of AFBA that include among others their initiatives with the Small Medium Enterprises and work with AMS s Member Association in providing the SME training and capacity building activities. 73. AFBA representative proposed to the Meeting to include AFPA as one of the potential collaborative partner of ARAC. The Meeting noted the proposal made by AFBA and will be subsequently discuss this matter at the upcoming scientific committee meeting. AFBA s presentation appears as Annex 27. AGENDA ITEM 13: MATTERS/ACTIVITIES IN AFSIP II IN COLLABORATION WITH PARTNERS 13.1 ASEAN Food Safety Regulatory Framework 74. The Meeting noted the information provided by ARISE that the mapping exercise of food safety policy in ASEAN Member States is currently in process. There are three (3) AMS-mapping exercises that are expected to be completed by the end of October After the ARISE experts have completed the mapping exercise among the 10AMS, the experts are expected to produce a summary/brief report for further circulation to AEGFS and other relevant sectoral-bodies in The Meeting further noted the commitment made by the ARISE to extend their support until the conclusion/endorsement of the ASEAN Food Safety Regulatory Framework ASEAN Risk Assessment Centre (ARAC) 76. Malaysia presented to the Meeting the current progress and ways forward as identified during the closed session at Day 1 of 12 th AEGFS Meeting. The partners Page 15 of 22

16 congratulated the achievement made by the AEGFS on the establishment of ARAC and its operationalisation. Malaysia s presentation appears as Annex Malaysia further presented to the Meeting the following activities for partners consideration: a. Preparatory Workshop for the preparation of Risk Assessment request including the risk profile of the priority areas in December 2015; b. Launching of ARAC; c. 1 st Scientific Committee Meeting tentatively scheduled in March 2016; d. Scientific Panel Meeting; and e. Workshop to review and evaluate ARAC. 78. ARISE s expert further presented to the Meeting the outputs from the internal consultation with the ARAC s Secretariat Team. Among others, the following points were noted by the Meeting for further follow-up actions by the AEGFS to ensure ARAC s operationalisation: a. Further follow-up and submission of the ARAC s Focal Points from AMS b. Importance of submission for risk assessment request including the preparatory workshop to level-off the understanding for risk assessment request c. Launching of ARAC to increase the visibility of ARAC within the region and global. ARISE s expert presentation appears as Annex ARISE representative further confirmed that in principle ARISE is favourable to support the operationalization of ARAC, including the abovementioned proposed activities presented by Malaysia. The Meeting noted the support provided by ARISE and thanked ARISE for the current and future collaboration with ARISE. The Meeting further noted that Malaysia will further discussed with ARISE the details of the budget needs for the aforementioned future activities of ARAC. Action Line: ARISE and Malaysia 80. The Meeting noted that as a way forward in the further operationalization of ARAC and further organizational development, consultants or attachment officers coming from potential partners can be embedded within the ARAC structure in the future accordingly ASEAN Food Consumption Data 81. Malaysia further reiterated to the Meeting that in collaboration with ILSI-SEAR the ASEAN Food Consumption Data is currently an on-going activity in focus area of monitoring and surveillance. The Meeting further noted that as agreed during Day 1, Page 16 of 22

17 that Brunei Darussalam, Cambodia, Myanmar, and Philippines and Thailand will submit their food consumption data based on ASEAN Food Consumption Data template by 31 December Consumer Participation and Empowerment Project 82. ARISE s consultant presented to the Meeting the results and ways forward from the Inception Workshop of CPE which was conducted on 4 5 August 2015 in Jakarta, Indonesia. The Meeting noted the presentation made by the consultant and agreed to follow-up the submission of Country profile as agreed by the workshop. ARISE s consultant presentation is attached as Annex The Meeting exchanged views with ARISE representative to further consider a special assistance project on the issue of Consumer Participation & Empowerment Project (CPE) for CLMV Countries. ARISE congratulated the successful conduct and follow-up activities for the CPE Inception Workshop, however, they informed the Meeting that commitment to support further CPE-related activities may not be possible at this time. Nevertheless, ARISE will share the request to consider special assistance/project for CLMV Countries on the consumer participation & empowerment at the upcoming planning meeting of ARISE Plus. ARISE will further update the AEGFS through the ASEAN Secretariat for any updates related to food safety in the planning process of ARISE Plus. Action Line: ARISE, ASEAN Secretariat AGENDA ITEM 14: IDENTIFICATION OF RESOURCE MOBILISATION 84. The Meeting noted the resources that are currently committed and for possible consideration by WHO, ARISE and ILSI SEA related to the collaborative activities on ARAC, food consumption data, food regulatory framework development, and consumer protection and empowerment. These commitments have been articulated in the Agenda 13 of this report. 85. The Meeting also noted that information from ASEAN Secretariat regarding the updated project appraisal processes in ASEAN that facilitates resource mobilization from trust funds from Dialogue Partners. Presentation appears as Annex 31. AGENDA ITEM 15: AGREEMENTS and IDENTIFICATION OF CONTINUING PRIORITY ACTIVITIES 86. Based on the review of the Matrix of Status of Implementation of the AFSIP II, and the updates made on each of the Focus Area by AMS and updates of collaboration with Development Partners, the on-going activities to be prioritize for 2015 to 2016 are Page 17 of 22

18 activities on focus areas of legislation, monitoring and surveillance, food safety systems, and consumer participation and empowerment. 87. Focus Area: Legislation a. ASEAN Secretariat to update on the progress of the ASEAN Food Safety Policy status of endorsement by 3 ASEAN Ministerial levels and adoption by the 27 th ASEAN Summit. b. AEGFS to be updated regarding the status of the ASEAN Food Safety Regulatory Framework through ARISE and lead sector PFPWG with expectation that by the end of October 2015 the situational analysis will be completed and by January 2016 there will be a workshop to further discuss the findings of situational analysis. 88. Focus Area Monitoring & Surveillance a. ARAC: i. 1 st Scientific Committee Meeting and launching of ARAC is tentatively scheduled in March 2016 in Malaysia; ii. Update AMS nomination to the SC, SP, and ARAC s focal points by 6 November iii. Ad referendum endorsement for the vision and mission by 30 November 2015 iv. Implementation of the 5 (five) major activities of the endorsed ARAC Work Plan; SOMHD concurrence will also be initially requested regarding the AEGFS-endorsed ARAC work plan; relevant concept papers will be drafted and circulated accordingly to AEGFS and to ARISE v. Risk assessment document for the agreed pilot topics to be completed by lead countries Malaysia, Indonesia and Cambodia by 30 November vi. Cyclamate topic will be submitted by PFPWG lead country through facilitation of Indonesia as current chair of PFPWG by 30 November 2015 vii. ARISE will continue to support for ARAC viii. ARAC s Logo will be further circulated to AEGFS for consideration and ad referendum endorsement before the final schedule of ARAC launching b. ASEAN Food Consumption Database: i. Brunei Darussalam, Cambodia, Myanmar, and Philippines will share their food consumption data by 31 December 2015 Page 18 of 22

19 ii. Indonesia, Lao PDR, and Thailand is currently in the process finalising the food consumption data and will submit to Malaysia when it s ready iii. ASEAN Secretariat will inform Singapore and Viet Nam regarding the decision for the ASEAN Food Consumption Database iv. Update the list of focal points for the electronic Working Group (ewg) by the end of the 12 th AEGFS v. ILSI-SEAR will continue to support c. Risk Communication i. include risk communication activities for food safety in the post-2015 plans of AEGFS ii. Possible hosting of Philippines of future activities on risk communication, if needed 89. Focus Area on Food Safety Control System: a. Relevant initiatives of ASEAN Regulatory Framework for Food Safety will be considered as one of the post 2015 activities of AEGFS b. Project proposal on national food control system workshop will be included in the post 2015 activities of AEGFS 90. Focus Area on Food Inspection and Certification: a. Endorsed and launched document on ASEAN Food Inspection and Certification Model Courses will be utilized as reference for any relevant national activities 91. Focus Area Information Sharing: a. Guideline in sharing documents for uploading to the AFSN will be drafted by Thailand together with ASEAN Secretariat and circulated by 30 November 2015 for AEGFS consideration b. A questionnaire will be developed by Thailand for the improvement of the website for circulation by 30 November 2015 to be accomplished by the AEGFS c. Link up of ARAC website-when it is ready, to the AFSN home page d. Updated AEGFS Focal Points will be given to Thailand 92. Focus Area Consumer Participation and Empowerment: a. Submission for Country profile will be extended up to the end of 2015; Cambodia committed to provide the Country Profile to Indonesia by the end of October 2015 b. Updated list of AEGFS Focal Points will be provided by ASEAN Secretariat to Indonesia as the CPE Focal Points Page 19 of 22

ASEAN Member States to continue the survey, if approriate, utilising the agreed instrument in 2016 and this activity will also be included as post-2015 activities AGENDA ITEM 16: FINALISATION OF THE REGIONAL STRATEGIES, INDICATORS, TARGETS, AND REGIONAL ACTIVITIES FOR ASEAN POST-2015 HEALTH DEVELOPMENT AGENDA, CLUSTER 4: FOOD SAFETY 93. The Meeting deliberated on the proposed regional strategies, indicators, and target as discussed by the Core Group and agreed the following for SOMHD consideration: Regional Strategies Enhance regional mechanism for strengthening food control system in ASEAN Member States based on ASEAN Food Safety Policy by: a. providing the scientific advice for developing evidence-based food safety risk management measures Regional Targets Target 1: Having scientific database and network on risk assessment for food safety through the ARAC. Target 2: All Member States that implemented a risk-based food safety measures based on risk assessment. b. improving and enhancing utilization of appropriate mechanism for food safety information sharing, and rapid response in food safety issues or crisis c. promoting cross-sectoral collaboration d. providing necessary mechanisms and capacity building to minimize differences among the national food control systems The complete matrix attached as Annex The AEGFS further exchanged views regarding the conduct of the AEGFS and Health Cluster Meeting of 4: Enhancing Food Safety in The Meeting agreed to recommend for SOMHD consideration that the current AEGFS composition will be elevated to be members of the aforementioned cluster. 21 AEGFS is the only working group under this cluster. The Meeting noted that further relevant updates will be shared by ASEAN Secretariat after the 4 th SOMHD Work Group Meeting for post 2015 in November 2015 in Bangkok, Thailand. The Meeting further agreed to further communicate the regionals strategies, targets, and indicators to 4 th SOMHD Work Group for post The Meeting also agreed that the respective AEGFS will share the aforementioned agreements to their respective SOMHD Focal Points. Action Line: AEGFS AGENDA ITEM 17: OTHER MATTERS 17.1 ASCC Indicators for AEGFS 95. ASEAN Secretariat presented to the Meeting the ASCC Scorecard Indicators relevant with the Food Safety for baseline period of 2009 and mid-term period of 2012 need to be further reviewed for accuracy on the information provided. The Meeting agreed that to further review and providing the data for final data of 2015 to ASEAN Secretariat by 30 November The ASCC Indicators for AEGFS appears as Annex 33. Action Line: AEGFS Sharing Thailand s model on consumer empowerment in primary schools: Or Yor Noi project or FDA inspector 98. From the CPE workshop in last August, Thailand proposed to present a model or best practice on consumer empowerment and awareness on food safety in the primary school in place of conducting the survey. In this meeting, Thailand presented the model on consumer empowerment in primary schools : Or Yor Noi project or FDA inspector. This will be a model for AMSs to further apply in the their countries The presentation apppars as Annex 34. AGENDA ITEM 18: DATE AND VENUE FOR THE 13 TH AEGFS MEETING Lao PDR informed the Meeting that the tentative schedule for the upcoming 13 th AEGFS/Cluster 4 Meeting will be held in the last week of October 2016 in Vientiane Lao PDR as the current vice-chair Meeting extended his highest appreciation to Government of Indonesia who extended the support for Lao PDR delegation to the 12 th AEGFS Meeting. 22 AGENDA ITEM 19: ADOPTION OF 12 TH AEGFS MEETING REPORT The Meeting was reviewed the agreement made and in principle adopted the 12 th AEGFS Meeting report and further agreed to tasked ASEAN Secretariat to circulate the Meeting Report for final review and ad referendum adoption. AGENDA ITEM 20: CLOSING REMARKS Chair on behalf of the Host Country, Indonesia and Vice-Chair, Lao PDR, congratulate the Meeting for the hard work and the end result of the successful 12 th AEGFS Meeting. He also expressed his sincere appreciation to ASEAN Secretariat for the support to Host Country, Indonesia, and to the organizing committee for making this 12 th AEGFS Meeting successfully concluded.
