COMMITTEE SECTION (COMMERCE) 9.1 Main Functions of the Section:- Department Related Parliamentary Standing Committee on Commerce is one of the eight Standing Committees, being serviced by the Rajya Sabha Secretariat. Department of Commerce and Department of Industrial Policy and Promotion are within the purview of the Committee s scrutiny. The main functions of the Committee, as laid down in rule 270 of the Rules of Procedure and Conduct of Business in the Rajya Sabha are: (i) (ii) (iii) (iv) to consider Demands for Grants of the related Ministries/Departments and report thereon (the report shall not suggest anything of the nature of cut motions); to examine Bills pertaining to the related Ministries /Departments referred to the Committee by the Chairman or the Speaker, as the case may be, and report thereon; to consider the annual reports of the Ministries/Departments and report thereon; and to consider national basic long term policy documents presented to the Houses, if referred to the Committee by the Chairman or the Speaker, as the case may be, and report thereon: Provided that the Standing Committees shall not consider matters of day-to-day administration of the related Ministries/Departments. The Committee consists of 31 Members, 10 Members nominated by the Chairman from among Members of the Rajya Sabha and 21 Members nominated by the Speaker from among Members of the Lok Sabha. A Member of the Committee holds office for a term not exceeding one year Constitution of the Committee:- The Committee (2016) was constituted w.e.f. 1 st September, Consideration of Demands for Grants:- The Demands for Grants of the Department of Commerce and Department of Industrial Policy and Promotion, Ministry of Commerce & Industry for the year were examined and the reports were prepared thereon. The Committee adopted the 125 th Report on Demands for Grants ( ) pertaining to Department of Commerce and the 126 th Report on Demands for Grants ( ) pertaining to Department of Industrial Policy and Promotion on and presented/laid the same in both the Houses on Consideration of subjects:- During 2016, the following subjects were taken up by the Committee for consideration:- Subjects taken up by the Committee: S. Export Infrastructure in India The 123 rd Report on Export Infrastructure in India was presented to Rajya Sabha on and laid on the Table of Lok Sabha on Activities and Functioning of State Trading Corporation (STC) and MMTC Limited No action was taken by the Committee on the subject during the year. 4. Activities and Functioning of Spices Board One meeting has been held. 5. Trade with Association of South East Asian One meeting has been held. Nations (ASEAN) 6. Intellectual Property Rights Regime in India No action was taken by the Committee on the subject during the year. 7. The Committee on Commerce had the following specific goals to be achieved: (i) Consideration of Demands for Grants ( ) of related Ministries/Departments and report thereon: The Demands for Grants of the Department of Commerce and Department of Industrial Policy and Promotion, Ministry of Commerce & Industry for the year were examined and the Reports were prepared thereon. The Committee adopted the 125 th Report on Demands for Grants ( ) pertaining to Department of Commerce and the 126 th Report on Demands for Grants ( ) pertaining to Department of Industrial Policy and Promotion on and presented/laid the same in both the Houses on (ii) Consideration of ATNs received from the related Ministry/Departments on the Reports on their Demands for Grants ( ) and report thereon: Action Taken Notes of the concerned Ministry /Departments on the observations/recommendations of the Committee, as contained in its 125 th and 126 th Reports on Demands for Grants ( ) were considered by the Committee. The Committee examined/is examining the subjects on (i) Export Infrastructure in India; (ii) Industrial Policy in the Changing Global Scenario; (iii) Activities and Functioning of Spices Board; (iv) Trade with Association of South East Asian Nations (ASEAN); (v) Activities and Functioning of State Trading Corporation (STC) and MMTC Limited; (vi) Intellectual Property Rights Regime in India; and (vii) Startup India Programme. The subject Rubber Industry in India was examined during the year 2015 and 119 th Report on Rubber Industry in India was presented to Rajya Sabha on and laid on the Table of the Lok Sabha on The Action Taken Notes (ATNs) received in respect of 119 th Report was considered and 124 th Report on Action Taken by Government on 119 th Report on Rubber Industry in India was presented to Rajya Sabha on and laid on the Table of the Lok Sabha on The subject Ease of Doing Business was examined during the year 2015 and 122 nd Report on Ease of Doing Business was presented to Rajya Sabha on and laid on the Table of the Lok Sabha on The Action Taken Notes (ATNs) received in respect of 122 nd Report was considered and 127 th Report on Action Taken by Government on 122 nd Report on Ease of Doing Business was presented to Rajya Sabha on and laid on the Table of the Lok Sabha on The subjects viz., (i) Activities and Functioning of Spices Board; and (ii) Trade with Association of South East Asian Nations (ASEAN) are presently under examination. The other subjects viz., (i) Activities and Functioning of State Trading Corporation (STC) and MMTC Limited; (ii) Intellectual Property Rights Regime in India; and (iii) Startup India Programme are exported to be taken up in the year Computerisation: - The Section is equipped with six Personal Computers. All the work relating to drafting of notices, minutes, reports, etc. is being done on computers. The Computers are linked on LAN and have been provided with Internet facility. Necessary training has been imparted to the staff posted in this Section on the use of computers Inspection: Inspection of the Section was done on by Shri K.N.
