Michael Newman 2.) Mark Elliot A - DIRECTION 1. City Council Priorities Setting Session For Fiscal Year 201 7/2018 City Council will review and provide input on the Fiscal Year 2016/2017 priorities as presented by staff. City Council will then be provided an opportunity to establish new priorities in relationship to the existing priorities.

2 Page2of8 City Manager Mahdi Aluzri explained how the exercise assists staff with prioritizing where to focus efforts when implementing the City s strategic plan. Assistant City Manager George Chavez briefly reviewed the agenda then introduced the Council s adopted Fiscal Year 2016/2017 priorities. 1. Director of Community Services Nancy Hunt-Coffey spoke on the restoration of Beverly Gardens Park. City Manager Mahdi Aluzri explained that fundraising is a slow process that affects the time it takes to complete the project. Council agreed to look into accelerating the project to align with the Santa Monica project and asked staff to report where funding will be coming from. Vice Mayor Gold asked staff to look into whether there are any funds from the Santa Monica project that can be reasonably allocated to the Beverly Gardens Park project. 2. Chief Information Officer David Schirmer presented the Information Technology Fiber to the Premise and egov priorities. Council approved the priorities. 3. Assistant Director of Public Works/Operations Support Erick Lee presented the La Cienega Regional Treatment Facility Councilmember Mirisch requested to follow regional developments in storm water capture. Vice Mayor Gold requested for staff to consider what will be done with the La Cienega Park. Council approved the 4. Director of Community Services Nancy Hunt-Coffey spoke on the Master Plan City Needs at the La Cienega Park & Tennis Center Site. Assistant Director of Public Works/Infrastructure and Field Operations Trish Rhay spoke on the Storm Water Retention project. Councilmember Mirisch suggested looking into a footbridge to link both sides of the Park. Vice Mayor Gold suggested considering timelines before spending any more funds to update the Center. Mayor Bosse requested a timeline. Council expressed support for the 5. Assistant Director of Public Works/Operations Support Erick Lee presented the Santa Monica Boulevard Reconstruction & Traffic Mitigation Plan. Councilmember Mirisch requested to include signage about historic Route 66 after the project is completed and to include dedicated bike lanes. Deputy Director of Transportation Aaron Kunz spoke on road preparations for the bike lanes. Mayor Bosse requested to agendize the bike lanes as an item on the June 13th Study Session meeting. Councilmember Mirisch pointed out that the Task Force is operated as an open committee. Vice Mayor Gold suggested involving the Next Gen Committee. He also stated that he would like to the consultant be more open-minded in their development considerations for the area. Council agreed to find ways to include more participation from community members who have not previously been involved. 10. Assistant to the City Manager Timothy Hou spoke on the Small Business Task Force. Council stated the importance of small businesses and expressed unanimous support for the 11. Assistant Director of Public Works/Operations Support Erick Lee presented the priority to Advance Capital in the City. Vice Mayor Gold and Mayor Bosse suggested to explore investing more funds into the Capital Improvement Budget when the City has surplus funds. Council supported the 12. Assistant Director of Public Works/Operations Support Erick Lee presented the Subway Coordination Council approved the priority but due to the selected contractor Tutor Perini s past performance history, Council requested to ensure that Tutor Perini is held strictly to the budgeted amount and to the terms and conditions of the Memorandum of Agreement (MOA). They also requested that the MOA protect the City s businesses and residents. 13. Fire Chief Ralph Mundell, Police Chief Sandra Spagnoli, and Director of Emergency Management Resilience & Recovery Pamela Mottice Muller spoke on priorities related to Public Safety. Council approved the request. Councilmember Mirisch requested to explore donating retired firetrucks. Vice Mayor Gold expressed that he would like to see the advancement of triage centers at places other than hospitals. 14. Assistant to the City Manager Timothy Hou spoke on the Update to the City s 5- year Economic Sustainability Plan. Vice Mayor Gold expressed that he would like to look at the current Plan to understand how accurately the City projected the last five years. Mr. Hou stated that staff plans to return to Council with results in June Council approved the 15. Director of Community Development Susan Healy Keene presented the R-1 Hillside Development Standards Council unanimously approved the 16. Assistant Director of Public Works/Operations Support Erick Lee presented the priority for the L.E.D. Streetlight Program. Council expressed that although the plan is not as urgent as the other priorities, staff should stay the course especially as it may intersect with the City s technology and Fiber to the Premise plans. see

Vice Mayor Gold requested to take the Green Streets Initiative into consideration and to note any impacts to bicycles and automobiles. Assistant City Manager George Chavez presented the Disabled Placard Legislative Reform. Council supported continuation of efforts. 32. Director of Community Development Susan Healy Keene reviewed the Inclusionary Housing Councilmember Wunderlich pointed out that the priority will probably be discussed as part of the rent stabilization forum. Council agreed that the rent stabilization is more important and will address this issue in many ways. 33. Director of Community Development Susan Healy Keene reviewed the Consolidation of Permit Parking Zones. Council agreed to keep it as a B 34. Assistant Director of Public Works/Operations Support Erick Lee presented the priority on Separate Landscape Metering and stated that the City intends to implement, monitor and enforce provisions to ensure compliance with the updated municipal code. He noted that staff plans to return to Council with more recommendations in FY 17/ Assistant Director of Public Works/Operations Support Erick Lee presented the priority regarding the Public Works Services Space Assessment. Council supported continuation of efforts. Assistant City Manager George Chavez introduced the next set of priorities which were established by Council after the adoption of the 2016/2017 priorities. Chief Information Officer David Schirmer spoke on Autonomous Vehicles. Council agreed to support the Chief Information Officer David Schirmer spoke on Community Video Security. Council agreed to support the Assistant Director of Public Works/Operations Support Erick Lee presented the Public Works Matrix Audit. He stated that staff plans to have an implementation plan to present to the City Manager in July City Clerk Byron Pope spoke on the Anti-Voter Fraud Initiative. Council expressed support for the

6 Page 6 of 8 Director of Emergency Management Resilience & Recovery Pamela Mottice Muller spoke on Strengthening and Expanding Smoking Regulations. Council supported the Assistant Director of Public Works/Operations Support Erick Lee presented the Reforestation of Parcel 13. Council supported the Mayor Bosse asked Council if they had any new initiatives that they would like to present. Councilmember Wunderlich suggested bringing on an internal independent auditor/auditing department to conduct fiscal and operational audits and to report findings to Council. He explained the work that the auditor could be/would be expected to do and an estimation of the number of required staff. Councilmember Friedman and Vice Mayor Gold supported the idea but expressed concern about duplication of effort already performed by internal staff. Vice Mayor Gold also requested more information about the suggestion and the people/groups who may be considered to fulfill the request. Councilmember Mirisch suggested having a function of an independent ombudsman who could be a part of the suggested auditing department. Mayor Bosse suggested to have an analysis presented at an upcoming Study Session meeting. Councilmember Wunderlich suggested using a portion of the funds to begin acceleration of the unfunded liabilities. City Manager Mahdi Aluzri confirmed that it is planned to be proposed during the budget process. Councilmember Friedman suggested emphasizing being proactive in the City s approach to code enforcement. City Manager Mahdi Aluzri pointed out that an outside auditor has been hired to investigate and analyze code enforcement services. Assistant City Manager George Chavez added that a report should be concluded within the next two to three months but that Councilmembers Wunderlich and Friedman still need to be interviewed by the consultant. Councilmember Mirisch spoke on pension reform and suggested to look at systemic solutions. He also suggested more support and promotion for Arts and Culture in the City. Councilmember Friedman added that he would like the City to partner with the Beverly Hills Unified School District to emphasize support. Council supported the idea. Vice Mayor Gold suggested enhancing the City s 311 program. He spoke on the enhancements that he would like implemented. Mayor Bosse pointed out that the City s 311 program is called Ask Bev and that the City also has a Text BH program. City Manager Mahdi Aluzri stated that Ask Bev and Text BH are not as comprehensive as Vice Mayor Gold s suggestions. He discussed a previous attempt to implement an enhanced 311 program that was halted due to budget cuts. Mr. Aluzri also spoke on the current means needed to implement the concept. Council supported the idea.

7 Page7of8 Vice Mayor Gold also suggested developing a comprehensive community educational program and Public Safety plan to address the legalization of marijuana. City Manager Mahdi Aluzri confirmed that an ordinance is currently being developed. Council agreed to educate the community on the benefits and risks of marijuana use. Vice Mayor Gold suggested finding a formal way to understand, identify and discuss issues brought up at Council-participated regional meetings in order to decide which issues to participate in. Council supported the idea. Mayor Bosse suggested that the regional issues be brought for discussion during the City Councilmember and Committee Reports section in the formal meeting agenda. Mayor Bosse suggested making crosswalk safety a City Manager Mahdi Aluzri stated that efforts are currently in place to address the issue. Deputy Director of Transportation Aaron Kunz spoke on the Complete Streets study. Mayor Bosse asked to prioritize a broader review of the cross walks during the Complete Streets study. Council supported the suggestion. Councilmember Wunderlich suggested to make the Mayor s BO.L.D. initiative a priority and to prioritize greater participation from the Beverly Hills Visitor s Bureau to address possible declining international tourism. City Manager Mahdi Aluzri stated that the City is working very closely with its partners to ensure that their work plans address both issues on an interim basis and as part of the plan for FY 17/18. Council supported the suggestion. Councilmember Friedman suggested addressing the upcoming change in election dates. City Attorney Laurence Wiener spoke on his previous attempt to address the issue at the February 2, 2017 Study Session meeting. He noted that the item was not addressed however, will be brought back to Council during the summer of 2017 before the change takes effect on January 1, Councilmember Mirisch suggested prioritizing better outreach to recruit local residents to fill City positions. City Manager Mahdi Aluzri pointed out the efforts that have been made to consistently advertise in the local newspapers. Council supported the suggestion. B ADDITIONAL ITEMS TO CONSIDER (TIME PERMITTING) None. C - INFORMATION 2. Earthquake Earthquake Preparedness Month is held each April to encourage community members to take simple steps to prepare for earthquakes. Building upon previous years efforts, a variety of outreach activities designed to reach all segments of the community, including employees and residents, have been conducted throughout the month of April.
