This first PIR used data fr the first six mnths fllwing implementatin, and then annualized savings t determine if the Pstal Service increased efficiency by cnslidating riginating mail prcessing peratins frm the Dulles VA P&DC t the Merrifield VA P&DC. The AMP was apprved May 24,2010 and mved riginating peratins fr the ZIP cdes 201 and 226 t the Merrifield VA P&DC withut mdificatins t the perating plan. The transfer f vlumes t the Merrifield VA P&DC was cmpleted n July 1, The Dulles VA P&DC is an wned facility lcated apprximately 22.6 miles frm the Merrifield VA P&DC. Financial Summary: Cncurrent with this AMP there were numerus initiatives that required adjusting. These adjustments are identified belw. Ttal Annual SaVings: Ttal First Year: 1" PIR VB Pre AMP $6,067,300 $5,966,148 1 st PIR VB Prpsed $3,321,049 $3,349,897 The cnslidatin shifted an apprximate average daily vlume f 497,656 riginating first handling mail pieces (Base Perid) frm the Dulles VA P&DC t the Merrifield VA P&DC. There were 0 upgrades fr all classes f mail; 2 dwngrades fr Peridical and 2 dwngrades fr Standard Mail. The Nrthern Virginia District and Capital Metr Area realigned transprtatin, imprved peratinal efficiencies and made persnnel scheduling adjustments t ensure service cmmitments were met. Custmer Service Cnsideratins: The AMP prpsal identified vernight service cmmitment imprvements as nted in the evaluatin. These tw measurement systems have different parameters f measurement, therefre cannt be used fr a cmparisn basis t each ther. Transprtatin Changes: The apprved AMP prjected an annual Transprtatin cst f $469,435. The Adjusted First PIR prjects savings f $1,461,153 calculated frm wrk-hur and HCR mileage changes. Staffing Impacts: Based upn the first tw full quarters f data fllwing AMP implementatin, the adjusted annualized Functin 1 wrk hur savings are $3,252,677 cmpared t the initial AMP prpsal f $1,972,523. Adjusted EAS wrk hur Savings amunt t $558,556 cmpared t the prpsed savings $77,335. During the first six mnths fllwing implementatin anther event tk place; the Sterling L&DC was cnslidated int the Dulles peratins. As a result the emplyees that were n the rlls at the Sterling L&DC were mved t the Dulles P&DC ttaling 148 craft emplyees and 10 EAS. Dulles als received 4 craft emplyees resulting frm the Winchester int Dulles AMP. Craft persnnel changes are summarized frm the staffing cmparisn fr cmplement as f the end f Quarter 1 FY 2011 versus Pre AMP. 8 The USPS has nt had t lay-ff any emplyees frm the Dulles VA P&DC t achieve current cmplement levels and has aggressively wrked with the impacted emplyees fr placement in career psitins within the identified area f cnsideratin in accrdance with the Wrker Adjustment and Retraining Ntificatin Act (WARN). Maintenance Impacts: The AMP prjected net annual maintenance savings f $1,043,268 with the cnslidatin f riginating peratins int the Merrifield P&DC. The savings were attributed t the cnslidatin f cancellatin peratins at the Merrifield P&DC including the relcatin f 2 AFCS with the assciated supprt equipment frm the Dulles P&DC t the Merrifield P&DC. The Adjusted First PIR prjected Maintenance annual savings f $2,265,456 cmpared t the initial AMP prpsal savings f $1,043,268. The AMP study represented the cnslidatin f peratins and the PIR reflects all current peratinal changes during the review perid. Space Impacts and One Time Facility Csts: The apprved AMP prjected a ne-time cst assciated with the AMP f $130,000. The ne-time csts assciated with the relcatin f the AFCS and the assciated supprt equipment is $101,152.
