1 National Development and Reform Commission (NDRC) 国家发展和改革委员会 Address: 38 Yuetan Nanjie, Xicheng Qu, Beijing Website: NDRC, successor to the former State Development Planning Commission, directs industry policies, price reform, fixed-asset investment, and western development. It is also responsible for collecting, processing, and providing economic information to other government departments and enterprises. In March 2003, NDRC absorbed many macroeconomic and approval operations performed by the former State Economic and Trade Commission and many functions of the former State Council Office for Economic Restructuring. 3 General Office ( 办公厅 ) Oversees routine administrative work; organizes meetings; provides secretarial and information services; manages budget and finances; and handles complaints and visits. Department Responsibilities Policy Studies Office ( 政策研究室 ) Drafts major policies; releases information; and organizes studies on economic and social development reform, economic opening, and international economics; manage publications. Development Planning ( 发展规划司 ) Recommends strategies for national economic and social development and productivity allocation; proposes policies for medium- and long-term economic development, economic aggregate balancing, and structural readjustments; proposes development strategies and key policy measures for urbanization; and coordinates economic, social, and regional development plans. National Economy ( 国民经济综合司 ) Studies and analyzes domestic and foreign economic conditions; provides macroeconomic forecasts and early warnings and recommends countermeasures when necessary; drafts annual plans for national economic and social development; formulates macroeconomic objectives related to employment, price stability, and international balance of payments; coordinates plans for using national strategic material reserves, and researches the production and sales for coal and crude oil. Fixed-Asset Investment ( 固定资产投资司 ) Monitors and analyzes all fixed-asset investment activities; studies and proposes scale, structure, and funding sources for fixed-asset investment and regulatory policies; makes recommendations for reforming the investment and financing systems; approves state-funded construction and major construction projects, and drafts infrastructure construction plans for urban area. Economic Operations and Coordination Bureau ( 经济运行调节局 ) Monitors industry and transportation sector performance; coordinates resolution of industry and transportation sector economic operation problems; organizes the allocation and transportation of coal, gas, and other important resources; recommends uses for state material reserves; and manages state pharmaceutical reserves. Foreign Investment and Outbound Investment Utilization ( 利用外资和境外投资司 ) Studies international capital dynamics and monitors foreign capital use in China; controls the total size of foreign debts; approves projects with investment scales that exceed limits; drafts industry catalogues that guide foreign investment in cooperation with relevant agencies; and arranges overseas resource development and investment projects involving large amounts of foreign currency. Economic System Reform ( 经济体制综合改革司 ) Conducts studies on important reform and opening issues; drafts comprehensive economic reform plans and coordinates specialized reforms; and makes recommendations for promoting economic system reform and improving the socialist market economic system. Regional Economy ( 地区经济司 ) Drafts regional economic development plans and recommends policies for land improvement and development; guides economic development and relief programs in border areas and ethnic minority regions; and assists in formulating plans for water resource conservation, ecological improvements, and environmental protection plans.

4 Western Development ( 西部开发司 ) Drafts and organizes strategic plans and polices for promoting western China s development and coordinates the implementation of key programs related to infrastructure, environmental protection, and project distribution in western regions. Facilitates cooperation between Western area and Eastern coastal area. Basic Industry ( 基础产业司 ) Coordinates energy and transportation development planning consistent with the macro economy and social development; analyzes the energy and transportation sectors; and proposes policy solutions for major basic industry issues. Resource Conservation and Environmental Protection ( 资源节约和环境保护司 ) Studies and resolves major problems related to the coordinated development of the economy, society, environment, and resources; proposes policies and plans for resource conservation and use; helps create environmental protection plans; coordinates work related to environmental protection; promotes clean production; coordinates the implementation of demonstration projects and the popularization of new products, technologies, and equipment; and undertakes the routine work of the Office of National Coordination Committee for Climate Change. Employment and Income Distribution ( 就业和收入分配司 ) Studies employment, income distribution, and social security; proposes employment plans and policies that increase employment, adjust income distribution, and improve the coordinated development of social security and economy; organizes the formulation and verification of reform plans for employment and income distribution; and coordinates resolution of relevant Northeast Revitalization ( 东北振兴司 ) Drafts and organizes strategic plans and polices for revitalizing northeastern China; coordinates the implementation of projects related to promoting the transformation of old industrial areas and sustainable development for resource-based cities. Industry Coordination ( 产业协调司 ) Analyzes industry and services sector issues; organizes and drafts overall industry policies; coordinates industry and services development plans; promotes major equipment and construction of major industrial bases; drafts strategies and major policies in the services sector; approves development plans for major corporations; guides the development of service sectors across the country; and draft policies for industrial and service sectors. Climate Change Response ( 应对气候变化司 ) Analyzes the impact of climate change on economic and social development; organizes and drafts strategies and policies for dealing with climate change issues; manages China s participation in the United Nations Framework Convention on Climate Change (UNFCCC); participates in international negotiations on climate change; oversees China s involvement with the UNFCCC Clean Development Mechanism; and manages the work of the national leading group for climate change, energy reserves, and emissions reductions. Economic Trade ( 经济贸易司 ) Monitors both domestic and international markets and maintains the aggregate balance of important commodities; formulates plans for managing the total volume of import and export of important agricultural products, industrial products, and raw materials; supervises and adjusts implementation of these plans; manages state reserves of important materials and commodities including grain, cotton, and sugar; proposes strategies for Rural Economy ( 农村经济司 ) Studies major agricultural and rural economic development issues; makes recommendations for rural economic development and reform; and coordinates development plans and policies for agriculture, forestry, water conservation, and meteorology. High-Tech Industry ( 高技术产业司 ) Studies high-tech industry and technology trends; proposes strategies, policies, and construction projects related to development of new technology industries and technological improvement; recommends policies that support the development of key technologies; organizes demonstration projects and research and development of equipment that is vital to the national economy; organizes and promotes technological innovation and the integration of industry, academia, and research; and promotes the formation of new economic sectors. Social Development (State Council Medical System Reform Office) ( 社会发展司 ) ( 国务院医改办公室 ) Proposes strategies for social development; formulates and coordinates development plans and policies related to population, culture, education, public health, sports, broadcasting, television and film, tourism, law enforcement, and civil affairs; and resolves social development and social reform problems. Fiscal and Financial Affairs ( 财政金融司 ) Studies fiscal and monetary policies, including capital balance and financial systems reform; proposes direct financing development strategies and policy recommendations; participates in decision-making on the overall volume, structure, and direction of securities issuance; and promotes the development of investment and venture capital funds.

Price ( 价格司 ) Forecasts price changes and recommends objectives, policies, and reform plans for price adjustment; sets prices for important commodities; formulates policies and implements charging fees; proposes scope, principles, and measures of price management; sets and adjusts prices and fees administered by the central government; and organizes investigations into costs of major agricultural products. Foreign Affairs ( 外事司 ) Promotes cooperation among the NDRC and international organizations, foreign government agencies, and foreign institutions; assists other departments in promoting major international cooperative projects; carries out studies on the world economy; and conducts routine NDRC foreign affairs work. CCP Committee ( 机关党委 ) Guides NDRC ideology. Price Supervision and Anti-Monopoly ( 价格监督检查与反垄断局 ) Manages price supervision; organizes price inspections; handles cases of illegal activity related to commodity price and fee collection and violations of price-related laws by centralgovernment agencies, provincial governments, and state-owned enterprises under the direct supervision of the central government; drafts administrative laws and price supervision regulations; and oversees reconsideration cases and price-violation penalties. Personnel ( 人事司 ) Manages NDRC s personnel affairs. Retired Officials Bureau ( 离退休干部局 ) Handles retired cadre affairs. Laws and Regulations ( 法规司 ) Drafts relevant laws, administrative regulations, and rules following NPC s requests; studies the implementation of relevant laws, administrative regulations, and rules; and handles administrative reconsideration and responses to administrative lawsuits. Special Office of Key Project Supervision ( 重大项目稽察特派员办公室 ) Organizes and conducts inspections of major construction projects; tracks industry and local government performance in implementing national investment policies and regulations; supervises the arrangement of national fiscal budgets used for construction and proposes resolutions for violations. State Reserve Bureau ( 国家物资储备局 ) Formulates national strategic reserves strategies and plans; oversees standards, target setting, and daily management of national strategic material reserves; oversees national reserve security; and coordinates education, training, and records processes for the national reserve system. Discipline Inspection ( 中纪委 监察部驻委纪检组 监察局 ) Reviews NDRC and CCP implementation of policy decisions and ensures that operations conform to laws, regulations, and State Council decisions; investigates NDRC leadership and staff accused of violating these policies; and assists with anticorruption work.

6 Other Important Centers/Committees under NDRC NDRC Academic Committee ( 发改委学术委员会 ) Reviews outstanding academic achievements; grants awards for research excellence; and promotes academic communication. Drug Pricing Evaluation Center ( 药品价格评审中心 ) Reviews national medicine prices; proposes price management regulations; and researches medicine price variations between foreign and domestic markets. Price Certification Center ( 价格认证中心 ) Evaluates and certifies national prices and adjudicates final pricing. National Energy Conservation Center ( 国家节能中心 ) Researches regulation and policymaking; oversees energy efficiency assessments for fixed-asset investments; promotes new-energy conservation technologies, products, and systems; provides advocacy, training, information, and advisory services on energy conservation; manages energy efficiency labeling; and coordinates international cooperation on energy conservation. National Investment Projects Approval Center ( 国家投资项目评审中心 ) Reviews investment proposals for national investment projects; evaluates national investment projects; and gets involved into the management of national investment projects. Major Administrations under NDRC Supervision National Energy Administration ( 国家能源局 ) Coordinates national energy policy and incorporates functions of the former NDRC Energy Bureau, State Council Leading Group on Energy.
