3 National Development Pillars 25 year National Long Term Vision (NLTV) Vision 2030 set in 2005: prosperous middle-income nation by year policy and strategy document the National Development Plan National climate change policy being developed prosperous climate resilient economy

4 Initial National Development Process National Development reintroduced in 2002 Two pronged process i.e. top-down and bottom-up Ad-hoc system for coordination of sectors, provinces and stakeholders engagement

5 Implementation and Coordination Mechanisms Sectors and provinces prepare 5 year strategic plans that contribute to the achievement of the NDP targets 3 year Medium Term Expenditure Frameworks (programmes and projects) Operational annual work-plans and budgets

6 Vision 2030, NDPs, MDGs and Other International Agreements Evaluation (National and Sector) Strategic Documents (Sector) Monitoring (National, Sector, Province, District) Implementation Cycle Operational 3 to 5 years (MTEF) Implementation of MPSAs Annual Work Plan Annual Work-plan developed in line with NDP, Strategic Plan and MTEF

8 NEW APPROACH TO NATIONAL DEVELOPMENT PLAN PREPARATION National and Budgeting Policy in place, the process of developing and implementing the NDP will be as follows:- 2 years before the expiry of the existing Plan, preparation for the successor plan commences, thus the Seventh NDP preparation should begin this year.

10 NATIONAL DEVELOPMENT PLAN PREPARATION PROCESS Year One 2015 Public Consultations Sectors, Provinces, Districts, Civil Society, Political parties Situation Analysis and production of Issues Paper NDP progress reports, Evaluation reports, Demographic Dividend Report, ZAMMOD data, Green Jobs assessments among others Concept Note, Roadmap, organisational framework Approval by Cabinet and policy statement

12 NATIONAL DEVELOPMENT PLAN PREPARATION PROCESS Year Three In Q2 following an election year, i.e. 2017, draft NDP in the form of a green paper is tabled before Cabinet. The NDP approved and launched by the President. Provincial and District Development Plans finalized in line with the approved NDP NDP submitted to the National Assembly to support the national budget

13 INCLUSIVENESS IN THE DEVELOPMENT OF THE NDP Cabinet Office Policy guidance and approvals Ministry of Finance Coordinates the whole process in liaison with Cabinet office Sectors and provinces are required to: Strengthen MISs in their Institutions Provide updated data in the proposed formats Give explanations for the reported implementation status Make specific recommendations Civil Society, Political Parties and Private Sector consulted at various stages of the NDP development process

15 NDPs Impact Evaluations LCMS National, Provincial and District indicators aligned to the national strategic focus and sector priorities Outcome Output Activities Input RDP, MTR, LCMS APRs, Sector Reports and Statistical Bulletins, MMRs, Spot Monitoring Annual Work Plans Budget Correct, learn and reinforce through NDCC, SAGs, PDCCs, DDCCs
