26 Comprehensiveness 35. Does the executive s buget or any supporting buget ocumentation present information for at least the buget year on extra-bugetary funs? a. Yes, extensive information on extra-bugetary funs is presente, incluing both a narrative iscussion an quantitative estimates. b. Yes, information is presente, highlighting key extra-bugetary funs, but some etails are exclue. c. Yes, some information is presente, but it lacks important etails.. No, information on extra-bugetary funs is not presente. Citation an/or comment: 36. Does the executive s buget or any supporting buget ocumentation present information for at least the buget year on intergovernmental transfers? a. Yes, extensive information on intergovernmental transfers is presente, incluing both a narrative iscussion an quantitative estimates. b. Yes, information is presente, highlighting key intergovernmental transfers, but some etails are exclue. c. Yes, some information is presente, but it lacks important etails.. No, information on intergovernmental transfers is not presente. Citation an/or comment: Yellow Book. Researcher response: The answer shoul be maintaine at for the following reasons: a) The cut-off perio for the questionnaire is 2005 not 2006 as Peer Reviewer Two seems to suggest. b) I mae reference to page 471 of the 2006 Yellow Book; there is no transfer from Mpongwe District Health Management to University Teaching Hospital (UTH). What is there is an activity 2 which provies for provision of 1 st level referral services. This oes not mean that Mpongwe will transfer K374 million to UTH, but rather shows what Mpongwe itself will spen with respect to referral cases to first level hospitals. A more appropriate response to this question woul be b. E.g. in the 2006 Yellow Book page 471, there is a transfer to the University Teaching Hospital (UTH) an UTH is an autonomous boy. IBP Comment: IBP eitors chose answer to maintain consistency of assumptions across countries. 26

27 37. Does the executive s buget or any supporting buget ocumentation present information for at least the buget year on transfers to public corporations? a. Yes, extensive information on transfers to public corporations is presente, incluing both a narrative iscussion an quantitative estimates. b. Yes, information is presente, highlighting key transfers to public corporations, but some etails are exclue. c. Yes, some information is presente, but it lacks important etails.. No, information on transfers to public corporations is not presente. Citation an/or comment: The government no longer provies subsiies to public corporations. If this was one, it woul be reflecte in the buget. However, there are instances when it provie loans to some parastatals, an tax incentives an concessions to private companies. Researcher response: I have taken note of the comment but still maintain the answer. I have interprete public corporations in this context to mean parastatals which are solely or partially owne by the government to make profit an woul exclue public or government-owne (100%) institutions such as the Zambia National Broacasting Corporation (ZNBC), the University of Zambia, an the University Teaching Hospital which are grant-aie or government-supporte. The government of the Republic of Zambia (GRZ) is encouraging these institutions not to be 100% epenant on it in terms of revenue/income but to remain government-owne. If you agree on the change of efinition to inclue ZNBC an similar boies as suggeste by Peer Reviewer 2, I woul amen the answer to c. However, uner the present circumstances I prefer. A more appropriate response to this question woul be b. E.g. on page 329 of the 2006 Yellow Book, there is a transfer to Zambia National Broacasting Corporation, a publicly-owne corporation. IBP Comment: IBP eitors chose to maintain consistency of assumptions across countries. 27

Yes, extensive information on quasi-fiscal activities is presente, incluing both a narrative iscussion an, where possible, quantitative estimates. b. Yes, information is presente, highlighting key quasi-fiscal activities, but some etails are exclue. c. Yes, some information is presente, but it lacks important etails.. No, information on quasi-fiscal activities is not presente. c Citation an/or comment: Yellow Book. Program coe 03 shows support to institutions which inclue quasi-government institutions. Page 967, program coe 3 shows allocations to the Coffee Boar of Zambia an to the Tobacco Boar of Zambia, among others. 39. Yes, extensive information on future liabilities is presente, incluing both a narrative iscussion an quantitative estimates. b. Yes, information is presente, highlighting key future liabilities, but some etails are exclue. c. Yes, some information is presente, but it lacks important etails.. No, information on future liabilities is not presente. Citation an/or comment: Researcher response: The comment from Peer Reviewer Two is note, but I still maintain the answer. Peer Reviewer 2 is focusing on the 2006 buget not the 2005 buget. Even then, the comment still supports answer, not c, as it points out what the government of the Republic of Zambia intens to spen in 2006 (current year, ie, BY) not 2007 (BY+1). The key wor here is future not present. A more appropriate response to this question woul be c. For example, paragraph 105 of the 2006 buget speech gives the amount that the government woul spen on public service pension IBP Comment: IBP eitors chose answer to maintain consistency of assumptions across countries. 44. No, information on tax expenitures is not presente. Citation an/or comment: 46. Does the executive s buget or any supporting buget ocumentation ientify all earmarke revenues? a. All earmarke revenues are ientifie iniviually. b. At least two-thirs of, but not all, earmarke revenues are ientifie iniviually. c. Less than two-thirs of earmarke revenues are ientifie iniviually.. No earmarke revenues are ientifie iniviually. a Citation an/or comment: Page liv uner Exceptional Revenue, the Yellow Book shows fuel levy an meical, both of which are earmarke revenues. Another is excise on electricity, recore on page xlix uner Customs an Excise. 31

32 47. What percentage of expeniture in the buget year is eicate to spening on secret items relating to, for instance, national security an military intelligence? a. One percent or less of expeniture is eicate to secret items. b. Three percent or less, but more than one percent, of expeniture is eicate to secret items. c. Eight percent or less, but more than three percent, of expeniture is eicate to secret items.. More than eight percent of expeniture is eicate to secret items, or the percentage is not available to the public. Citation an/or comment: The researcher marke the response as b. Defense Intelligence an Zambia Securities Intelligence account for 1.5% of the buget, base on the calculations from the Yellow Book. Figures obtaine from pages 778, 781 an Researcher response: I have taken note of the comment an totally agree with it. It applies to all countries. My response is base on what is reflecte in the buget an hence objective. We shoul avoi speculation an therefore maintain the answer b. A more appropriate response to this question woul be. My view is that there is much more information in the buget than meets the eye, most of which is isguise in other expeniture lines; for instance, the buget oes not show how much is spent on the presient s health problems but it is common knowlege that the tax payer is paying a lot towar the presient s health. Refer to the Post newspaper s eitorial of Thursay 15 th June IBP Comment: IBP eitors chose answer in light of the peer reviewer an researcher comments. These comments seem to suggest that the amount that is kept secret from the public is not possible to calculate with great certainty, suggesting that the the percentage is not available to the public. 32

Researcher Response: Peer Reviewer Two s comment still supports the answer, not b. The comment is a policy objective (broa as it may be) not a goal, which the question refers to. The issue is how oes an 18% increase in allocation to economic sectors translate into increase economic growth? A more appropriate response to this question woul be b. Refer for example to the 2006 buget speech which states Mr. Speaker, in line with the Government s objective of enhancing broa-base economic growth, we are proposing to spen K1, billion or 18 percent of the total buget in the economic sectors. IBP Comment: IBP eitors chose answer c to maintain consistency of assumptions across countries. 33
