4 PREAMBLE :- PROCEEDINGS OF THE GOVERNMENT OF KARNATAKA Subject : Cases which assent of Fance Department may be presumed have been given - Orders regardg. Read : 1) G. 0. No. FD 2 TFP 88, dated 11 th May, ) G. 0. No. FD 6 TFP 91, dated 10 th December, In the Government Orders referred above certa have been delegated the Secretaries of the Admistrative Departments of Government. Para 302 and Appendix-10 of the Revised Secretariat Manual of Office Procedure also conta the list of s which the assent of the Fance Department may be presumed have been given. Rule 45 of the Karnataka Government (Transaction of Busess) Rules, 1977 provides for Fance Department prescribe, by general or special order, s which its assent may be presumed have been given. For expeditious transaction of Government busess, it is considered necessary review the subject of delegation of. Accordgly, a review of exis delegation of fancial and admistrative has been under taken Fance Department. ORDER NO. FD 1 TFP 96, BANGALORE DATED: In supersession of Government Orders referred at SI. Nos. 1 and 2 above, Fance Department prescribes the s, as given the Annex this order, which its assent may be presumed have been given as contemplated under Rule 45 of the Karnataka Government (Transaction of Busess) Rules, However, any general or special, which may have been delegated by specific orders the Heads of Departments and s at different levels workg under their control, will contue be exercised by them. Similarly, if any authorities have been notified specifically, under specific orders, as sanctiong authorities, they will contue exercise the specified such orders. In other words, the presumption of Fance Department's assent the s listed the Annex this order will apply when approval of the Government the concerned Admistrative Department is required. 3. Appendix-10 the Revised Secretariat Manual of Office Procedure is substituted by the Annex this Government Order. 5 2 ANNEX To Government Order No. FD I TFP 96, dated loth July, Cases In which assent of Fance Department may be presumed have been given. 1. Appotments and promotions sanctioned posts accordance with the Rules of standg orders. 2. Fillg up of vacancies by.makg charge or.dependent charge arrangement and orderg the payment of charge allowance accordance with the rules and standg orders. This also applies contuation of such arrangement and payment of charge allowance beyond six months. This also cludes operation of Rules 66, 67 and 70 of K.C.S.Rs. (Para 4 of G. 0. No. FD 21 SRS 87, dated 3rd August 1987 about seekg Fance Department's concurrence for contuation of such arrangements beyond twelve months is deleted.) 3. Contuation of Temporary posts. (Temporary posts sanctioned under both plan and non plan as per para 2 (i) of G. 0, No. FD 58 SRS 79, dated 27th September 1979 which are required be contued further), 4. Cases of suspension and payment of subsistence allowance (and their contuation) as per rules and standg orders. 5. Creation and contuation of posts under Rule 441 of K.C.S.Rs, the cost of which is recoverable from the borrowg stitutions. 6. Creation of posts stitutions not get Government funds but requirg Government approval as per law. 7. Sanction and contuation of deputation of Government servants on posts other Government Departments and on foreign services, provided the prescribed rules, standg orders and standard terms and conditions are applicable. 8. Sanction of compulsory wai under Rule 8 (15) (f) of K.C.S,Rs. 9. Deputation for trag with or outside the State but with India, as per rules, provided the duration of trag does not exceed three months and subject availability of budget provision. 10. Sanction supply of additional quota of articles of stationery accordg the prescribed procedure. 32. To write off irrecoverable loans or revenue as per rules up and clusive of Rs. 75,000 subject Rs. 7.5 lakh per annum.

To Write off the values of sres, property or Government money lost other than by fraud or negligence of Government servants, as per rules, up and clusive of Rs. 75,000 subject Rs. 7.5 lakh per annum. 34. Sanction declare sres as obsolete, surplus or unserviceable and dispose off them the best advantage of Government, subject the provisions of Articles 168 of K.F.C., whenever such sanctions require Government approval. 35. Sanction of expenditure on supply of uniform and kit articles uniformed cadres and supply of clothg as per the scales laid down and accordance with the rules and standg orders, with the available budget provision. 36. Sanction of daily allowance for halts on ur, wherever such sanction requires Government approval. 37. Approval of budgets of local bodies, etc., which require Government approval as per law. This is subject. the followg conditions:- (a) While communica approval, it is made clear that the approval of the budget does not mean expenditure sanction where further approvals are necessary; and (b) Wherever Government grants, loans, etc,, are taken as receipts by such local bodies their budgets, the same should be conformity with the amounts provided for the State Budget for such. purposes. 38. Proposals for suspension/remission of land revenue under the Karnataka Land Revenue Act, 1964 and the relevant rules on the subject. However, the statements of suspensions and remissions, made may be sent Fance Department half yearly September and March. 43. Notifyg acquisition of lands required for approved schemes/projects. 44. Acceptance of tenders accordance with the rules on the subject. Sanction for entrus works Karnataka Land Army Corporation or Karnataka State Construction Corporation on entrustment basis as per the terms and, conditions approved by Government without vi competitive quotations or tenders, provided the cost of the work so entrusted does not exceed Rs. 50. lakhs. 46. Admistrative approval of the estimates for works up Rs crore, provided there is a specific provision of not less than 30 percent of the estimated cost the Budget. The amount required

10 7 a year for -an on-gog work will be computed as 40 percent of the estimated cost of such work the second year and 30 percent of the estimated cost the third year and entire balance required if it goes on beyond the third year. The admistrative department will also ensure similar of more provisions the subsequent years when these new works, approved the current year become on-gog works, If a work is scheduled be completed less than three years, the provision available for it should be proportionately more. 48. Distribution of lumpsum provision for works, exhibitions, conferences etc., provided the amount allotted for item does not constitute 'New Service' and provided that the conditions stipulated items 46 and 47 above are satisfied of works. 49. Excess over estimates or revised estimates up 15 percent provided the excess over the origal estimate does not exceed Rs, lakhs all. 50. Enterg annual contract for matenance, servicg and repairs of expensive equipments, if the admistrative Department is satisfied that it would be more economical than attendg them on adhoc basis. 51. Sanction of Grant--Aid up Rs lakhs, provided it is strictly accordance with the approved Grant--Aid Code/Rules and further provided that there is specific Budget provision for the payment of Grant--Aid the stitute concerned or a lumpsum provision is distributed among the stitutions with the concurrence of Fance Department. 52. Sanction of reappropriation not exceedg Rs. 20 lakhs with a grant, subject the provisions of Articles 308, 309, 312 and 313 of Karnataka Fancial Code, 1958 and further subject the conditions that it does not volve- (a) (b) (c) (d) (e) (f) (g) reappropriation between Plan and Non-plan; an undertakg of a recurrg liability which means a payment extendg beyond the year which it is sanctioned; an crease the allotment for secret service expenditure; reappropriation from one grant another grant; reappropriation from voted charged and vice-versa; reappropriation from Revenue Capital and vice-versa. Proposals of a primarily admistrative nature (e.g.., shift of headquarters or an office etc.,) provided no capital or non-recurrg expenditure is volved and where no fresh recurrg expenditure (other than TA and DA of the staff which is shifted) is volved.

Order No. FD 7 TFP 91, dated : 16th September 1991 some of the Heads of Departments have timated the designations of the officers under them who will exercise the of Divisional / / Sub-divisional / Taluk level officers as delegated by aforesaid Government Order.
