3 I. Purpose This policy defines the Resource Allocation System and Resource Distribution System which are the foundation for allocating and distributing regular resources for country programmes. The policy is accompanied by the Guidance Note on Regular Resource Allocation System (RAS) and Regular Resources Distribution System (RDS), as well as the Guidance Note on Matching Funds. II. Policy This policy establishes the following: uses the Executive Board approved Resource Allocation System (RAS) 1 for classifying country programmes into categories and establishes indicative planning figures for individual country programmes, based on the countries needs and ability to finance. The Executive Board approves the RAS shares of regular resources allocated to each category of country programmes. The Resource Distribution System (RDS) is a -internal system that considers the RAS indicative planning figures and determines the final planning figures for individual country programmes for the four-year strategic plan period, in consultation with Regional Directors. The Executive Director approves the RDS planning figures. Country offices shall use the RDS planning figures for formulating new country programmes. The annual programme ceiling for individual country programmes, which may differ from RDS planning figures depending on the availability of the overall regular resources for country programmes, is communicated in the Annual Regular Resources Distribution Plan and its revisions, issued by Division for Management Services upon approval by the Executive Director. The Regional Directors can make adjustments to the annual programme ceilings, based on their assessment of needs, as long as this respects the Executive Board-approved ranges for each category/quadrant. All requests will be reviewed by DMS and PD to ensure the changes respect the Executive Board-approved ranges for each category/quadrant and the decision will be communicated to Regional Offices. As part of its regular annual reporting, will report to the Executive Board on the expenditure of resources by RAS country programme categories. 1 Strategic Plan Annex IV Business Model 1
