9 THE HOLDERNESS SELECT BOARD FOR 2003 Left t Right: Paul Westn (Twn Administratr), Selectman Peter Francesc, Selectman Arthur Barthlmew, Steve Huss (Chairman), Selectman Barbara Currier, Sam Laverack (Vice-Chairman), Dee Canavan (Municipal Secretary). WOW! 2003 is behind us. Quite a busy year when yu review the prjects and issues t be dealt with. Sme f the prjects cmpleted: Central Schl Rad rebuilt with new bx culverts (didn't ur Highway Department d a great jb?) Cmplete prperty revaluatin f the Twn (thanks t Wil Crcran fr his prfessinalism and t the Twn Hall staff fr accmplishing this majr task). The new Twn f Hlderness Website is up and running. If yu haven't been there it is It is laded with all the pertinent infrmatin yu shuld need t keep up t date n Twn matters. East Hlderness Rad's line f site was dramatically imprved in cnjunctin with the new Kingdm Hall f Jehvah's Witness. The Transfer Statin relcatin prject requires its wn paragraph. This was quite the prject. First, we are mandated t cmplete capping by Octber r face ptential daily penalties. Then we d nt have t d it at all. N wnder peple are cnfused when dealing with the gvernment. In any event the Selectmen began immediately after Twn Meeting last year t cmplete this prject. This included the purchase f the 12+acre parcel n East Hlderness Rad. In May the State passed the law exempting twns with a ppulatin f under 5000 frm the mandated capping requirement. After review f ur site, review f ur test wells, and public hearings, the Select bard decided t take advantage f the exemptin. Mnitring will cntinue n the test wells, but at this time this prject has been tabled. Speaking f the State f New Hampshire, the Bard f Selectmen cntinues t have discussins with the Department f Transprtatin n several issues. A slutin t the unsatisfactry surface f the bike path has been prpsed by the DOT that includes -7-

10 paving "sme" sectins f the path. The Select bard has rejected that slutin as it is felt that the surface f the path shuld be the same ne end t the ther. The secnd prject is the Village Sidewalk prpsal- we want t d it the "Hlderness Way". We are currently at an impasse but cntinue t try t mve frward. Third is the prpsed new Rute 1 75A bridge cnnecting Hlderness t Plymuth. As this is primarily an entrance t the Twn f Plymuth, Hlderness fficials have deferred many design decisins t the Twn f Plymuth. We d have cncerns abut the design nt increasing flding in an already fld prne area, and are wrking n making sure this is addressed apprpriately. Finally, it appears as thugh we are n the last leg f the finalizatin f the Enhanced 911 prject. Dick Marden has wrked patiently with the State and advises that this will be cmpleted in the first part f Onging prjects fr 2004 that yu will see within the 2004 twn budget and warrant include: Master Plan update is in prgress in the Planning Bard. Twn Hall renvatins are prpsed. Painting was cmpleted in Nw it is time t lk at the interir and parking lt issues. Obtaining gravel frm the Pemi Fish and Game site, which we are revisiting as this prject has met with lcal ppsitin. During 2003 we saw the retirement f valued emplyees. Chief Salmn f the Plice Department retired in mid-year. We wish Dug well in all his future endeavrs and want t thank him fr his years f service t the Twn. Jake Patridge was swrn in as Chief late last summer. We wish Jake the best in this new psitin and have every cnfidence in his ability t perfrm as Chief f Plice. Gergene Fabian retired frm her psitin as Welfare Directr in December. As always, Gergene filled her rle admirably and will be missed. Luis Pare has filled Gergene's shes in this vital rle and we wish him the best. With Twn Meeting cmes my retirement as Selectman. I want t thank all f the citizens and emplyees f the Twn f Hlderness fr their supprt ver the last nine years, especially thse that give f their valuable time t vlunteer fr the varius bards and cmmittees. 11 DEDICATION f the 2004 ANNUAL REPORT After serving the Twn n varius bards and cmmittees fr mre than twenty five years, Rger Gage is stepping dwn frm the Supervisrs f the Checklist. In 1976 Rger Gage mved with his wife Berl t Hlderness and was asked almst immediately t serve n the Park Cmmittee, which versaw plicy and peratins at the Twn Beach. By 1979 he had been elected t the Bard f Selectmen. Since 1992 he has served n the Supervisrs f the Checklist actively preparing fr and participating in the imprtant electins held at Twn Hall. Rger has als been very active in the Hlderness Histrical Sciety, serving as President, rganizing Hlderness Old Hme Days, and assisting in establishing the Histrical Sciety in their hme at Curry Place. Fr years he has been ur twn histrian, prviding accurate and timely infrmatin n imprtant events f this cmmunity and helping thers learn f ur cultural and cmmunity traditins. The abve picture f Rger ut n the lake is very apprpriate - his fishing explits are legendary. Fr his superb leadership and lng service t the cmmunity, we dedicate this annual reprt t Rger Gage. -9-

12 DEDICATION OF THE 2004 ANNUAL REPORT After nine years f service n the Hlderness Bard f Selectmen, Steve Huss is stepping dwn fr sme well deserved rest and relaxatin (see pht belw). His early years were spent cnstantly mving arund the midwest, thus Steve has a deep lve f Hlderness and thinks f the cmmunity as his true hme. He has a degree frm Purdue University in finance and marketing. In Steve purchased Hawkensen Equipment, and mved t Hlderness with his wife Kathy, and daughters Stephanie and Jennifer. Sn his new friend Earl Hansen suggested he jin the Planning Bard, and his direct service t the cmmunity began. A review f accmplishments under his leadership reveals the Twn is light years away frm where we were in 1995 when he jined the Bard f Selectmen. Prjects accmplished during his tenure include: cmprehensive twn-wide rad recnstructin and paving, new Public Wrks garage, new Fire/Plice statin, Rute 3 recreatin path, public bat ramp access t Squam Lake and Twn Office renvatins and structural repairs. Enhancements have been seen in the Twn's accunting, budget frmat, assessing, and tax billing systems, new prperty tax mapping, and a twn-wide revaluatin f prperty. While Steve will be the first t credit thers, his superb leadership has enabled these prjects t cme t fruitin fr the benefit f all. Staff hired during his time in ffice includes the Twn Administratr, tw Plice Chiefs, and the Public Wrks Directr, amng thers. Anyne wh has wrked with Steve realizes his business acumen, his ability with finances and his gd cmmn sense. Each Mnday evening at the Selectmen's meeting, Steve has always tried t be fair and listen t all sides f an issue befre making a decisin. We respectfully salute him fr his cntributins t ur cmmunity - a better place t live because f his willingness t serve. 13 2003 TOWN ADMINISTRATOR'S REPORT It is with pride and pleasure I submit t yu n behalf f the Bard f Selectmen the 2003 Annual Twn Reprt. Again this year an effrt has been made t prvide yu with a wealth f infrmatin and statistics n hw yur tax dllars were expended fr municipal, schl, and ther purpses. It is mst imprtant in ur demcratic system t cmmunicate fully t yu the activities and prgrams which have been undertaken during the past twelve mnths. I encurage yu t cntact the Twn Office whenever yu have a questin cncerning Twn business. We are here t serve yur needs, and stand ready t respnd when we can be f assistance. I want t persnally thank Steve Huss and Rger Gage fr their past fine service t the cmmunity. 14 HOLDERNESS TOWN BEACH The Twn Beach saw a lt f activity during the ht, humid, and smewhat rainy summer f In all, 237 twnspeple purchased beach passes fr the 2003 seasn. This was the first summer fr ur n smking plicy. Imprvements t the facility fr 2003 included the purchase f new picnic tables and a metal ladder fr the raft. We als have been wrking t make the beach handicap-accessible. Beach Attendants were n duty frm 10:00AM t 5:00PM, June 15th thrugh Labr Day. They are nt hired as, nr are they necessarily qualified as lifeguards. Their duties are t mnitr beach use by Hlderness residents/taxpayers and their guests, t enfrce the rules, and t enhance the safety and enjyment f all wh use the facility. Thank yu t this year's Beach Attendants: Penny Huynen, Sarah Belanger, Michelle Bnd, and Megan McGrath. In additin t the fine, sandy beach, the facility has swing sets, picnic tables, a raft, a changing rm, and prta-ptties. There is a public phne fr limited lcal calls and emergency use. Althugh trash receptacles are prvided, we are appreciative f the many beachgers wh cmply with ur "carry-in/carry-ut" plicy. In 2003 the Twn Beach was again prepared in the spring by vlunteer students frm the Hlderness Schl. This invlved raking the beach, installing and anchring the raft and the swim lines, and setting up the swings and picnic tables. In the fall they came back t put everything away fr the winter. We als want t thank Camp Deerwd fr prviding CPR training fr the Beach Attendants and all f the Summer Day Camp Staff. When purchasing a beach pass fr 2004 at the Twn Hall, please pick up a cpy f the beach. "Rules and Regulatins." 16 HOLDERNESS NSERVATION MMISSION The majr fcus f the cmmissin in 2003 cntinues t be the three twn cnservatin prperties. Members f the cmmissin visit all three prperties n a regular basis, bth fr trail repairs and LCIP (Land Cnservatin Investment Prgram) related duties. The duties invlve mnitring ne easement, the Pilte Frest and the Pemi Riverside Park. Picnic tables dnated by David Mre f Squam Lakeside Resrt, were placed n all three prperties. Many thanks t David fr that dnatin. This year using mney frm the Cnservatin Cmmissin's special accunts fund, we hired a frester t d a natural resurce inventry f the Twn Frest and the Pemi Riverside Park prperties. We will be using that reprt during the cming decade t manage thse prperties. The Cmmissin cntinues t be strngly interested in the prtectin f the lcal envirnment, particularly with respect t water (streams and lakes). It is imprtant t prtect the lcal watersheds and the streams that flw ut f thse watersheds int Squam Lake and the Pemigewasset River. The nrth end f River Street will sn be incrprated in a well-head prtectin zne fr the Twn f Plymuth and it is imprtant als fr the Twn f Hlderness t prtect its gravel-pack aquifers assciated with the intervale area. This means strng adherence by the Twn t existing planning and zning regulatins. We have cntinued ur cperative arrangement with Plymuth State University with respect t the PSC Day Prgram. Students frm the cllege cleaned up n the Hlderness side f Livermre Falls, and the Pemi Riverside Park prperty. Reggie Pettit wrked with a Hlderness Schl grup and using GPS, mapped a pssible segment f the Heritage Trail in Hlderness. The Cmmissin is wrking n develping a trail system that wuld include access t the Pilte Frest frm the Central Schl via the Twn Frest. Such a trail wuld allw Central Schl students t d natural histry studies and cmmunity service wrk. We've met with a few individuals t determine hw t g abut such prjects and are lking int easements, purchases, etc. that will facilitate this wrk. The Cmmissin is interested in a twn-wide system f trails that wuld allw users t hike frm the twn center t Plymuth and is ut lcal residents t wrk with us n this prject. actively seeking The cmmissin cntinues t deal n a regular basis with items related t dcks, wetlands permits, etc. Althugh we are n lnger directly invlved in permits fr seasnal dcks, we ften get invlved in vilatins assciated with thse structures. One instance f this kind f activity this past year was a cmplaint frm a lake prperty wner abut a dck n an adjacent prperty where the prperty wner did nt have enugh lineal frntage fr a seasnal dck. The cmmissin wrked with the Selectbard and the Hlderness Cmpliance fficer n this matter. We cntinue t mnitr permits t cut and als hpe t be invlved in the new twn Master Plan. Anne Packard served n the Transfer Statin Design Cmmittee until that cmmittee was disbanded when Cncrd passed new measures assciated with twn land fills. -14-

17 Cmmissiner Mran resigned. The Cmmissin thanks Betsey fr her wrk as a member f the Cmmissin and wishes her well n her return t Delaware. Reggie Pettit was appinted as a new Cmmissiner. Barbara Currier has been a faithful attendee t ur meetings as the representative frm the Selectbard. The cmmissin meets the third Wednesday at 7:00 PM at the twn hall every mnth except fr the summer mnths. held in between regular meetings. 18 SEVENTY FIRST ANNUAL REPORT FIRE DEPARTMENT 2003 The year 2003 was a busy year fr the Hlderness Fire Department. We received a ttal f 277 emergency calls, 38 mre than last year (see schedule). We were able t prcure the use f the land behind the Library fr a dck fr ur fire/ rescue bat, as well as a permit frm DES Wetlands fr the Dck. Other than training, we had n recrdable usage f the bat during We received a dnatin f a new Hurst Rescue System frm a lcal resident (used fr extractin frm damaged vehicles) and it is in service n ur Rescue Vehicle, 12R 1. We als had a set f air perated On-Spt Chains installed n ur Engine 12 E 4. With the snap f an electrical switch n the dash, an air slenid is perated and the chains lwer nt the tires. The chains crsslinks rtate under the inside dual rear wheels, eliminating the need t install cnventinal chains. This year ur Operatin Santa supplied presents t 34 Children frm 1 8 Families. Thanks fr the many Business and Individual dnatins that made this pssible. We als purchased a Psidn Air Cmpressr t fill ur SCBA and SCUBA tanks. thank the Squam Lakes Assciatin fr dnating ne half f the cst. fully installed and we have utilized it several times. 20 FOREST FIRE WARDEN 2003 REPORT We had n reprtable frest fires this year. We participated in the State apprved Warden and Deputy Warden training sessins in Camptn and Dixville Ntch. These sessins included chainsaw safety, fire suppressin equipment, and tactics and safety training. Frestry equipment purchased this year included a Pr-Pak prtable multi-purpse fam system, which applies fam t help extinguish brush and debris fires. Suzanne is a lng time resident f Hlderness and has vlunteered fr many years with the Friends f the Hlderness Free Library. We want t thank utging Directr Mary DeLashmit fr her 24 years f service t ur library. Our ther majr change was the creatin f ur new Hlderness Free Library website, Yu nw can g n-line t check n new bks, and prgram fferings. We are excited t have this means f cmmunicating with ur patrns. Being in cmpliance with the ADA (Americans with Disabilities Act) is still a majr cncern fr the Trustees, as the library des nt qualify fr certain funding withut being ADA cmpliant. Architect David Driscll has drawn up plans fr incrprating handicap accessible adjustments within the present library structure. The Trustees seek t fix the basement water drainage prblems befre attempting any further renvatins. In addressing the water prblems in the basement, the Library Trustees and Friends have cleaned ut the basement. The mldy carpet was remved and a new dehumidifier purchased. A spring excavatin arund the exterir fundatin is planned t imprve drainage prblems. We appreciate the hard wrk f ur Library Directr, the Library Friends, and the supprt f ur patrns. In Nvember James Kiepper, authr f Styles Bridges/Yankee Senatr, gave a talk abut the Senatr and his bk. This presentatin was held at the Hlderness Central Schl and was made pssible thrugh the supprt f the Hlderness PTA. In December the Library and Recreatin Department hsted a wrkshp at which we made Nrwegian Stars with wden reeds. Ending the year's activities was ur "Santa's 50 Cent Sale" which was fr children frm tddler t eighth grade shp fr their family. All items were sld fr 50 cents. If success can be measured by the jy seen n children's faces that sale went ver the tp. The Library's new website was designed and dnated t us by Steve Slberg and his students at the Hlderness Schl. Mr. Huss explained that in 2001 the Twn received an administrative rder frm the State f New Hampshire rdering the clsure f the Transfer Statin by Octber 1,2003. This rder required the twn t relcate the transfer statin. Tw cmmittees were invlved in the search fr a new transfer statin site, and bth cmmittees recmmended the Wilsn Earl prperty t the Bard f Selectmen. Christpher Devine, Chairman f Transfer Statin Site Cmmittee, presented a summary f the wrk dne by the cmmittee, the criteria guidelines used t evaluate varius sites, and the recmmendatin frm the cmmittee n the best site fr the transfer statin. The Relcatin Cmmittee initially lcated 1 5 ptential sites fr cnsideratin. Ten sites where eliminated because they did nt meet the criteria guideline, there were cvenant restrictins r the prperty wners were nt interested in selling their prperty. The five sites left and fr further evaluatin were subject t a scring system. The five parcels identified were the Wilsn Earl prperty, the Zimmer prperty, the Twn Garage, the Greene prperty and the Chabt prperty. The Earl prperty received the highest scre. The Twn garage was evaluated but received a lwer scre. The Earl prperty is a 1 2 Vi acre parcel lcated n East Hlderness Rad which is a prtin f a 20 acre parcel that will be subdivided and sld t the Twn f Hlderness at a cst f $ 100, The Cmmittee cnsidered the Earl prperty the number ne site, and a depsit f $ 2, has been placed n -24-

27 this prperty. The balance n the purchase price is $ 97, as stated in this Warrant article. An envirnmental assessment was dne n the prperty, which shwed n significant cncerns. A bundary and tpgraphic survey has been cmpleted n this prperty. Devine explained that remving the Earl prperty frm the tax rlls will decrease the tax revenue by $ per year, and explained that defeat f Article 5 wuld nt result in lcating the transfer statin at the Twn Garage. It wuld mean that the twn wuld need t start the prcess f lking fr a new site again and that until that time the twn culd cntract with a neighbring twn t dispse f trash. Mderatr Deachman annunced that 10 registered vters requested a secret ballt vte n this article. Gary Cripps asked if this article passed wuld the Selectmen still purchase the Earl prperty if article 3 fails. nt made a decisin what actin they wuld take. Steve Huss replied that the Bard f Selectmen has Richard Miller asked if there was an alternative plan if Article 3 fails. Steve Huss replied that the twn culd ask the State fr an extensin n the clsure deadline, r the Twn culd cntract with the Twn f Ashland t use their facility, which wuld increase the cst f waste dispsal t the twn by a rate f 7-10%. Richard Miller asked the Bard f Selectmen if they unanimusly supprt this article as well as the alternative plans if the article failed. Barbara Currier expressed cncerns abut safety issues assciated with the lcatin f the Wilsn Earl prperty. She expressed gratitude t the Cmmittees but viced her pinin that the twn shuld find a temprary lcatin and seek a mre central lcatin. Alden "Skip" Van Side asked the Bard f Selectmen if they wuld cnsider using the twn garage facility if the vters requested until a final site is lcated. Steve Huss respnded that the Bard wuld have an pen mind. Peter Webster, a member f the Budget Cmmittee, spke in favr f this article. Dean Hdge spke against this article siting safety issues relating t access n and ff East Hlderness Rd. address this safety issue.
