The Program provides emergency assistance to acquire, rehabilitate, redevelop, and resell foreclosed properties that might otherwise become sources of abandonment and blight within communities. DeKalb County was allocated $18,545,013 in NSP funds to implement its local program. The NSP Substantial Amendment to the Consolidated Plan sets forth the County&rsquos plan to use NSP funds. HUD&rsquos Neighborhood Stabilization Program (NSP) is critical in our efforts to stabilize and preserve communities most devastated by foreclosure. During this stabilization initiative we unfortunately loss a key staff manager, David Wu. He was instrumental in implementing our DeKalb NSP1 Program. David's funeral was 5 July We thank him for his significant contributions throughout the NSP1 Program. To date, we have received $6,362, in Program Income from NSP 1. These funds are being recycled back into the community to eradicate foreclosed and blighted structures that diminish the overall 3

4 economic viability of the community. Our 25% NSP set-aside requirement was achieved on June 9, 2010 with a commitment from the County for $4,890,512 and private funds for approximately $4.6 million. These funds supported in the financing the rehabilitation of Cedar Pines Apartments which is a 168 unit apartment complex with 2, 3 and 4 bedrooms units in Clarkston. The closing occurred on July 22, 2010 and the rehabilitation was completed in late August Eighty eight (88) of the very low income units are occupied by households with incomes at or below 50% AMI. During the entire process, DeKalb County has received tremendous support from the community and the City of Clarkston. Neighborhood Investment from NSP1 Program Income As a result of utilizing a portion of the program income or net proceeds generated from the original sale of NSP1 properties as a continuing need to address the remnant of the foreclosure crisis in our community, the County entered into two additional contracts with sub-recipients, ADP Solutions and National Property Institute (NPI). To date under the auspices of these contracts we have acquired fourteen (14) properties and sold twelve (12). he County&rsquo cnnud redevelopment eft to stabilize our communities is ongoing while providing affordable housing opportunities for eligible homebuyers. I. Countywide Initiatives to Stabilize Neighborhoods The effort to educate potential homebuyers and the us of creative marketing strategies is steadfast and continue to be one of the main engines of the DeKalb NSP 1 and NSP 3 programs. Collaborative efforts and partnerships are the hallmark of the programs. In this regard, listed below is an overview of critical components and initiatives that constitutes the County&rsquos comprehensive approach to neighborhood stabilization. A. Foreclosure Registry The DeKalb County Foreclosure Registry was established on July 27, 2010 as a means to protect neighborhoods from becoming blighted through the lack of adequate maintenance and security as a result of properties that are foreclosed or where ownership has been transferred after foreclosure. Creditors or mortgagees who foreclose on a property are required by law to register the property with DeKalb County and pay a fee of $100 or face fines up to $1000. Creditors or mortgagees must designate a local property agent located within the State of Georgia to ensure security and maintenance of the property in compliance with County Code. Good Neighborhood Next Door (GNND) > The GNND effort is a HUD program geared toward first responders (law enforcement, firefighters and EMT) The US Department of Housing and Urban Development (HUD) Program offers the Good Neighbor Next Door (GNND) program to eligible first responders (law enforcement, firefighters and Emergency Medical Technician) and teachers. The program provides a 50 % discount on single-family HUD homes in DeKalb County's revitalization areas. Through GNND, the County is expanding homeownership opportunities while also improving the health and stability of these revitalization areas that have been designated by HUD. The revitalization areas include selected communities in Decatur, Lithonia, Ellenwood and Stone Mountain. Since its inception this program has provided financing for 15 homes. The DeKalb County Good Neighbor Next Door program was launched in November 2011, and is being marketed as one of the programs under &ldquoone DeKalb Lives&rdquo which is an umbrella initiative that bundles the County&rsquos housing programs. ONE DeKalb Lives is a proactive, comprehensive response to stabilizing communities devastated by the foreclosure crisis. NSP 1, NSP 3, First-Time Homebuyer Down Payment Assistance and the Get Home Now programs are also components of ONE DeKalb Lives. C. Land Bank Authority (LBA) > In an effort to address the fallout resulting from the housing and economic crises,dekalb Countyhas moved forward to create a land bank that will assemble and/or dispose of vacant, abandoned and derelict property, icluding tax delinqun ropry, in a coordinated manner. The purpose of the DeKalb Regional Land Bank Authority (DRLB) is to foster the development of that property and to promote ecnmc growth by returning non-revenue generating, non-tax producing property to effective utilization. The overall goal of the DRLB is to initiate redevelopment in the county. The County Commission voted to approve creating the LBA on August 9, The City of Decatur and the County appointed their two Board members. The first DRLB meeting was held on April 4, By-Laws were approved and officers were elected. On June 7thpolicies and procedures were also approved by the board with conditions. 4

5 Since the last quarterly report an Executive Director was hired on May 1, The New Director has established acquisition procedures and is evaluating properties for acquisition. The Board has met on a continued basis with the newly appointed members. We have an active contract with the Land Bank in the amount of $300,000. D. Blight at Blue Sky Condominiums Complex > This neighborhood stabilization initiative is an integral part of DeKalb County&rsquos comprehensive effort to rid the community of unsafe, undesirable structures that can be transformed into productive use. The Blue Sky complex, located at 3106 Memorial Drive in Decatur, consists of 10 acres of land, 17 buildings and 144 residential condominium units which impacts the neighborhoods of White Oak, Midway Woods, East Lake Terrace and Belvedere. The property had been subjected to crime, extensive decay, vandals, squatters, trespassing and mortgage fraud. The property&rsquos vacant and abandoned state was purported to be due to fraudulent activities, foreclosures, County code violations, tax delinquencies, water utility liens, security issues and general safety and health concerns. In the interest of stabilizing this community, The County embarked on a-phased approach to acquire all units located on this property. We will continue our efforts to stabilize the neighborhood. Efforts are underway to acquire the balance of the units. > II DeKalb Sustainable Neighborhoods Initiatives (DSNI) The DeKalb Sustainable Neighborhoods Initiative (DSNI) is a community based initiative, focused around high school catchment areas, to improve the quality of life in DeKalb County neighborhoods through the development of Quality of Life (QOL) plans. DSNI aims to improve communities through the design and implementation of a collaborative, comprehensive, community-based model that fosters stronger connections between local schools and community building initiatives. The DeKalb County Department of Human and Community Development, other County Departments, the DeKalb School System, Emory University&rsquos Center for Community Partnerships, along with a wide range of local partners drawn from the private, nonprofit, and faith sectors are partnering to empower neighborhood leaders through the development and implementation of strategies to address the priorities identified by the community. The communities currently involved in the DSNI are the Columbia, Cross Keys, McNair and Towers High School Clusters. The key areas of interest that have been identified by the community include Economic/Business Development, Education, Housing, Community Spaces/ Parks and Recreation, Community Development, Community Health and Overall Safety. All of the above efforts, including the overall NSP initiative, are important to the sustainable neighborhood revitalization program for DeKalb County. The Human and Community Development Department will continue to explore solutions to address the negative impacts on neighborhood caused by foreclosed and abandoned properties and improve the neighborhoods by embracing strong collaborative initiatives that are comprehensive and speak to the overall economic viability of the communities.
