13 GDP And Employment Impact of the Fiscal Cliff Change in the CBO s forecast for GDP and employment in the fourth quarter of 2013 of waiving various spending cuts and tax increases due at the end of 2012, avoiding the fiscal cliff. 17 Potential Impact to Prince William County Schools (PWCS) FY 2013 Title VIII, Impact Aid is the only general revenue received by PWCS from the Federal government. This program is subject to immediate sequestration; a reduction of 8.2% amounts to $49,200 FY 2014 In general, education programs in the Federal budget are forward funded in the budget. As such, these programs will not be impacted by sequestration until the beginning of FY 2014, (July 1, 2013.) The non-defense discretionary funds would be subject to a reduction of approximately 8.2%. If all remaining funds were subject to sequestration, PWCS would face a reduction of approximately $2.3 million. Of significant note: 1. Title I (Improving Basic Programs) would result in a reduction of funding by 8.2 percent or $565,800. This reduction will likely require the reduction of staff and direct instructional services to students; 2.Title VI-B (Special Education) An 8.2% reduction in funding amounts to $1,045,000. However, other Federal special education laws prohibit reducing service to students and may even require total special education expenditures to remain the same as prior years Federal Budget Sequestration and Potential Local Impact November 27, 2012

19 Can this be avoided? YES! Congress could pass legislation and President Obama would need to sign before January 2, 2013, OR Congress could pass legislation to postpone cuts and buy time for a grand bargain on the federal debt and deficit HOWEVER Moody s Investors Services warned it would lower the U.S. credit rating if negotiations do not produce a plan to stabilize and reduce the national debt. So, there is still real pressure to address our nation s long-term debt AND Both Moody s and S&P have stated that a reduction in the federal rating would have a corresponding reduction in the County s rating 2013 Federal Budget Sequestration and Potential Local Impact November 27,
