3 A. Executive Summary SOCIAL SAFEGUARDS MONITORING REPORT 1. The Greater Colombo Waste Water Management Project (GCWMP) proposed to improve the urban environment, public health and sanitation and quality of life of residents in the urban and sub urban areas in Greater Colombo by upgrading sewerage infrastructure and strengthening institutional and operational capacity of the sewerage service provider. 2. The main component of the project consists of reconstruction/rehabilitation works and is limited to upgrading the sewerage infrastructure within existing facilities and does not require land acquisition. Hence, resettlement issues are limited to temporary disturbances which may occur during the implementation. Four resettlement plans have been prepared for sub projects: (i) Rehabilitation of Sea Outfall (ii) Rehabilitation of sewers and conducting Condition Assessment of sewers (iii) Upgrading of Wanathamulla gravity sewer network (iv) Rehabilitation of pumping station (there is no need to develop RPs for the subprojects where resettlement impact will not trigger due to intended rehabilitation/construction work. 3. Filling of ADB prescribed forms /checklists will be adequate for such sub-projects to indicate the nature of resettlement issues involved). In this context, RP prepared for pumping stations will not be necessary and the information in the pumping stations RP will be used to fill the required forms prescribed by ADB. 4. Rehabilitation of Sea Outfall has been commenced and hence monitoring of implementation of RP is in progress. The RPs for rehabilitation of gravity sewers and Wanathamulla gravity sewer upgrading sub-projects have been finalized. This report includes the progress of the social safeguard monitoring activities implemented during June to December Hence, it is focused on reporting implementation activities of RP at Mutwal out fall. B. Background of the Report and Project Description 5. The Greater Colombo Waste Water Management project (GCWMP) has been planned to improve the urban environment, public health and quality of life for Urban and sub-urban residents in Colombo through improved wastewater management service to approximately 838,000 residents in Greater Colombo area. The project has three components; upgrading sewerage infrastructure, strengthening institutional and operational capacity and project management and implementation support. The investment cost of the project is estimated as US$ million. The Asian Development Bank provides 100 million USD and the Government of Sri Lanka provides 16.6 million USD. The expenditure of the resettlement activities is borne by Sri Lanka Government. 6. Under the component of upgrading sewerage infrastructure, rehabilitation of main sewerage system will be mainly carried out within existing fenced lands and no any negative impact can be foreseen. The Rehabilitation of sea outfall created limited negative impact on two housing structures and some vegetation. The Rehabilitation of sewer lines and conducting Condition Assessment sub project will create limited negative impact on the housing structures and disturbances to the livelihood activities of the families living in the close vicinity. 1

4 7. As there is no land acquisition required this sub project falls under Safeguard Category 8. The progress on implementation of RP is focused only on the RP implementation of Sea Outfall rehabilitation. There is no resettlement impact due to the rehabilitation of Sea Outfall at Wellawatta and hence, no separate RP was prepared. The Contractors for Rehabilitation of Sea Outfalls are mobilized and work has been commenced at both outfall sites and initial investigations have also been completed. There is no change in the scope of the work up to now and therefore, no new project induced impacts are observed at this stage. In this context, there is no requirement in adjusting the safeguard measures. C. Scope of Impacts 9. The RP identified two families living close to the Mutwal Outfall chamber as APs. The construction activities so far carried out have not created any further impact on the APs. D. Compensation and Rehabilitation 10. The compensation for the APs of the Sea Outfall rehabilitation at Mutwal was paid during the previous reporting period. The details of APs, compensation paid etc were reported in the report for the period up to December No further entitlements are observed during this reporting period other than the construction induced impacts that are mitigated which were compensated by the Contractor. The purpose of recurrent visits would be to find out any new issues emerged and if such issues are found they will be conveyed to the relevant parties for mitigation. These impacts occurred as a result of the Contractors activity and were identified as construction induced impacts. Payments were based on loss of assets. Contractor has paid compensation to the affected fishermen. E. Project disclosure, public participation and consultation 11. Public disclosure of the GCWMP was carried out before the loan effectiveness. The report of the disclosure meeting was submitted to ADB on The awareness program for the contractors was held on and all the details of the program carried out on safeguard were submitted to the ADB along with semi-annual monitoring report on January to June. The awareness program was held for the people in the vicinity of the project site and general public of the area was held at construction site on to make them aware the social safeguard requirement and the institutional 2

5 arrangements established to address the social safeguard issues. The details of the construction work and contribution and their participation for the construction work were also explained. The construction supervision staff of the PMU and the consultants of the project also attended to the awareness program. The awareness program for people in the vicinity of the project site and general public of the area at construction site on F. Grievance Redress Mechanism (GRM) 13. The Grievance Redress Mechanism for the Sea Outfall rehabilitation sub project was established in year 2012 when RP was under preparation. The GRM team was introduced to the APs, people in the vicinity of the project site, the Contractor and the supervision team. The team visits the site often to monitor the social safeguard issues. G. Institutional Arrangement 14. As above the Grievance Redress Committee (GRC) has been appointed in year 2012 and no any requirement aroused to adjust or amend the GRC. H. Monitoring Results Findings 15. The monitoring of the social safeguard of the Affected Persons indicates that there is observed no any un-satisfaction of the APs up to now on the rehabilitation work to be mitigated. I. Follow up Actions, Recommendation and Disclosure 16. The monitoring of the social safeguard of the Affected Persons will be carried out in parallel with the rehabilitation work. 17. The construction activities in Mutwel site have been commenced after completion of all legal and other procedures by the project management. However, after implemented construction work an unanticipated issue emerged from the fishing community in the vicinity of the project site. This issue has been referred to the PMU and PMU has been studied and reported to the relevant parties including ADB, the project EA and the relevant ministry as a special case. 3
