6 CERTIFICATES OF AUTHORIZATION COA FILING AND PROCESSING The Certificate of Authorization allows for a Public Aircraft Operator (public agency) to operate UAS under specific parameters outlined by the Federal Aviation Administration. While an agency may be able to conduct some operations under Part 107 rules, the FAA has stated that public agencies should still file for a COA for most Public Agency OPerations. Filing a COA consists of outlining operating procedures, operational areas, airworthiness certification, currency requirements, and certification standards. There are two types of COA's that can be obtained from the FAA. Blanket COA The blanket certificate of authorization (blanket COA) will authorize your program to operate in any uncontrolled airspace environments (Class G) within the United States, for both daytime and nighttime operations. You ll be required to fly under 400 feet in altitude, within line-of-sight between drone and operator; and if you re flying at night, you ll be required to have a visual observer present and special night lighting. This level of COA is typically recommended as a first-line authorization, because it is not specific to your airspace, and is therefore easier to obtain. Typical approvals from the time you receive your COA system login from the FAA are between 4 and 6 weeks. Jurisdictional COA The jurisdictional certificate of authorization (jcoa) will authorize your program to operate in all of the airspace within your jurisdiction, regardless of the class of that airspace. This type of COA allows you to fly close to busy and towered airports under the conditions set forth in the approval, and may require extra phone or radio calls to make air traffic control aware of your actions. These COAs are specific to your airspace, and an FAA safety review will have to take place for this COA to be approved. This process can be lengthy, depending on the type and congestion of your airspace. A jcoa approval can take anywhere from 3 to 6 months for approval. All coordination with the local air traffic control and airport facilities is handled by the FAA, so you are not required to make those arrangements yourself. SKYFIRECONSULTING.COM

7 HOW SKYFIRE HELPS When you retain Skyfire Consulting for COA preparation and filing services, we will handle the following: Initial COA writing Preparation of safety cases for nighttime operations, and controlled airspace operations Preparation of security and risk assessment (SRAP) maps and documentation Preparation of all necessary policy documents and maps COA filing and correspondence with the FAA on any questions that arise as part of the approval process Regular monitoring of COA status with the FAA We will ask that you provide us with the following: An agency Public Declaration Letter (template will be sent to you upon retaining our services) A privacy waiver allowing Skyfire to complete your COA on your behalf Information about your aircraft (serial numbers, aircraft types and numbers) All COAs are valid for 24 calendar months, and must be renewed before the end of that period. Skyfire can be retained at that point for a small fee to do COA renewal. We also provide COA amendment services for a fee, should you need to add a new aircraft type, or amend the jurisdiction in your COA. Additions of aircraft within the same type and adding pilots to your program is an internal record keeping function, and in most cases, does not require notice to the FAA.
