1 20 th PMSC MEETING Struga, September 2008 APPROVED MINUTES The 20 th PMSC Meeting was held in Struga on September The following Annexes are enclosed to this document. Annex A: Agenda of the 20 th PMSC Meeting. Annex B: List of Participants. Annex C: 5 th Additional protocol Annex D: List of Invitees for Exercise Seven Stars 08 DVD Annex E: SEEBRIG Bi Annual Plan for Annex F: SEEBRIG Budget 2009 Annex G: Draft Document of the Procedures of Accession to MPFSEE Agreement The Annexes are given on CD for this meeting. The meeting was opened by the Na -5 Deputy Minister of Defense, HE. Emil DIMITRIEV. He acknowledged the meaning of SEDM process as very important regional forum for security and stability in the SEE region and underlined the importance of the national contribution in this regional and wide world peace and stability in accordance to own capacities and abilities. I. ADOPTION OF THE AGENDA (PRESENTED BY CHAIRPERSON) PMSC agreed to establish a separate WG working simultaneously during the meting with aim to review the 5 th Additional Protocol from technical point of view. The 20 th PMSC agenda was adopted (ANNEX A) Sep
2 II. UPDATE ON PMSC ACTIVITIES (PRESENTED BY CHAIRPERSON) PMSC Chairperson welcomed all participants to this meeting and expressed her appreciation for their continuous support and cooperation. The Chairperson of the PMSC presented a record of PMSC activities, since the last meeting and informed the PMSC about the steps taken so far. The Chairperson underlined the main PMSC activities within last five months: Exercise Seven Stars 2008, PMSC Secretariat and SEEBRIG HQ Meeting with NATO / DSACEUR, DCHOD Meeting 2008 in Sarajevo and JFC Brunssum Team visit to SEEBRIG HQ. The Chairperson of the PMSC presented an overview on the planned PMSC Secretariat future activities related to Chairmanship priorities: Visit to Ukraine, UN and OSCE and Visit to the new SEDM countries. III. UPDATE ON SEEBRIG ACTIVITIES (PRESENTED BY COMSEEBRIG) COMSEEBRIG presented an update of activities of SEEBRIG HQ, since the 19 th PMSC Meeting, in Skopje, underlining the Seven Stars 08 planning process, the CIS equipment training and personal manning importance. IV. UPDATE ON ISAF MISSION (PRESENTED BY JFC BRUNSSUM) JFC Brunssum representative gave an update on ISAF Mission underlining the Operational Mentor Liaison Teams and Provincial Reconstruction Teams importance. The PMSC expressed the appreciation to JFC Brunssum representative for the presentation. V. UPDATE ON NATO AND EU OPERATIONS AND POSSIBLE FUTURE AREAS OF COOPERATION WITH SEEBRIG (PRESENTED BY JFC NAPLES) JFC Naples representative gave an update on NATO and EU Operations underlining Operation Active Endeavor and current operations in Kosovo and noticing that during the next PMSC meeting will be presented an EU/NATO cooperation in Balkan Sep
3 The PMSC expressed the appreciation to JFC Naples representative for the presentation. VI. ENDORSEMENT OF THE 5 TH ADDITIONAL PROTOCOL TO THE MPFSEE AGREEMENT (PRESENTED BY CHAIRPERSON) The Chairperson of the PMSC presented the final text of the 5 th Additional protocol. PMSC endorsed the 5 th Additional protocol technically corrected by the working group working simultaneously during the meeting (ANNEX C). Na-4 stated that, as the text of the 5 th Additional protocol was improved during the meeting, it will be very difficult to obtain its own authorization to sign the Agreement before the next SEDM meeting. Na-6 stated that, due to national legislation procedure for signing an international document, needs more time in order the 5 th Additional protocol to be signed during the upcoming SEDM Ministerial in Ohrid. PMSC agreed that after the conclusion of national internal procedure the 5 th Additional protocol will be presented to the Ministers of Defense for their signature as soon as possible. PMSC recommended that during the SEDM-CC Meeting the Item in the SEDM Ministerial Agenda related to 5 th Additional protocol is to be modified accordingly. VII. SEEBRIG ENGAGEMENT IN PSO - PRESENTED BY CHAIRPERSON The Chairperson of the PMSC presented the chronology of events and activities taken so far concerning possible SEEBRIG employment in PSO. Na-7 stated that, in principle Na-7 supports SEEBRIGs participation in PSO, as long as it takes into account national caveats. Besides, this kind of decisions should be done on case by case basis, in order to elaborate the situation in depth. This will provide the member states to find the most proper floor to cooperate. (A) POSSIBLE SEEBRIG ENGAGEMENT IN ISAF OMLT (PRESENTED BY JFC BRUNSSUM) JFC Brunssum representative presented options for possible SEEBRIG employment in ISAF OMLT particularly on the Corps and Garrison level, underling the six months deployment Sep
4 requirement with a preferable nine month mission timetable and a OMLT self sustainability and rotation requirement. (B) PROPOSAL FOR FUTURE SEEBRIG PSO MISSION - ENGAGEMENT IN ISAF OMLT IN 2009 (SEEBRIG HQ PRESENTATION, NATIONAL VIEWS) COMSEEBRIG presented the study on possible SEEBRIG employment in OMLT underlining the Garrison level. After a deep evaluation and due to national considerations, a possible deployment in OMLT was not accepted, due to further implications to the existing legislation, documentation, financial aspects and nature of mission. PMSC agreed on the need for further evaluation for possible SEEBRIG engagement in NATO-lead PSO extended with evaluation of UN, EU and OSCE perspective on possible SEEBRIG engagement in PSO. Na-6 stated that, if the next future developments in Georgia will open the possibility for the implementation of an international force in Georgia for PSO, MPFSEE nations could analyze that SEEBRIG could be involved in such kind of mission with the agreement of all MPFSEE nations. VIII. SEEBRIG SEDRO CONCEPT - CURRENT SITUATION / FUTURE NECESSARY ACTIVITIES (PRESENTED BY SEEBRIG HQ) PMSC Chairperson underlined the meaning of finalization of SEEBRIG SEEDRO concept. SEEBRIG HQ representative presented current situation with SEDRO Concept, proposing way a head with organizing of DROSEE seminar in PMSC agreed on the need SEEDRO Draft Concept to be reevaluated by the MPFSEE nations and agreed on the SEEBRIG HQ proposed way ahead conducting Expert Seminar in May 2009 in SEEBRIG HQ. PMSC tasked SEEBRIG HQ to send the last draft of SEEDRO Concept to the MPFSEE nations NLT 17 Oct 2008 for evaluation. The MPFSEE nations should send their comments Sep
5 NLT 30 Nov 2008 to SEEBRIG HQ. A consolidated version will be presented during the HLEM organized in February 2009 in SEEBRIG HQ in order to be finalized and endorsed at next PMSC Meeting. IX. EXERCISE AND TRAINING ISSUES (PRESENTED BY COMSEEBRIG) (A) SITUATION REPORT ON EXERCISE COMBINED ENDEAVOUR - 08 (B) EXERCISE SEVEN STARS 08 (C) EXERCISE SEESIM 08 SEEBRIG HQ representative presented a status report on the above exercises and training issues, which are and will be conducted during this year. PMSC endorsed the List of Invitees for Exercise Seven Stars 08 (Annex D). On behalf of PMSC Chairperson and COMSEEBRIG, SEEBRIG HQ will send the invitations for exercise to the respective invitees till 26 Sep Deadline for response is NLT 15 October Na-7 stated the support to conduct Seven Stars 2010 as CFTX. However the details should be evaluated and agreed in advance. X. SEEBRIG Bi ANNUAL PLAN FOR 2009 and 2010-ENDORSEMENT (PRESENTED BY SEEBRIG HQ) COMSEEBRIG presented the SEEBRIG Bi Annual Plan for 2009/2010 (ANNEX E), which should be matter of approval during the upcoming SEDM Ministerial Meeting, as follows: (A) EXERCISE PLAN (B) TRAVEL PLAN (A) TRAINING PLAN The PMSC endorsed Annual Plan for 2009 and agreed to examine the Annual plan for 2010 and on the future developing of the planning, programming and budgeting system. SEEBRIG HQ representative presented EXSPEC for CFTX Seven Stars Na-4, Na-2, Na-3 and Na-6 stated that will evaluate its participation at this exercise on case by case basis. Na-3 asked if the Ideation-2009 will be conducted in the area of Constanta Sep
6 Na-4 stated that, due to heavy international commitments in operations abroad, will evaluate its level of participation to the 2009 SEEBRIG training activities on a case by case basis. Furthermore, EXSPEC for CFTX Seven Stars 2010 will be matter of endorsement during the next PMSC Meeting. XI. FINANCIAL ISSUES (PRESENTED BY SEEBRIG HQ) SEEBRIG HQ representative presented a status report on the following financial issues: Report on the status of budget 2008 ; Status of national contributions and balances 2008 ; National cash calls 2008/2009 ; SEEBRIG Budget for 2009 PMSC endorsed the SEEBRIG Budget 2009 with total amount of 393,575 EUR (ANNEX F). PMSC agreed in principle on the proposed budget for the medium term period PMSC delegated to COMSEEBRIG the authority to transfer funds up to 20% from the approved budget. COMSEEBRIG kindly requested Na-7 to assist SEEBRIG HQ in order to solve in due time POL issue for NS SEEBRIG HQ. XII. ENLARGEMENT OF THE MPFSEE INITIATIVE (PRESENTED BY CHAIRPERSON) A. UKRAINE STATUS OF ACCESSION (PRESENTED BY UKRAINE) Related to the process of accession (Article XVI of the MPFSEE Agreement), Ukrainian representative informed the PMSC that the adoption of an official instrument of accession in MPFSEE is in a processing phase, according to national legislation is at the stage of submission to the Parliament for ratification. It was agreed a SEEBRIG HQ, PMSC Secretariat and possible national representatives visit to Ukraine to be conducted in period of time middle November 2008 till the middle of December B. ENDORSEMENT OF THE DRAFT FRAMEWORK DOCUMENT OF THE PROCEDURES OF ACCESSION TO MPFSEE AGREEMENT (PRESENTED BY NATION 5) Na-5 representative presented the Draft Framework Document of the Procedures of Accession to MPFSEE Agreement (ANNEX G) Sep
7 PMSC tasked Secretariat to prepare a new Draft Document of the Procedures of Accession to MPFSEE Agreement incorporating national comments given during the meeting in order to present technical procedures ready for PMSC endorsement under silence procedure or, at next PMSC meeting. XIII. STATUS OF SEEBRIG CIS (PRESENTED BY COMSEEBRIG) SEEBRIG HQ Representative informed the PMSC on SEEBRIG CIS Project Phase IV status and reported that the project TETRA SYSTEMS and SATCOM are completed. SEEBRIG HQ Representative underlined the necessities of continuing CIS project and to increase the level of training and readiness through specific exercises and activities within the approved budget. PMSC tasked SEEBRIG HQ to prepare more detailed study on CIS project improvement and to be presented at next PMSC Meeting. XIV. SEEBRIG HQ ACCESS TO NATO BICES (BATTLEFIELD INFORMATION COLLECTION AND EXPLOITATION SYSTEMS)- PRESENTED BY SEEBRIG HQ COMSEEBRIG presented information why SEEBRIG HQ needs to gain access to NATO BISEC and proposed way ahead to PMSC. Taking into account the sensitiveness of the issue, the proposed way ahead will be reevaluated accordingly with development of NATO Security policy regarding Non-NATO entities. PMSC tasked the Secretariat and SEEBRIG HQ to consult and investigate this issue with NATO/SHAPE respective agencies/bodies. XV. ANY OTHER BUSINESS (A) SEEBRIG ANTHEM (PRESENTED BY COMSEEBRIG) SEEBRIG HQ representative presented an overview on SEEBRIG Anthem issue since the last PMSC Meeting Sep
8 Na-7 stated to reassess this issue and clear its position NLT 30 Nov (B) CURRENT STATUS ON SEEBRIG IMPROVING CAPABILITIES STUDY COMSEEBRIG presented the SEEBRIG HQ request regarding the areas of SEEBRIG future improving capabilities. MPFSEE nations welcomed SEEBRIG HQ presentation and acknowledged the need for SEEBRIG Improving Capabilities. Na-7 and Na-4 appreciated the presentation and work done by SEEBRIG HQ. Na-7 stated also, the priority for the PMSC should be the appointment of SEEBRIG HQ in a proper mission. After the appointment, PMSC can take steps to eliminate shortfalls. At this stage the study made by SEEBRIG HQ can be accepted as a Reference paper to be taken into account. XVI. DATE OF THE NEXT MEETING The next PMSC regular meeting was agreed to be held in Na-5, from March XVII. APPROVAL OF THE MINUTES The PMSC approved the minutes of the 20 th Meeting. Concluding, the PMSC Chairperson expressed her gratitude to all the participants for their excellent contribution to this meeting.
