To what extent has this component been recognised, and what more remains to be done? What more needs to be done to join up the maritime and land-based residues/waste management rules? How might best practice be identified and promulgated? We will also hear about the issue of certifying adequacy of MARPOL reception facilities in the USA and about the issue of the adequacy of port reception facilities in relation to the work of the IMO Sub-committee on Flag State Implementation. Is there a role for an international standard for collecting such residues that could be build into a certification system for ports? Are there other tools that might be developed? For instance, how do the principle of extended individual producer responsibility, the polluter pay principle or the precautionary principle apply to these materials? The Mediterranean Sea region will be discussed as a case study, and other possible pilot regions will be considered. 5 Programme 3/3 Opening of session III (14:00) Options for managing residues generated on board ships and the role of waste managers Chairman: Mr. Roy Watkinson Mr. Guido Van Meel, Secretary General, Euroshore international, Belgium Mr. Greg Vogt, Managing Director, International Solid Waste Association (ISWA), Austria Mr. Martin Clermont, President, Gedden (Environmental management information systems), Canada The large variations in ability and capacity between the various operators present a challenge in improving the management on land of residues generated on board ships. How might overall standards be raised in the light of these challenges? Discussion will focus on the roles of: legislation, standards, mechanisms for validation, reporting and monitoring of the quality of services provided, proper storage and transport, and measures for preventing and reducing pollution and contamination. Summary of the session and introduction to the workshops Workshops (15:30 18:30) Wo r k s h o p 1: Certification o f a n d s t a n d a r d f o r p o r t r e c e p t i o n facilities Moderator: Mr. Nikos Mikelis, Senior Implementation Officer, Marine Environment Division, International Maritime Organization, United Kingdom Lead Speaker: Mr. Koichi Yoshida, Director, International Cooperation Centre, National Maritime Research Institute, Japan Certification would provide shipowners, charterers, traders and ports with additional in formation to assist them to comply with international environmental regulations applied to shipping. One way forward would be to design and develop a certification scheme for reception facilities in ports collecting oily residues and cargo residues generated on board ships. There would be a need to develop a level-playing field at the international level regarding the adequacy of port reception facilities and terminal to comply with MARPOL. For this purpose one may consider the development of a standard, or standards, for port reception facilities and terminals handling MARPOL Annex I and/or Annex II residues. Such standard could help in the development of a unified source of reliable in formation at the international level about the capacity of port for handling MARPOL residues adequately. For this purpose the workshop might consider the development of a performance standard for port reception facilities and terminals handling MARPOL Annex I and/or Annex II residues. Wo r k s h o p 2: Tr a c e a b i l i t y o f w a s t e Moderator: Mr. Greg Vogt, Managing Director, International Solid Waste Association, Austria Lead Speaker: Mr. Martin Clermont, President, Gedden (Environmental management information system), Canada The management of waste would be enhanced by better in formation on the way residues are handled once they are discharged or delivered at shore. This workshop will consider means to monitor or track the residues once they are received in ports and are sent for treatment, recycling or disposal on land.
