National policies to support financial inclusion and access could be broadened APEC-wide by facilitating linkages and opening up markets in terms of products, services and cross-border investments. 4 14:45 16:00 SESSION 4: ADVANCING FISCAL TRANSPARENCY AND POLICY REFORM 16:00 16:30 Photo Session Deputies will discuss initiatives on fiscal transparency and the need for public finance reform in the region. Greater financial transparency allows for greater scrutiny that in turn, leads to a more efficient use of government resources for development priorities. APEC economies are enjoined to cooperate on practices fostering (i) fiscal transparency; ii) sharing tax best practices and exchange of information on financial transactions across borders, and iii) scaling up and making public investment more efficient. Sustainable and inclusive growth can only be achieved by securing financial resilience. Financial resiliency entails among others, (i) the creation of sufficient fiscal buffers that can be used when shocks to the economy arise; and *(ii) deepening financial markets to better absorb those shocks.
