This form is designed to capture that information. subdivisions may either complete this form and electroncially submit it to the Comptroller or may post the required information in this form on their web sites. 5 Additional Notes: Qualified School Construction Bonds (QSCBs) have escrow balances which will be applied topwards the repoayment of the debt. Austin ISD issues commercial paper to reimburse the General Operating fund for expenditures for voter-authorized projects. The commercial paper is then fixed out annually into long term bonds. Qualified Zone Academy Bonds (QZABs) have escrow balances which will be applied towards the repayment of the debt. Qualified School Construction Bonds (QSCBs) have escrow balances which will be applied towards the repayment of the debt. This report form was developed by the Texas Comptroller of Public Accounts.
