3 INTRODUCTION OBJECTIVE: to finance projects designed to improve food production in the poorest food-deficit countries and to enhance incomes, productivity and nutritional status of the rural poor TOOLS: IFAD provides funding in form of concessional loans and grants to governments to develop and finance programmes and projects that enable poor rural people to overcome poverty themselves GUIDING PRINCIPLE: IFAD shall make arrangements to ensure that the proceeds of any financing are used only for the purposes for which the financing was provided, with due attention to considerations of economy, efficiency and social equity 2

5 LENDING TERMS eligibility based on country GNP (Gross national Product) classification (in 1992 prices): HIGHLY CONCESSIONAL TERMS: GNP per capita of USD 805 or less or classified as international development association (IDA)- only countries (approx. two thirds of the total amount lent annually by IFAD) INTERMEDIATE TERMS: GNP per capita of between USD 806 and USD ORDINARY TERMS: GNP per capita of USD or above 4

6 LENDING CONDITIONS (1) HIGHLY CONCESSIONAL TERMS: free of interest but a service charge of 0.75% per annum and have a maturity period of 40 years, including a grace period of 10 years INTERMEDIATE TERMS: an interest rate per annum equivalent to 50% of the variable reference interest rate and a maturity period of 20 years, including a grace period of 5 years ORDINARY TERMS: an interest rate per annum equivalent to 100% of the variable reference interest rate and a maturity period of 15 to 18 years, including a grace period of 3 years 5

7 LENDING CONDITIONS (2) IFAD publishes the IFAD reference interest rate applicable in each interest period ( During the grace period, interest and service charge on the disbursed principal amount of the loan, are billed semi-annually, but no payments of principal No commitment charge is levied on any loan 6

8 LOAN REPAYMENT Loans are repayable in accordance to the amortization schedule made in semi annual instalments IFAD loans are denominated in SDR the borrower s repayment obligation is expressed solely in SDRs* The borrower is to specify the repayment currency during the loan negotiations Change of repayment currency only possible in special circumstances *With the exception of the Spanish Fund Security Cofinancing Facility Trust Fund whose loans are expressed in EUR 7

9 METHODS OF DISBURSEMENT REIMBURSEMENT: eligible project expeditures have been prefinanced by the borrower DIRECT PAYMENT: eligible project expeditures paid directly by IFAD to the supplier ADVANCE WITHDRAWAL (IMPREST ACCOUNT): used to advance and/or replenish funds to a bank account as designated by the borrower SPECIAL COMMITMENT: eligible project expenditures related to items purchased by project implementing agencies under a letter of credit requiring the issuance of guarantees for reimbursement to negotiating banks by IFAD 8
