Funds Availability Policy Our policy is to make most cash deposits available to you immediately and to make other deposits available generally within one to two business days after the day we receive your deposit depending upon the composition of your deposit (cash, checks or other items). Funds from your deposits will be available in accordance with the rules set forth below. Please remember that even after we have made funds available to you and you have withdrawn the funds, you are still responsible for checks you deposit that are returned to us unpaid and for any other problems involving your deposit. Deposit and Payment Processing The length of the delay is counted in business days from the day of your deposit. Every day is a business day except Saturdays, Sundays, and Federal holidays. If, on any business day, you make a deposit at a staffed teller station or at a Windsor Federal Savings Automated Teller Machine (ATM) prior to 3:00 PM, we will consider that day to be the day of your deposit. However, if you make a deposit at a Windsor Federal Savings ATM after 3:00 PM on a business day or anytime on a non-business day, we will consider the next business day to be the day of your deposit. We will consider deposits made by mail, lockbox or night depository to have been made on the business day on which we verify the amount of the deposit. The length of the delay varies depending on the type of deposit and is explained below. Same Day Availability: Funds from the following deposits to your account are available on the same day that they are deposited: Cash (if the deposit is made at a staffed teller station). Wire transfers into your account. Electronic direct deposits or credits (ACH) to your account, such as Social Security benefits and direct deposit of your wages. Checks drawn on Windsor Federal Savings (if the deposit is made at a staffed teller station). Transfers of funds between accounts by telephone, mobile banking, through online banking or at an Automated Teller Machine (ATM) using the transfer feature. Next Business Day Availability: Funds from the following deposits to your account are available on the first business day after the day of your deposit: U.S. Treasury checks, Federal Reserve Bank checks, Federal Home Loan Bank checks, postal money orders, state and local government checks if these items are payable to you. Cashier s, certified and teller s checks if these items are payable to you. Cash deposited at an Automated Teller Machine (ATM) owned by Windsor Federal Savings. 3

Second Business Day Availability: Funds from the deposit of all checks other than those described above that are drawn on banks located within the United States are available on the second business day after the day of your deposit. The first $200 from a deposit of these checks will be available on the first business day after the day of your deposit. The remaining funds will be available on the second business day after the day of your deposit. For example, if you deposit a $700 check on a Monday, $200 of the deposit is available on Tuesday. The remaining $500 is available on Wednesday. Note: The Bank, at its discretion, may provide faster availability on funds from one or more deposits than otherwise described within this policy but is not obligated to do so at any time. When the Bank exercises such discretion, this should not provide the expectation that such expedited availability will be extended to funds included in any future deposit or deposits. Longer Delays May Apply: We may delay your ability to withdraw funds deposited by check into your account an additional number of days for the following reasons: We believe a check you deposit will not be paid. You deposit checks totaling more than $5,000 on any one day. A check that has been returned unpaid is re-deposited. You have overdrawn your account repeatedly in the last six (6) months. There is an emergency, such as a failure of communications or computer equipment. We will notify you if we delay your ability to withdraw funds for any of these reasons and we will also tell you when the funds will be available. They will generally be available no later than the seventh business day after the day of your deposit. If your deposit is not made directly to one of our employees, or if we decide to take this action after you have left the premises, we will mail you the notice by the first business day after we receive your deposit. Special Rules for New Accounts: If you are a new customer, the following special rules will apply during the first thirty (30) days your account is open. An account is considered open when the first deposit is made to the account. Funds from electronic deposits to your account will be available on the day we receive the deposit. The first $5,000 from a deposit of U.S. Treasury checks will be available on the first business day after the day of your deposit. The excess over $5,000 will be available on the seventh business day after the day of your deposit. Funds from deposits of cash, wire transfers and the first $5,000 of a day s total deposits of cashier s, certified, teller s, traveler s, federal, state and local government checks will be available on the first business day after the day of your deposit if the deposit meets certain conditions. For example, the checks must be payable to you. The excess over $5,000 will be available on the seventh business day after the day of your deposit. If your deposit of these checks is not made in person to one of our employees, the first $5,000 will not be available until the second business day 4

after the day of your deposit. Funds from all other check deposits will be available on the seventh business day after the day of your deposit. Holds on Other Funds (Check Cashing): If we cash a check for you that is drawn on another bank, we may withhold the availability of a corresponding amount of funds that are already in your account. Those funds will be available at the time funds from the check we cashed would have been available if you had deposited it. Holds on Other Funds (Other Account): If we accept for deposit a check that is drawn on another bank, we may make funds from the deposit available for withdrawal immediately but delay your availability to withdraw a corresponding amount of funds that you have in another account with us. Those funds in the other account will be available in accordance with the time periods that are described elsewhere in this disclosure for the type of check that you deposited. Foreign Items: Funds from the deposit of a check or other item drawn on a bank located outside the United States or payable in foreign currency are available when the funds have been collected. 5

Regulation E Disclosure We have prepared this Regulation E Disclosure for your information. It is required by the Federal Electronic Funds Transfer Act concerning the electronic banking services we offer to consumers. We recommend that you keep this notice for future reference. An electronic funds transfer is a transfer of funds at our Bank initiated electronically, for example by computer, mobile device, telephone, electronic terminal using your Card or through an ATM using your Card. The following disclosure sets forth your and our rights, liabilities and responsibilities concerning electronic funds transfers. If you have a checking, statement savings, or money market account, the following EFT services are available subject to the rules and regulations of the Bank. Electronic Funds Transfers Initiated by Third Parties. You may authorize a third party to initiate electronic funds transfers between your Account and the third party s account. These transfers to make or receive payments may be one-time occurrences or may reoccur as directed by you. These transfers may use the Automated Clearing House (ACH) or other payment networks. Your authorization to the third party to make these transfers can occur in a number of ways. In some cases, your authorization can occur when the merchant posts a sign informing you of their policy. In all cases, the transaction will require you to provide the third party with your account number and bank information. This information can typically be found on your check as well as on a deposit or withdrawal slip. Thus, you should only provide your Account and bank information (whether over the phone, the Internet, or via some other method) to trusted third parties whom you have authorized to initiate these electronic funds transfers. Examples of these transfers include but are not limited to: Preauthorized Credits. You can arrange to have funds electronically deposited to your checking or savings Account such as Social Security payments and payroll direct deposits. Preauthorized Payments. You can arrange to have funds electronically withdrawn directly from your checking and savings Account such as to pay certain bill payments or loan payments. Electronic Check Conversion Point of Purchase POP. You can authorize a merchant or payee to use your personal check as a source of information for the check number, your checking account number and the number that identifies Windsor Federal Savings. This information is then used by the merchant or payee to make a one-time electronic debit from your Account. Electronic Check Conversion Accounts Receivable Entry ARC. This type of ACH transaction occurs when you mail a payment to a biller and the biller once again uses information from your check to make a one-time electronic debit from your Account. TEL transaction. This type of ACH transaction is authorized over the telephone and initiated by a third party. WEB transaction. This type of ACH transaction is authorized over the Internet and initiated by a third party. Debit Mastercard Card. This Card can be used to conduct transactions at an ATM, through a Point of Sale terminal or through a merchant s credit card machine. At a Point of Sale terminal, the merchant utilizes a PIN Pad to initiate Point of Sale (POS) transactions and you will need to select the Debit or Credit option after swiping your Card in the terminal. 7

If you select Debit, you will need to input your PIN (this is the same PIN that you have assigned to your ATM transactions). The withdrawal will be deducted from your Account immediately, the same way that ATM withdrawals are deducted. You can also obtain cash back in this manner. If you select Credit, the withdrawal will be processed as a debit transaction via the Mastercard Network and there will be a delay in posting the transaction to your Account. You will need to sign for this purchase as if you were using a credit card. Some merchants accept only one of these two options. If the merchant does not utilize the Pin Pad, the POS option is not available. Instead, the merchant will insert your card into their credit card machine for processing as a debit transaction via the Mastercard Network. ATM Card. You can use your ATM Card and PIN to access any of our own ATMs located at our branch office locations as well as any of the thousands of ATMs throughout the United States and worldwide that display the NYCE and/or Mastercard logo. You can perform the following functions through an ATM: You can inquire about the current and available funds in your checking, savings or money market Account. If you have our Overdraft Privilege Service, you can, by overdrawing your checking Account, obtain funds from your Overdraft Privilege limit. If you have deposit to deposit overdraft protection, you can, by overdrawing your checking Account, obtain funds from your designated statement savings or money market Account. When you use an ATM not owned by us, you may be charged a fee by the ATM terminal owner. Card Limits. You can use your combined ATM card or Debit Mastercard to withdraw from an ATM up to a total dollar amount per calendar day as established by the Bank. In general, the Bank has established an ATM withdrawal limit of $500 per calendar day on each Card. However, the Bank may decline to approve an application for ATM access, approve a daily ATM withdrawal limit below $500 or rescind ATM access at any time and without notice. You may apply for a daily ATM withdrawal limit above $500 subject to our approval. Mastercard Debit Transactions. You can use your Debit Mastercard to access your checking, statement savings or money market Account to make purchases of goods and services through the Mastercard Network at any merchant location which displays the Mastercard logo. These transactions are known as debit transactions. When you use your Card to make purchases through the Mastercard Network, you are requesting us to withdraw funds from your designated Account to pay for the purchases. When your Debit Mastercard is used for a purchase through the Mastercard Network, we may place a hold on the funds available in your Account and initiate any preauthorized overdraft protection that may be necessary to cover the transaction. The hold will be in the amount of the transaction request that has been submitted by the merchant for authorization. Held funds will not be available for withdrawal nor for check writ- 8

ing purposes during the period that the hold is in effect. The hold will be in effect for no more than three (3) business days. Mastercard Automatic Biller (ABU). Safeguarding Your ATM card, Debit Mastercard and PIN, Telephone Banking System PIN, Mobile Banking User Name and Password and Online Banking System User Name and Password. You agree to protect your ATM and/or Debit Mastercard and PIN, Telephone Banking System PIN, Mobile Banking User Name and Password and your Online Banking System User Name and Password. You agree to sign the signature panel on the back of your Card immediately upon receipt and to memorize your PIN and destroy any paper on which it is written. Do not give your Card and/or PIN to anyone else and do not let anyone see you enter your PIN. If you do permit someone else to use your Card and/or PIN, Telephone Banking System PIN, and/or Online Banking System User Name and Password, you are liable for any transactions made by that person or by anyone else to whom that person gives the confidential access information until you notify us to cancel your Card or restrict access to your Account(s). Wrongful Use. If someone uses your Card or card number without your consent, you agree to give us a written sworn statement detailing the wrongful use and help us in investigating the circumstances and prosecuting those responsible. The statement will be in the form prescribed by us and completed by you. We do not have to provisionally credit you for your losses before you give us the required statement. Reviewing Your Statements. You agree to look at your statements as soon as you receive them or if they are delivered to you electronically, as soon as they are available to you online. If a statement shows a transfer not made by you, you will tell us promptly. If you do not tell us within sixty (60) days after we mail the statement to you, the statement will be deemed to be correct, and you will not be able to challenge any errors or unauthorized transactions, except as otherwise provided under the Electronic Funds Availability Act and its implementing regulation commonly referred to as Regulation E (collectively, the Act ). Receipts. In order to detect errors on your Account, it is important that you retain records relating to your Account as well as your transactions at any ATM or at the time you make a debit card purchase or point of sale withdrawal through a merchant s electronic terminal. Dishonor. We have no liability or responsibility if, for any reason, the Card is not honored at any establishment and in no event will we be liable for overdraft fees, other charges, or any consequential damages in connection with your use of your Card except as otherwise provided under the Act. Card Cancellation. The ATM Card and Debit Mastercard at all times remains the property of Windsor Federal Savings. We may refuse to issue or reissue a Card or we may revoke or limit your Card privileges with or without cause or notice. Upon cancellation of your Card privileges, the Card must be surrendered by you to the Bank or its authorized agent upon demand or upon knowledge of cancellation. You agree not to use or 16

attempt to use an expired, revoked or otherwise invalid Card. If the Card is used other than as permitted by this Agreement, we may at our option and without waiving any rights, recognize the transactions and debit or credit your Account accordingly. The cancellation of Card privileges, by you or us, will not affect other rights and privileges you have under the Deposit Account Agreement for the Account. Our Rights in Reference to Overpayments. If funds have been deposited into your Account(s) to which you are not legally entitled, by mistake or otherwise, you agree that such amounts are debts owing from you to us and you authorize us summarily to withdraw such amounts from the Account or any other Account you have with us. We can do this without giving you prior notice or demand. We can also exercise our right of setoff to recover any such amount. (Examples of such an overpayment to your Account to which you are not legally entitled would be your account was credited with an incorrect amount; the deposit represents a duplicate credit to your account; you were not entitled to the deposit such as a Social Security payment received by direct deposit after a death or you were not the intended recipient of the deposit). Charges for Services. There may be a fee for certain EFT services. Please refer to the Windsor Federal Savings Schedule of Charges for specific fees that may apply. Notice of Change. You will be notified in writing thirty (30) days prior to the effective date of any change in terms or conditions of this Agreement if the change would result in increased fees, greater liability, fewer types of available electronic fund transfers, a limitation in your ability to access your Account or any other change that would adversely affect you. However, you will not receive the notice if an immediate change must be made for security reasons such as but not limited to a suspected or reported security breach or identity theft. All notices from us will be effective when we have mailed them or delivered them to your last known address on our records. Non-Enforcement of Our Rights. We can choose not to enforce or to delay enforcing any of our rights under this Agreement without losing them in the future. ATM User Precautions. As with all financial transactions, please exercise discretion when using an automated teller machine (ATM). For your own safety, be careful. The following suggestions may be helpful. Prepare for your transactions at home (for instance, by filling out a deposit slip) to minimize your time at the ATM. Mark each transaction in your account record, but not while at the ATM. Always save your ATM receipts. Don t leave them at the ATM because they may contain important account information. Compare your transaction records with your account statements. Don t lend your Card to anyone. Remember, do not leave your Card at the ATM. Protect the secrecy of your Personal Identification Number (PIN). Don t give anyone information regarding your Card or PIN over the telephone. Never enter your PIN in any ATM that does not look genuine, has been modified, has a suspicious device attached, or is operating in a suspicious manner. Don t write your PIN where it can be discovered. For example, don t keep a note of your PIN in your wallet or purse. Always cover the PIN pad on the ATM when entering your PIN number. Prevent others from seeing you enter your PIN by using your body to 17

shield their view. Make sure the auto locking feature is active on your mobile device to lock the device after a defined number of minutes of inactivity. If you lose your Card or if it is stolen, promptly notify us. You should consult the previous disclosures in this document about electronic funds transfers for additional information about what to do if your Card is lost or stolen. When you make a transaction, be aware of your surroundings. Look out for suspicious activity near the ATM, particularly if it is after sunset. If you observe any problem, go to another ATM. Use the debit card manager feature in online banking and mobile banking app. Don t accept assistance from anyone you don t know when using an ATM. If you notice anything suspicious or if any other problem arises after you have begun an ATM transaction, you may want to cancel the transaction, pocket your Card and leave. Don t display your cash; pocket it as soon as the ATM transaction is completed and count the cash later when you are in the safety of your own car, home, or other secure surrounding. At a drive-up facility, make sure all the car doors are locked and all of the windows are rolled up, except the driver s window. Keep the engine running and remain alert to your surroundings. We want the ATM to be safe and convenient for you. Therefore, please tell us if you know of any problem with a facility. For instance, let us know if a light is not working or there is any damage to a facility. Please report any suspicious activity or crimes to both the operator of the facility and local law enforcement officials immediately. 18
