2 SUMMARY REPORTS Median Family Income Report The Median Family Income Summary Report provides the Estimated Median Family Income measure (calculated and adjusted annually by HUD) for each year and MSA code for both MSA areas and Non-MSA areas. MSA / MD Family Income Table The MSA / MD Family Income Table is used for MSA areas, and provides the HUD median family incomes for each year and MSA code combination. Year- Lists the years for which the median income level corresponds. MSA / MD Code- Lists the MSAs for which the median income level corresponds. HUD Est. Median Family Income- Lists the HUD median family income level for the corresponding year and MSA combination. State Non MSA / MD Family Income The State Non MSA / MD Family Income Table is used for Non MSA areas, and provides the HUD median family incomes for each year and state name combination. Year- Lists the years for which the median income level corresponds. State Name- Lists the State Names for which the median income level corresponds. HUD Est. Median Family Income- Lists the HUD median family income level for the corresponding year and state name combination. Assessment Area Summary Report The Assessment Area Summary Report lists each assessment area associated with the examination, and provides the census years used for each assessment area. 3 The Assessment Areas Summary table provides a listing of each assessment area name, and the corresponding census year used for each assessment area. Assessment Area Name- Lists the name of each assessment area used in the examination. Census Year- Lists the census years used for each assessment area. Assessment Area Groups Summary The Assessment Area Group Summary table lists all user defined assessment area groups and the individual assessment areas that comprise the group(s). Assessment area groups are used to aggregate information for multiple assessment areas. Group Name- Lists the user-defined groups of assessment areas used in the examination. Assessment Area Name- Lists the name of each assessment area contained in the user-defined group. Census Year- Lists the census years used for each group and assessment area combination. Loan Type Selection Report The Loan Type Selection Summary Report provides loan information used by examiners when selecting HMDA and CRA data verification sampling sizes. All available loan types and / or purposes are listed. Additionally, any custom / user-defined loan types are listed when they are defined. Loan Code Column- Lists all FRB defined HMDA and CRA loan codes. Loan Type Code Column- Lists the corresponding FFIEC loan type and / or purpose codes. Loan Type Description Column- Lists the verbal loan type description for each Loan Code and Loan Type Code combination. Number in Universe Column- Provides the number of loans in the universe for each Loan Type combination. 3

4 Number in Sample Column- Using the Confidence Selected and Precision Selected columns, provides the number of loans that should be sampled during data verification, based upon the number of loans in the universe. Confidence Selected Column- This column is based on HMDA and CRA sampling procedures. It reflects the confidence level selected in the Loan Types & Criteria definition. The higher the Confidence level the larger the Number in Sample. The more precise the calculation (the higher the Precision Selected Number %) the larger the Number in Sample. The Confidence Level tells you how sure you can be. Precision Selected Column- This column is based on HMDA and CRA sampling procedures. It reflects the precision level selected in the Loan Types & Criteria definition. Loan Records Summary Report The Loan Records Summary Report lists all loan types used in an examination, along with a loan description, the number of loans in each type, and the validity, quality, and modified count for each combination. Loan Description- Lists FRB Loan Code and Loan Type Description for all loans reported by the bank, broken out by year. Total Loan Count- Provides the number of loans in each Loan Description. Validity Count- Provides the number of validity errors for the loans in each Loan Description. Validity errors are those errors in the State, County, MSA and Census Tract fields. Loans containing validity errors are automatically excluded from the data presented in the analysis reports. Quality Count- Provides the number of quality errors for the loans in each Loan Description. Quality errors are those errors to the borrower income, revenue, or loan amount fields. Loans containing quality errors are included in the analysis reports, but are reported in the N/A sections for borrower income, revenue or loan amount. Modified Count- Denotes the number of records that were modified after they were initially added as records. 4

5 Duplicate Loan Details Report The Duplicate Loan Details Reports lists all loan records that are considered partial duplicates. Partial duplicate loan records have the same loan ID, loan type, and year but different action codes. This report will list both loan records. The only difference is that one record will have the Action Code 1 and the other will have the Action Code 6. Both records are included in the analysis until otherwise corrected. This report can be sent to the bank for verification on which record to keep and which record to delete. Records considered to be true duplicates (all four fields identical), are not allowed into the exam and are written to an error file. Loan ID- Lists the ID number assigned to the loan by the reporting bank. Loan Type- Lists all FRB defined HMDA and CRA loan codes and corresponding FFIEC loan type and / or purpose codes. Year- Lists the year for which the loan data corresponds. Action Code- 1- Loan Originated 2- Application Approved but not Accepted 3- Application Denied 4- Application Withdrawn 5- File Closed for Incompleteness 6- Loan Purchased by Your Institution 7- Preapproval Request Denied 8- Preapproval Request Approved but not Accepted Outside Assessment Area Summary Tract-by-Tract Report This report provides a summary of bank loans outside of all assessment areas defined by the bank for the examination. It shows the number of loans, as well as the dollar amount of loans grouped by state, county, income tract category, and census tract number combination. The chart is organized with the loan data in the right columns, and the state, county, income tract category, and census tract number in the left four columns to show reference information for the loan data that is presented. Left Reference Columns (4) The four columns on the right side of the report list the state, county, incometract category, and income tract number for the loan data (outside of the assessment areas) that is presented in the right columns. 5

6 Right Loan Data Columns Annotated CRA CHAT Tables The right columns provide information on the number and dollar amount of loans in each state, county, income tract category, and census tract number combination. Each loan product being considered is given its own column of data, and a total column then sums the information in each product column. ASSESSMENT AREA REPORTS Assessment Area In Depth Report This table presents the demographic information that is used as a resource to develop the performance context and used in the lending analysis. The four pages of this report give you an overview of housing by income tract categories labor summary, race of householder, institutionalized persons, break-down of the population by race and the households by income category. In the assessment area in-depth report, all medians are calculated with the census tract level values (grouped by tract-income category) from the census file for those tract used to define the assessment area(s). Generally, there are two methods to calculate medians, Pareto interpolation and linear interpolation. For use in CHAT tables, the business rule is that income-based medians are calculated according to the Pareto method, while all other medians (such as age, rent and housing value) are calculated according to the linear method. Housing Summary Report Housing Units by Tract: This column represents the total number of housing units within the institution s assessment area broken down by the number of housing units in each income category. Owner-Occupied Of the total housing units, this number represents the number of households that are occupied by the owner of the residence in each income category. The second column is the number of owner-occupied housing units expressed as a percentage of housing units in each income category. In other words, the number of owner-occupied housing units in each income category is divided by the total number of housing units within each incomegeography. Rental Of the total housing units, these numbers represent the number of rental units within each income category. 6

7 The number of rental units expressed as a percentage of the total housing units within each income category Vacant Of the total housing units, these numbers represent the number of unoccupied housing units within each income category. The number of vacant units expressed as a percentage of the total housing units within each income category. Boarded-up units This data is available for years 2002 and earlier, as it is based on the 1990 census. The data is unavailable for years 2003 and later, as those years would be based on 2000 census data. For years 2002 or earlier: The number of boarded-up units within each income category. The number of boarded-up units expresses as a percentage of the total housing units within each income category. 1-4 Units (1-4 Units + Mobile + Other Units) Of the total housing units, this number is the total number of 1-4 family housing units, which also includes the number of mobile homes and other units. The number of 1-4 family housing units expressed as a percentage of the total housing units within each income category 5 or more units Of the total housing units, this number represents the number of 5 or more housing units. Five or more housing units are considered multi-family housing. This information is helpful to the examiner to determine the opportunity for multi-family housing lending. The number of multi-family units expressed as a percentage of the total housing units within each income category Mobile Homes Other Units Of the total housing units, this number represents the number of mobile homes within each income category. The number of mobile homes expressed as a percentage of the total housing units within each income category. Of the total housing units, this number represents the number of other units other than 1-4 family units, multi-family units and mobile homes. Other units can include correctional institutions, nursing homes, college dorms, homeless shelters, etc. 7

Median Age of Stock This value is the median age of the housing units for each tract income category in the assessment area(s). Median Gross Rent This value is the median rent paid for housing for each tract income category in the assessment area(s). Median Housing Value This value is the median housing value of all housing units for each tract income category in the assessment area(s). Labor Summary Report Persons 16 + yrs Labor Force Unemployed Based on the census data, this is the number of individuals over the age of 16 living within each income-tract category. The number of individuals over the age of 16 living within the income tract category expressed as a percentage of the number individuals over the age of 16 living in all income tract categories. This is the number of individuals working and living within each income-tract category. Number of individuals working and living within each income tract category expressed as a percentage of the number of individuals working and living in all income tract categories. This is the number of individuals unable to find work, living within each income-tract category. Number of individuals unable to find work, living with each income tract category expressed as a percentage of the number of individuals unable to find work in all income tract categories. Race of Householder by Percent of Median Household Income Report This table will tell the examiner the racial demographics of the assessment area. Race 8

9 The new race categories based on the 2000 census are available only for data years of 2004 and later. Using these terms, the racial composition of the assessment area is broken down by income category. For years 2003 and earlier, the old race categories are used, since this data is based upon the 1990 census data. Using these terms, the racial composition of the assessment area is broken down by income category. Households One or more persons who occupy a housing unit may be a single family, one person living alone, two or more families living together, or any group of related or unrelated persons who share living arrangements. Low income: Households with income less than 50% of the area median household income. Moderate-income: Households with income at least 50% and less than 80% of the area median household income. Middle-income: Households with income at least 80% and less than 120% of the area median household income. Upper-income columns: Households with income of 120% and greater of the area median household income. Institutionalized Persons Report Institutionalized persons These are individuals living anywhere in the assessment that reside in correctional facilities, nursing homes, mental hospitals, juvenile institutions, or other institutions. This information is important to examiners in areas which have no lending activity by the financial institution. The examiner would need to know where the facilities (mentioned above) are located. This data can also be included in the performance context. Persons in Group Quarters These are individuals living in college dorms, military quarters, homeless shelters, visible in the street or other non-institutions. This information is important to examiners in areas of no lending activity by the financial institution. The examiner would need to know where the facilities (mentioned above) are located. This data can also be included in the performance context. Percentage of Assessment Area by Tract Income Report Population 9

10 The table lists the number of census tracts in each income category and the total population in each income-tract. The table breaks down each racial category of individuals living within the respective income categories. The percentage of each racial category is expressed as a percentage of the total population residing within the respective income category. The table uses new race categories for 2004 and later data, and uses the old race categories for data from 2003 and earlier. Household by Income The table lists the number of households in each income category. The table breaks down the households by income categories and lists the number of households within the respective income level tract. The percentage of each household income is expressed as a percentage of the total of the respective household income residing within the income census tract. The table also expresses the number of households living below the poverty level, those receiving public assistance, and lastly those renters with rent cost > 30% of income. The number in each of these groupings is a percentage of the total households in the assessment area. Families by Income The table lists the number of households that are families. Remember that families are all persons living in the same household who are related by birth, marriage or adoption. These numbers are broken down by income census tract level. The table also breaks the total households that are families into the respective income level categories. The percentage of each income level is expressed as a percentage of the total of the respective income level category residing within the income census tract. The table also has a column that list the number of families living below the poverty level in each respective income tract. This number is based on the total of households that are families. Further, the percentage of each income level is expressed as a percentage of the total of families living below the poverty level. Assessment Area Overview Report This table represents an overview of demographic information for all areas that comprise the selected assessment area(s). The tables include valuable information such as the racial demographics of the area, the household summary, income family summary, labor summary, housing summary, affordable housing summary, and monthly rental cost of the assessment area. This report is different from the In-Depth report. This report 10

11 further breaks down the data, to give the examiner more specific information in to the counties, state, and MSA/MD. The source of median values in the Assessment Area Overview Report differs based on the geography. The county, state, and MSA values area pulled directly from the census file, while the assessment area values are calculations based upon publicly available ranges from census for the tracts used to define the assessment area(s). Generally, there are two methods to calculate medians, Pareto interpolation and linear interpolation. For use in CHAT tables, the business rule is that income-based medians are calculated according to the Pareto method, while all other medians (such as age, rent and housing value) are calculated according to the linear method. Population Summary This first column lists the total population within the bank assessment. The rows under that indicate the counties within the bank s assessment area, followed by the states where the bank has designated its assessment area, and finally the MSA/MD within the bank s assessment area. These columns breakdown the total population by race as defined by the appropriate census data year. Then takes the total of the respective race and breaks it down by county, state and MSA/MD within the bank s assessment area. The number of each racial category is expressed as a percentage of the total population residing within the assessment area, county, state and MSA/MD. The total minority population column is the total of all minorities, excluding the white, not Hispanic column. Again, the number of the total minority population is expressed as a percentage of the total population residing within the assessment area, county, state, and MDS/MD. The last column gives the examiner an idea of how many persons who speak English not well or not at all. This information is important to ensure that the bank is gearing its products to the needs of the community (such as, does the bank need bilingual employees, does the bank have disclosures in different languages in order to the customers understand the products offered) Household Summary This table discusses the total households within the bank s assessment area broken down by income level. The first column lists the total number of households in the assessment area, then broken down by county, state, and finally MSA/MD. Remember that households are: - One or more persons who occupy a housing unit may be a single family, one person living alone, two or more families living together, or any group of related or unrelated persons who share living arrangements. The median household income within the assessment area, county, state, MSA/MD. The next 4 columns breaks the household incomes into low- moderatemiddle- and upper-income categories. The number of income category households is expressed as a percentage of the total number of households each by assessment area, county, state and MSA/MD. 11

The numbers is the assessment area row broken down by income category and used in the borrower distribution analysis for HMDA loans The number of each income category is expressed as a percentage of total number of households that are families This column represents the number of families below the poverty level. The number is expressed as a percentage of the total households that are families. These columns break the labor force down by total number of persons 16 years of age and older who are living within the assessment area, by county, state and MSA/MD. The number is also expressed as a percentage of the total population. The labor force of civilian and armed forces is representative of the total persons 16 yrs and older. The number is also expressed as a percentage of the total persons 16 years of age and older. The civilians unemployed column is representative of the number of labor force individuals not working. The number is expressed as a percentage of the labor force number The table takes the total population and breaks it into age categories. Housing Summary (continue) Affordability Summary This table is a summary of the housing unit broken down by units within the assessment area, the counties within the assessment area, the state, and MSA/MD. The table breaks the housing units into the number of 1unit housing, which would be considered signal family housing The next column is the number of 2-4 housing units in the assessment area, counties in the assessment area, state, and MSA/MD. 5 or more units are the number of multi-family units within the assessment area, counties within the assessment area, state, and MSA/MD. The next column is the number of mobile homes permanently located within the assessment area, counties, state and MSA/MD Other units are considered anything other 1-4 family units, multi-family units and mobile homes. Other units can include correctional institutions, nursing homes, college dorms, homeless shelters, etc.. This table gives the pricing of the housing units broken into specific dollar amounts of affordability. 13

14 Monthly Rent Cost Annotated CRA CHAT Tables Review each column for specific affordability. For example, the column stating $15,000 to $24,999 indicate the number and percent of housing units within the stated price. Specified Owner-Occupied units available for years 2002 and earlier, as it is based on the 1990 census. The data is unavailable for years 2003 and later, as those years would be based on 2000 census data. For years 2002 or earlier: The number of specified owner-occupied units within each assessment area component. The number of specified owner-occupied units expressed as a percentage of the total housing units within each assessment area component. Affordability ratio = median household income divided by the median housing value. Affordability ratios, developed by dividing the median family income by the median housing value for a given area or groups of geographies, are helpful in comparing costs for different areas. An area with a high ratio generally has more affordable housing than an area with a low ratio. This row of tables gives the cost or rental units within the assessment area, counties within the assessment area, state, and MSA/MD. The first column is the number of rental units within the assessment area, counties, state and MSA/MD. Median. This value is the median rent paid for housing for each tract income category in the assessment area(s). The following four columns breaks the rents into specific categories. The fifth column is the number of units with unknown rent cost The last column is the number of renters with rent cost greater than 30% of the income in the area. Branch Summary Report The Branch Summary Report provides a summary of the geocoded branches within the assessment area. The report shows information on the number of geocoded branches and ATM locations in the area, stratified by income category. Please note that if a branch or ATM location could not be geocoded due to incomplete address, it would not be included in the report. Tract Income Category (Left Column) Low- Areas with reported incomes less than 50% of median family income. 14

15 Moderate- Areas with reported incomes of at least 50%, but less than 80% of median family income. Middle- Areas with reported income of at least 80%, but less than 120% of median family income. Upper- Areas with reported income of more than 120% of median family income. Unknown- Areas in which there is no reported income level. No income would be reported for areas populated by a college or university, jail, hospital, park, etc. Branches (Column Inside Main Table) Count- Number of existing branches in each tract income category. %- Number of branches in each tract income category as a percentage of total branches in the assessment area. Opened- Number of branches opened by the bank during the evaluation period in each tract income category. Closed- Number of branches closed by the bank during the evaluation period in each tract income category. ATMs (Column Inside Main Table) The ATM columns provide the following information, both for full service locations, and cash only locations: Count- Number of existing ATMs (full service or cash only) in each tract income category. %- Number of ATMs (full service or cash only) in each tract income category as a percentage of total ATMs (full service or cash only) in the assessment area. Opened- Number of ATMs (full service or cash only) opened by the bank during the evaluation period in each tract income category. Closed- Number of ATMs (full service or cash only) closed by the bank during the evaluation period in each tract income category. Branch Detail Report 15

16 The Branch Details Report gives in-depth information on each branch operated by the bank within the selected assessment area. The report lists the following information for each branch entity: branch type, street address, MSA code, state code, county code, census tract code, and branch status. Branch Type Address MSA/MD State County Tract Branch Status Provides general information on each bank location, including whether the branch is a main office, or branch location, has a full or limited-service ATM, and other related data. The terms used to describe branch type include: Main Office, Main Office with ATM, Full Service ATM, Branch without ATM, Branch with ATM, Cash Only ATM, and Loan Production Office. Lists the street address of each branch in the assessment area. Provides the MSA code associated with the branch location. The MSA is used in conjunction with the address and state, county, and tract codes in order to acquire demographic information (such as income level, minority population, etc.) about the location. Provides the state code associated with the branch location. The state code is used in conjunction with the address and MSA, county, and tract codes in order to acquire demographic information (such as income level, minority population, etc.) about the location. New- Used for instances in which the branch opening date is within the examination period, and there is no closing date, or the closing date is after the end of the examination period. Closed- Used for instances in which the closing date is within the examination period, regardless of when the branch opening date is. Combined Demographic Report This table represents a summary of the demographic information within the selected assessment area. Demographic information is data used in analyzing the bank s lending activity as compared to the proxies provided on this demographic chart. The report combines consumer demographics from the census and business demographics from Dun & Bradstreet. Income Categories Column: Low income: Low-income geographies are areas with income less than 50% of the median family income. Moderate-income: Moderate-income geographies are areas with income at least 50% and less than 80% of the median family median Middle-income: Middle-income geographies are areas with income at least 80% and less than 120% of the median family median Upper-income columns: Upper-income geographies are areas with income of 120% and greater. Unknown- Areas in which there is no reported income. Unknown income might be reported for areas populated by a college or university, jail, hospital, park, etc., or for borrowers who are bank employees or that the bank did not consider income levels when underwriting a loan. Income and Family Distribution Section Tract Distribution: Number of tracts inside the institution s assessment area. 17

18 The number of tracts expressed as a percentage of all tracts within the assessment area Families by Tract Income: Of the total families living within the assessment area, this column breaks down the number of families living within the geographic categories of the assessment area. The number of families in each income category expressed as a percentage of all families within the assessment area. Families < Poverty Level as % of Families by Tract: Of the total families, this column represents the number of families living in the respective geographic categories living below the poverty level. The number of families living below the poverty level expressed as a percentage of all families within each geographic category. Families by Family Income: Of the total families living within the assessment area, this column breaks the families down by income level, which is used for the borrower distribution analysis. The number of families by income level expressed as a percentage of all families within the assessment area. Total Assessment Area Row This row totals the data in the corresponding columns above. Housing Type Distribution Section Housing Units by Tract: This column represents the total number of housing units within the institution s assessment area broken down by the number of housing units in each income category. Housing Types by Tract Owner-Occupied Of the total housing units, these numbers represent the number of households that are occupied by the owner of the residence in each income category. The first percentage column is the number of owner-occupied units expressed as a percentage of all owner-occupied units. In other words, the number of owner-occupied units in each income category is divided by the total number of owner-occupied units. 18

Rental Of the total housing units, these numbers represent the number of rental units within each income category. The percentage column is the number of rental units expressed as a percentage of rental units within each income category Vacant Of the total housing units, these numbers represent the number of unoccupied housing units within each income category. The percentage column is the number of vacant units expressed as a percentage of unoccupied housing units within each income category. Total Assessment Area Row This row totals the data in the corresponding columns above. Middle- Areas with reported income of at least 80%, but less than 120% of median family income. Upper- Areas with reported income of more than 120% of median family income. Unknown- Areas in which there is no reported income level. No income would be reported for areas populated by a college or university, jail, hospital, park, etc. Lending (Section Inside Main Table) Loans- Aggregates the number of loans originated and purchased by the bank within the assessment area. Census Tracts with No Loans Report This report provides demographic population and housing information for those tracts within the assessment area(s) that have no lending activity. The report is useful for gaining background information on these geographies, which may help to explain the lack of lending. For instance, if there are very few owner-occupied housing units in the area, one would expect few home loans to be made in the area. Users have an option to create separate HMDA and / or CRA reports with this data. Tract Category (Left Column) The Tract Category column lists the state, MSA, county, and tract number (in that order) for each census tract within the assessment area that has no loan activity. These geocodes are listed according to their tract income classification. Subtotals are included for each tract-income category, and for all tract income categories. Lending (Column Inside Main Table) The Lending column presents the number of loans, and number and percentage figures for originations and purchases within the assessment area. The number and percentages in this column will always be reported as zero, as this report provides data for those census tracts with no loan activity. Population (Column Inside Main Table) The Population column provides the population, percent minority, and number of families reported for each geocode listed in the left column. 24

This report shows the number and percent of businesses in each tract income category that have been under current ownership for a certain number of years by Gross Annual Revenue ranges. Though the number and percentage are given for the businesses, the industries to which they belong are not identified in the report. The data for the business demographic reports comes from Dun & Bradstreet (D&B). The source data is a single and current data file geocoded according to the 1990, 2000, and 2004 Census / OMB definitions. The data is geocoded in this manner for use in assessment areas defined for 2002 and earlier, 2003, and 2004 and later. The data file is updated annually to ensure the software always has the most current data from D&B. Since the data comes from a private external source, the quality is only as good as that under the control of D&B. Consequently, the small business / small farm demographic reports are not intended to provide an exact portrayal of the small business / small farm environment for a given geography.
