1 THE METHODOLOGY OF REPORTING PAYMENT INSTRUMENTS I. INTRODUCTION Based on the Law on Payment System, Article 8, and on the Regulation on Payment Instruments Statistics, and in order to fullfill its public function as oversight of the payment systems, the Central Bank of the Republic of Kosovo has drafted this document on the methodology of reporting payment instruments that participants of payment systems have to meet. This methodology aims to build a database on the use of payment instruments in view of the objectives mentioned above. The structure of the methodology is built according to the types of payment instruments, types of transactions and types of terminals where payment instruments are used. The methodology is designed in accordance to the international standards set by the European Central Bank (ECB) and the Bank for International Settlement (BIS). Reporting according to standards foreseen in this document would enable CBK to: a. Monitor developments on payment system, b. Monitor use of payment instruments, c. Monitor risks that comes out of these systems, and d. Increase transparency on reporting of payment systems and instruments. These data will help to create different policies that would assist CBK to fullfill its duties and responsibilities. On further details the methodology includes: a. Forms of reporting; b. Explanations of reporting procedures; c. Instructions on drafting the reports; and d. Explanation of terms. FORMS OF REPORTING The attached forms, part of this report are: Form 13-A. Number of Cards, Terminals and Accounts Form 13-B. Transactions according to payment instruments Form 13-C. Transactions according to types of terminals Form 13-D. Transactions according to location Form 13-E. Cash Transactions in cash desk/teller Form 13-F. Number of ATM and POS terminals by town Form 13-G. Statistics on card holders Form 13-H. Number of active cards Form 13-I. E-banking payments.

2 REPORTING PROCEDURES Subject to reporting are all banks and branches of foreign banks licensed by the CBK. Reporting period and timetable is shown below: Reporting forms are submitted on monthly bases. Last reporting date is not later than fifteen (15) days after the end of each month. Other changes can be done in this document any time it will be considered necessary in reflecting expected changes on fields of action. CBK has the right to ask at any time for extra information or ad-hoc reports from the subjects dealing with payment services. Reporting is made on the Payment Systems Department, respectively to the Oversight and Analysis of Payment Systems Division. The report can be sent as: o (report attached) in the address below: payment.systems@bqk-kos.org, Reporting is done in EUR ( ) and a separate report is made if payment are on other currencies as: USD ($), CHF, GBP ( ) and other. Payments on other currencies are converted into EUR based on the official exchange rate set by CBK on the last day of the reporting period, and are reported together in the column other currencies. Central Bank publishes data reported by banks in the aggregated manner. Banks report in accordance with the terms and forms set out in this methodology. In case of violation of this methodology, CBK takes measures envisaged in the legal and regulatory framework. II. INSTRUCTIONS ON DRAFTING THE REPORT Form 13 - A. Number of Cards, Terminals and Accounts Form 13 A is made up of three tables: Number of Cards, Number of Terminals and Number of Accounts. Table Number of Cards is composed of four items. On each item and sub item should be reported the number of cards issued by the reporting bank, according to the type and the total number of cards (on the last column) that are valid/active during the reporting period. Here are included cards issued by the reporting bank in collaboration with the companies, if there are any. Cards may be: local cards; VISA; MasterCard and other type of cards. If a card offers more than one function it should be reported on any item /sub item (I, II.1 and II.2) according to its functions. On total number of cards (article IV), any card is reported only once, despite its functions. I. Cash function Card here is reported the number of cards that gives to the client the possibility to deposit or withdraw cash from ATM terminals. II. Payment function card is reported the number of cards that gives to the client the possibility to conduct payments. These cards are: debit function cards, credit function cards and debit delayed cards. a. Debit function cards is reported the number of all debit cards, including cards of delayed debit function. b. Credit function card is reported the number of all credit function cards, including charge function cards. III. Cards with electronic money function here is, reported the number of cards that store the monetary value itself in the form of electronic money. These cards can be single use,

3 IV. or have recharging option. Under sub item (III.1) is reported the number of cards with electronic money function which are filled at least once during the reporting period. The total number of cards here is reported the total number of cards issued by the reporting bank; that are available during the reporting period, despite their functions. Under sub item (IV.1) is reported only the number of cards that have combined features of debit, credit, cash or electronic money. Table Number of Terminals consists of 4 (four) items. For each item and sub item should be reported the number of terminals owned by the reporting bank during the reporting period. This table includes all types of terminals: ATM, POS, virtual POS, and terminals for the use of electronic money. If the bank terminal offers more than one function, then it is reported in each sub article according to its function (I.1, I.2 and I.3) or (II.1 and II.2). While on items (I, II, III, and IV) of the table, where total number of terminals is reported, each terminal is reported only once, despite the bearing functions. I. Automated Teller Machines (ATM) Here is reported the total number of ATMs owned by the reporting bank during the reporting period. 1. Cash withdrawal ATM here is reported the number of ATM terminals that offer cash withdraw to card holders. 2. ATM with credit transfer function here is reported the number of ATM terminals that offer card holders to execute transfer orders from their bank account. 3. ATM with cash deposit function here is reported the number of ATM terminals that offer card holders the possibility to deposits. II. POS Terminals (Point of Sale) - here is reported the total number of POS owned by the reporting bank during the reporting period. These terminals allow customers who have cards with payment function to perform electronic payments at point of sale. 1. POS terminals with cash withdrawal function here is reported the number of POS terminals, which provide the card holders not only make payments through the points of sale, but also withdraw cash. 2. EFTPOS Terminals here is reported the number of POS terminals, which offers card holders only perform payments through points of sale. III. Virtual POS terminal for cards use here is reported the total number of virtual POS terminals owned by the reporting bank during the reporting period. These terminals allow customers who have cards with payment function to perform electronic payments for purchases on the Internet. IV. Terminals for the use of electronic money here is reported the total number of terminals that allow the use of electronic money. These terminals allow customers perform payments with electronic money, or recharge their cards. Table Number of Accounts consists of 1 (one) single item. For this item and each sub item should be reported the number of customer s accounts at the reporting bank during the reporting period, divided by currency account in EUR, USD, CHF, GBP and "other currencies". At item I (a) is reported the total number of customer accounts at the reporting bank. In sub items is reported the number of residents accounts (individual and business) and the number of non-resident accounts (individual and business). Also in the following columns of this table are reported separately the number of accounts that use E-banking, the number of accounts that use Direct Debit and the number of accounts that use periodical order.

4 Form 13 - B. Transactions by payment instrument Form 13 B consists of 6 (six) items. For each item and sub item should be reported the number and value of payments according to the instrument used for making payments within the country and/or abroad. In this form are reported all payments initiated by the subject, who may be provider or recipient of funds. Payment is considered the transfer of funds between different subjects (or between the same subject). Subject (hereinafter client) can be: customers of reporting banks or reporting banks in their own. The reporting bank is considered as a customer who settles its obligations, and may be prescriptive or beneficiary of the funds. The number of payment orders, numerically, is considered the total of account debits. A payment instruction is always counted only once. Reporting is divided by currency in EUR, USD, CHF, GBP and "other currencies". I. Credit transfers initiated by clients here are reported credit transfers initiated by the client, identified by way of sending the payment order, in the form of paper or non-paper form. This includes credit transfers carried out through an ATM, periodic payments, etc. Individual giro payments are always reported as a transaction. a. Credit transfers in form of paper are reported only credit transfers ordered by the customer in paper form. Here are reported the electronic credit transfers that require manual processing by bank employees to be executed, for example via telephone orders. i. Through cash - credit transfers reported in form of paper in which the payer makes payment by cash. 1. Giro Payment here are reported payments made via giro in which the payer makes payment by cash. a. INTRA payments (within bank) are reported only giro payments where the payers make payment through cash, and the recipients are clients of the reporting bank. b. INTER payments (interbank) are reported only giro payments by cash, in which only the payer (the debtor) of the payment is client of the reporting bank. 2. Other Transfers here are reported other paper form credit transfers paid in cash. ii. Through accounts are reported credit transfers in paper form by which the ordering costumer makes payment through bank account. 1. Giro Payment here are reported payments made via giro in which the payer makes payment through bank account. a. INTRA payments (within bank) are reported only giro payments by which the payers make payments through bank account and recipients are clients of the reporting bank. b. INTER payments (interbank) are reported only giro payments via bank accounts in which only the payer (the debtor) of the payment is clients of the reporting bank. 2. Periodic transactions ("standing order") - In this sub item are reported periodic payments made between the bank and the customer s accounts, according to the agreement/contract signed by both parties. Periodic

5 payments are considered loan instalments, insurance premiums, rents, maintenance contracts, etc. In case of the existence of many beneficiaries against a single payer, the count is done by considering the number of beneficiaries. 3. Other Transfers - At this item, are reported other credit transfers in paper form paid through bank accounts. b. Credit transfers in non-paper form - reported only credit transfers ordered by the customer in electronic form and that does not require manual intervention of the bank employees to be executed. a. E-banking Electronic credit transfers via Internet. b. Mobile banking - Electronic credit transfers via telephone. c. ATM Electronic credit transfers via ATMs. d. Other (specify) Other electronic credit transfers. II. Payments initiated by customer s cards - At this item are reported payments made by the customer through the card issued by the reporting bank. These payments are made with cards of the reporting bank on (POS or ATM) terminals home or abroad. Terminals may be of the reporting bank or of other banks. Here are also reported the payments made via Internet, phone, or other forms, through a card issued by the reporting bank. Payments made by means of cards issued by other banks through the terminals of the reporting bank, are not reported, as they are reported by the respective bank that issued the card. 1. Payments with debit cards - only payments with debit cards are reported, including debit cards with delayed function. 1. Payment by credit card - only payments by credit card are reported, including cards with charge card function. III. Direct Debit - At this item are reported payments made pursuant to an agreement "direct debit." Payments are reported by the beneficiary bank. For direct debit individual payment is always reported as a transaction. 1. INTRA Payments (within bank) - are reported only Direct Debit payments in which the payer (the debtor) and the beneficiary (creditor) are clients of the reporting bank. 2. INTER payments (interbank) - are reported only Direct Debit payments in which only the recipient (creditor) is a client of the reporting bank. IV. Electronic money payments here electronic money payments are reported, initiated by the payer (the client with e-money) in favour of beneficiaries. 1. Payments with e-money through one card only e-money payments in card form are reported. 2. Payments with other e-money - reported only non-card electronic money payments. V. Payment by other instruments (specify) here are reported payments realized by means of other instruments provided by the reporting bank, and not included in any of the items mentioned above. VI. Total payments to clients (from I to V) here is reported the total amount of payments reported at items I to V.

6 Form 13 - C. Transactions according to the type of terminal Form 13 - C consists of 6 (six) items. For each item and sub item the number and value of transactions should be reported. In this form are reported transactions initiated by customers using the terminal and the card. Reporting highlights of this Annex are: I. Transactions at terminals installed by the reporting bank, with cards issued by reporting bank. II. Transactions made at terminals installed in the country by other banks, with cards issued by reporting bank. III. Transactions at terminals installed abroad with cards issued by the reporting bank. IV. Transactions at terminals installed by the reporting bank, with cards issued by domestic banks. V. Transactions at terminals installed by the reporting bank, with cards issued by banks abroad. VI. Total number of transactions on terminals in the country (I + IV + V). For each of the above items the sub items are reported below. Despite the currency of the original transaction, transactions are reported only in EUR. In case of transactions in other currencies, their conversion into EUR is done based on the official rate set by the reporting bank on the last day of the reporting period. 1. ATM cash withdrawals 2. ATM deposits 3. Credit transfers through ATMs 4. Cash withdrawals at POS terminals 5. Card payments at POS terminals Form 13 - D. Transactions according to location Form 13 D consists of 3 (three) items. For each item and sub item number and value of transactions should be reported. Individual transfers are always reported as transactions. Reporting is divided by currency: EUR, USD, CHF, GBP and other currencies. I. Transactions within the bank - At this item are reported all transactions within the reporting bank through cash and customer accounts. 1. Through accounts - reported only transactions within the reporting bank that are carried out through customer s accounts. In these transactions the payer (the debtor) and the beneficiary (creditor) also, are clients and possess accounts on the reporting bank. 2. Through cash - reported only transactions within the reporting bank that are carried out through cash. In these transactions the payer pays with cash and the recipient (creditor) is a customer and possesses an account in the reporting bank. II. Interbank transactions - at this item are reported all incoming and outgoing inter-bank transactions of the reporting bank. These are the reporting bank transactions with other banks in the country. 1. Incoming Interbank Payments are reported only incoming interbank transactions where the reporting bank or their clients are beneficiaries (creditors). 2. Outgoing interbank payments are reported all outgoing interbank transactions through cash and accounts where the reporting bank or its client are payers (debtor). a. through accounts - outgoing interbank payments of the reporting bank through accounts.

7 III. b. through cash outgoing interbank payments of the reporting bank through cash. International transactions - at this item are reported all incoming and outgoing international transactions of the reporting bank. a. Incoming international payments - reported international incoming transactions only where the reporting bank or its clients are beneficiaries (creditors). b. International outgoing payments - reported all outgoing international transactions, through cash and accounts where the reporting bank or their clients are instructors (debtor). i. through accounts - outgoing international payments of the reporting bank through accounts. ii. through cash - reporting bank s outgoing international payments through cash. Form 13 - E. Cash transactions at the cash desk/teller Form 13 - consists of 1 (one) item and 2 (two) sub items. For each item and sub item value and number of transactions should be reported. Reporting is divided by currency: EUR, USD, CHF, GBP and other currencies. I. Cash desk transactions here are reported cash transactions of reporting bank s clients at bank s cash desk, and they may be cash deposits or withdrawals. 1. Cash deposits in cash desks - only cash transactions at cash desk are reported, in which the reporting bank's customer deposits cash in his/her own account. 2. Cash withdrawals in cash desks- only cash transactions made at the cash desk are reported, in which the reporting bank client withdraw cash from his account. Form 13 - F. Number of ATM and POS terminals by town Form 13- E consists of two items: I- ATM Terminals (active and passive), and II- POS Terminals (active and passive). Here should be reported ATMs and POS terminals distributed throughout the municipalities. I. ATM terminals (active) - in this point should be reported ATM terminals which are used for card transactions at least once during the reporting period. II. ATM terminals (passive) - in this point should be reported ATM terminals which are not used for card transactions at least once during the reporting period. III. POS terminals (active) - in this point should be reported POS terminals which are used for card transactions at least once during the reporting period. IV. POS terminals (passive) - in this point should be reported POS terminals which are not used for card transactions at least once during the reporting period.

8 Form 13 - G. Statistics on card holders Form 13 - G consists of one item on which cards should be reported by gender and age of the card holders. Reporters are required to respect the separation by groups of card holders as specified in the reporting form. I. Cards by gender/age of cardholders (female) - at this point should be reported cardholders by gender (females) and by age as presented in the form of reports; II. Cards by gender/age of cardholders (males) - at this point should be reported cardholders by gender (males) and by age as presented in the form of reports; Form 13 -H. Number of active cards Form 13-H consists of three tables: a) in the first table should be reported cards that are in possession by customer; b) in second table should be reported only cards that have been active in ATM and POS terminals during the reporting period; and, c) in the third table should be reported the percentage of active cards used in payment terminals; I. Delivered cards - in this item should be reported cards in possession by costumers, including debit cards, credit cards, e-money function cards and other types of cards. II. Active cards - in this item should be reported cards which are used to make transactions at least once during the reporting period, including debit cards, credit cards, e-money function cards and other types of cards. III. Percentage of active cards - in this item should be reported the percentage of active cards compared with the total cards in possession by costumers, including debit cards, credit cards, e-money function cards and other types of cards. Form 13 -I. E-banking payments Form 13-I is composed of four tables where should be reported payments conducted by e-banking service and online payments by cards. I. In the first table are reported payments conducted by the e-banking service including intra bank payments, interbank payments and international payments, according to currencies specified in the reporting form. II. In the second table are reported KOS GIRO payments conducted through e-banking service, including intra and interbank Giro payments. III. In the third table are reported the total volume and value of e-banking payments, including payments in other currencies. IV. In the fourth table are reported online payments conducted with payment cards through the internet.

9 III. TERMS OF METHODOLOGY The terms below have the following meanings: Bank" means: (i) a legal person who deals with the acceptance of deposits and money or other repayable funds in accordance with banking license issued by the competent/responsible authority for licensing and supervising banks or institutions established by law as a bank, (ii) except bank from the point (a) a legal person authorized by law to receive deposits or to participate in payment transactions on behalf of clients and CBK. "Resident" means the legal entities that are registered and operating in Kosovo and natural persons whose residence is located in Kosovo and who do not leave Kosovo for a period longer than one year (except diplomatic staff, students and medical patients). In other words, according to the definitions of the International Monetary Fund, residents of a particular country are physical and legal entities whose economic interest lies in the respective country. "Legal person" means an enterprise or public institution. "Client" means a natural or legal person, including a bank which has opened a bank account. "Foreign Currency" means any currency other than EUR. "Funds" means cash and deposits held in bank accounts. "Bank account" means any account opened in a bank under a contract between a client and the bank, whether it is a current account, giro account or other account and includes an account by a special relationship created solely for the purpose of fulfilling a payment order. "Agreement" means a contract between a client and the bank, which regulates the actions of the bank account, including its duration, modification and payment orders. "CBK" means the Central Bank of Kosovo. "Payment order" means an unconditional order of the sender send to a recipient bank to pay or receive a specific sum of money from a specific bank account by the payee or for the payee, or for the account or by the paying account. When the sender is a bank, payment order is an interbank payment order. "Initiator" means the sender of the first payment order to initiate a payment transaction. "Payee" or "Recipient" means the party that accepts payment in a payment transaction. Payer or Instructor means the party that makes payment in a payment transaction. "Payment transaction" means a transfer of funds from bank account of the payer to the payee or the payee s bank account. The payer and payee can be the same person or two different physical or legal persons. Payment transaction can be a credit or a debit transfer of funds initiated with the initiators payment order given to initiator bank, ordering him to carry out payment transactions. In a payment transaction, the payer's bank account can be maintained and payments may be made on the same bank or between two different banks. "Credit Transfer" means a payment transaction performed by the payer, who issues a payment order to his bank, instructing him to transfer funds from bank account of the payer to the payee or payee s bank account. In a credit transfer, the initiator is the payer, the initiating bank is the payer's bank, the destination bank is the bank of the payee and the payee is the recipient. "Debit Transfer" means a payment transaction initiated by payment order of the payer, according to the authorization of the payer, which orders the payer s bank to withdraw money from the account of the payer. In a debit transfer, initiator is the payee, the initiating bank is the payee s bank, the destination bank is the bank of the payer and the recipient is the payer. "Transfer within the bank" means a transfer of funds from the payer to payee within the same bank, through a payment order. Participants in an internal transfer are the initiator, the bank acting as initiator or destination bank and the receiver.

10 "Interbank Transfer" means transfer of funds from the instructor to the beneficent in two separate banks that have, at least two payment orders for each receiving bank other than the destination bank which performs the payment order of the sender by issuing the appropriate payment order to the receiving bank, with the last payment order sent to destination bank. Participants in an interbank transfer are the initiator, the initiating bank, destination bank and the beneficent and may include one or more intermediary banks. In an interbank transfer, in addition to action on behalf of the client, the bank can act on behalf of itself. "International Transfer" means transfer of funds from the indicator to the beneficent in two separate banks, where one of them operates in the country and is licensed at the CBK, and the other in another state. Participants in an international transfer are the initiator, the initiating bank, destination bank and beneficiary bank and may include one or more intermediary banks. In an international transfer, in addition to action on behalf of the client, the bank can act on behalf of her. "Giro payments" means payment of bills from bank accounts or cash. Its main use is for regular periodic payments as payments of public utility bills, fees or registration bills. "Direct Debit" means a debit transfer where the initiator is the payee, the initiating bank is the bank of the payee, receiving bank is the bank of the payer and the recipient is the payer. "Card" means an electronic payment instrument issued by a bank, which enables the card holder to carry out banking transactions. Card with a cash function" means a card issued by a bank, which allows card holders to withdraw cash only from funds available in his bank account. "Debit card" means a card issued by a bank, which enables the card holder to carry out payment and withdraw cash from the funds available in his bank account. "Credit card" means a card issued by a bank, which allows card holders to use a credit line. This card enables the holder to conduct payment and withdraw cash up to the credit limit line. Line of credit, time of return, etc are defined in the contract signed between the holder and the bank. "Electronic money" means a payment instrument that stores monetary value in electronic form and enables the holder to perform electronic payments. Home banking means a service that allows the holder to conduct various banking transactions, including payment orders, using his/his computer with online connection with the bank via a telephone line without using the Internet. Phone banking means a service that allows the holder to use the phone to perform various banking transactions, including the ability to make payment orders from a bank account. E-banking means a service that allows the holder to conduct various banking transactions, including payment orders, using the Internet. Terminal means a device that allows withdrawal of cash, cash deposit, transfer of funds, purchase at point of sale through the cards, etc Types of terminals are ATMs and POS terminals. ATM (Automated Teller Machine) means an electromechanical device which enables cash withdrawal or deposit, payment services, transfer of funds between accounts, revealing account etc. ATMs operate both in online mode, where the database is accessible in real time, as well as offline mode. POS Terminal (POS/EFTPOS) means equipment that enables the use of bank cards at a dealership. Payment information obtained via paper bills by mechanical or electronic terminals. In the second case, where is done also the electronic information transmission, the term refers to an "electronic transfer of funds at point of sale" EFTPOS (Electronic Fund Transfer Point of Sale). Virtual POS Terminal (virtual POS) - is a device similar to POS terminal services, which enable transactions via the Internet or telephone, through bank cards that work in online mode.
