1 HOME OWNERSHIP ANNOUNCEMENT TO: All MassHousing First Mortgage Lenders DATE: November 9, 2015 RE: MORTGAGE INSURANCE FUND LOW-INCOME DISCOUNT On December 2, 2015, MassHousing is making changes to our mortgage insurance premium rates to help more low-income homebuyers afford a home. On December 2, MassHousing will lower its premium rates for borrowers earning 80% or less of the AMI* in the community where they are buying a home. Our new premium rates are attached and will be available on emasshousing.com. Our income guidelines providing the 80% of AMI* figure for each community are also attached. emasshousing.com will be able to automatically identify when borrowers are eligible for the lower premium to insure all low-income borrowers receive the lowest premium rates for which they are eligible. In addition to the lower MI premiums being available on all MassHousing loans, MIPlus with the lowincome discount will also be available for community bank portfolio loans and for Fannie Mae Home Ready mortgage loans. MassHousing loans will also give borrowers the best terms available from either our current HFA preferred mortgage programs or the new features of the Fannie Mae Home Ready program, including the higher statewide income eligibility of 135% of AMI* statewide. The combination of the best features of Home Ready and HFA Preferred borrower eligibility requirements, and loan pricing along with MIPlus (providing unemployment benefit protection) with a MI premium discount for low income borrowers, gives you the ability to offer the best product: one, simple and easy to use package. 2 The lower premium rates will be available only for borrowers whose loan registration and mortgage insurance application came in on or after December 2, For applications registered prior to December 2, 2015, lenders are free to follow MassHousing s repricing process by withdrawing the loan, waiting ten days and reregistering and rate-locking the loan, while applying for MIPlus at the lower premium rate for borrowers earning less than 80% of AMI. For loans applying for MI only, the lower premiums rates will be available only for loans whose mortgage insurance application first came in on or after December 2, *Please note the AMI s used for these purposes are provided to Fannie Mae by FHFA and not to be confused with other published versions such as AMI s posted on huduser.org. With that mission in mind, loans being sold to MassHousing that are registered on or after December 2nd, 2015 and loans applying for MI Only from Masshousing with MI applications submitted on or after December 2nd, 2015 for eligible borrowers making 80% of less or area median income will automatically receive discounted MI premiums. Additionally, the lower MI premium discount will be available for community bank portfolio loans and for Fannie Mae Home Ready mortgage loans. Eligible borrowers will continue to have access to the MIPlus Payment Protection Benefit. No Up-Front Monthly Premiums - All monthly mortgage insurance plans with the Mortgage Insurance Fund are billed monthly in arrears with no premium required to be collected and remitted to the MIF at closing. The initial month's coverage period will cover the first full month in which a regular monthly payment is due from the borrower and any partial month coverage from the month in which the loan is closed. The MIF is due the full monthly mortgage insurance premium for the month in which mortgage insurance is cancelled. Since premiums are collected in arrears, MIF monthly premiums are nonrefundable, unless cancelled under the Homeowners Protection Act of November 2015 Level Renewals - The renewal premium rate is applied to the original loan balance for years 1 through 10. For years 11 through term the renewal rate is reduced to 0.. Premium adjustments do not apply to the 11th year rate through term. Single Premium Loans - Single premiums may be paid by immediate family, employers, city or town, sellers, non-profits, or the borrower.
